A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE
APPOINTMENT OF ALBA TARRE, Ph.D., AS THE HOUSING AND
COMMUNITY SERVICES DIRECTOR FOR THE HOUSING AND
COMMUNITY SERVICES DEPARTMENT OF THE CITY OF MIAMI
BEACH.
WHEREAS, the City Manager has appointed Alba Tarre, Ph.D., as the Housing and
Community Services Director for the City of Miami Beach (the "City") Housing and Community
Services Department; and
WHEREAS, Dr. Tarre has worked for the City for more than seven (7) years, and was
appointed Assistant Director of the Housing and Community Services Department in 2016; and
WHEREAS, Dr. Tarre holds a Bachelor of Science degree in political science and history
from Barry University, a Master of Science degree in mental health and marriage and family
therapy from Barry University, as well as a Doctor of Philosophy degree; and
WHEREAS, pursuant to Section 4.02(b) of the City Charter, the City Manager has the
power to appoint the directors of City departments, except for the Legal Department and the City
Clerk's Office, with the consent of the City Commission; and
WHEREAS, the Mayor and City Commission wish to consent to the appointment of Alba
Tarre as the Housing and Community Services Director for the Housing and Community Services
Department for the City of Miami Beach, Florida.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby consent to the appointment
of Alba Tarre as the Housing and Community Services Director for the Housing and Community
Services Department.

SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF
ALBA, TARRE, PH.D., AS THE HOUSING AND COMMUNITY SERVICES
DIRECTOR FOR THE HOUSING AND COMMUNITY SERVICES
DEPARTMENT OF THE CITY OF MIAMI BEACH.
RECOMMENDATION
Pursuant to the requirements of Article IV, Section 4.02 of the City Charter, it is recommended
that the Mayor and the City Commission adopt the attached resolution consenting to the
appointment of Alba Tarre, Ph.D., as the Director of Housing and Community Services for the
City of Miami Beach.
BACKGROUND/HISTORY
Dr. Alba Tarre holds a Bachelor of Science degree in political science and history from Bary
University, and a Master of Science degree in mental health and marriage and family therapy
from Bary University, as well as a Doctor of Philosophy degree. She has been serving as the
Interim Director of the Housing and Community Services Department since August of, 2021,
was appointed the Assistant Director of the Department in 2016, and has worked in the
Department for over seven (7) years.
Dr. Tarre has expertise and experience in working with people experiencing homelessness and
with people experiencing substance abuse issues. In the past nine (9) years she has
administered programs to assist with homelessness issues, behavioral health issues, and
violence and abuse prevention. She is experienced in Children's Trust grant management, in
Community Block Development Grant (CDBG) management, in budgeting, and in creating and
sustaining interagency partnerships to further the mission of the Department. She serves as the
City liaison to the Affordable Housing Advisory Committee and works closely with the Homeless
Trust.
As Director, her commitment and care for the key community programs administered by the
Housing and Community Services Department will continue to improve the quality of life in the
City of Miami Beach.
