A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE
APPOINTMENT OF FRANK QUINTANA AS THE CHIEF INFORMATION
OFFICER FOR THE INFORMATION TECHNOLOGY DEPARTMENT OF
THE CITY OF MIAMI BEACH.
WHEREAS, the City Manager has appointed Frank Quintana as the Chief Information
Officer for the City of Miami Beach (the "City") Information Technology Department; and
WHEREAS, Mr. Quintana has over 20 years of experience in the field of Information
Technology, and has successfully completed the Lean Six Sigma program; and
WHEREAS, Mr. Quintana holds a bachelor's degree in Information Technology from
Florida International University; and
WHEREAS, Mr. Quintana is certified by Florida State University as a Certified
Government Chief Information Officer, Computer/I nformation/Technology/Administration and
Management; and
WHEREAS, pursuant to Section 4.02(b) of the City Charter, the City Manager has the power
to appoint the directors of City departments, except for the Legal Department and the City Clerk's
Office, with the consent of the City Commission; and
WHEREAS, the Mayor and City Commission wish to consent to the appointment of Frank
Quintana as the Chief Information Officer for the Information Technology Department for the City
of Miami Beach, Florida.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby consent to the appointment
of Frank Quintana as the Chief Information Officer for the City of Miami Beach Information
Technology Department.

SUBJECT. A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF
FRANK QUINTANA AS THE CHIEF INFORMATION OFFICER FOR THE
INFORMATION TECHNOLOGY DEPARTMENT OF THE CITY OF MIAMI
BEACH.
RECOMMENDATION
Pursuant to the requirements of Article IV, Section 4.02 of the City Charter, it is recommended
that the Mayor and the City Commission adopt the attached resolution consenting to the
appointment of Frank Quintana, as the Chief Information Officer for the City of Miami Beach.
BACKGROUND/HISTORY
Frank received his bachelor's degree from Florida International University in Information
Technology, and he is certified by Florida State University as a Certified Government Chief
Information Officer. Frank has been a member of the City of Miami Beach Information
Technology Department for over seven years. He has a passion for technology and the power it
has to transform organizations and improve everyday life. He has a diverse background
spanning 23 years in the field of technology across public and private sectors, small and large
businesses, professional sports, event venues, and entertainment, which provides a unique
perspective to solving IT challenges. His experience as a seasoned IT leader has forged deep
skills in highly available infrastructure, distributed architecture, business process review,
technology needs assessment, cyber security, and support technologies. He also brings
extensive experience in creating solutions to achieve organizational technology goals,
budgeting, vendor management and developing high-performance support teams.
Frank has successfully completed the Lean Six Sigma program which is a method that relies on
a collaborative team effort to improve performance by systematically removing waste and
reducing variation. It combines lean manufacturing/lean enterprise and Six Sigma to eliminate
the eight kinds of waste: Defects, Over -Production, Waiting, Non -Utilized Talent, Transportation,
Inventory, Motion, and Extra -Processing. Lean Six Sigma is used to reduce process defects
and waste, and to provide a framework for overall organizational culture change. This will be a
great tool for Frank's new role as Chief I nformation Officer.

During my tenure as city Manager I have found Frank to be a valuable asset to the Miami Beach
team. It is my greatest pleasure to appoint Frank Quintana as Chief I nformation Officer.
