Resolution 2022-31976RESOLUTION NO. 2022-31976 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 2021 -248 -DF FOR GPS TRACKING SYSTEM; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH TRACK STAR INTERNATIONAL, INC., AS THE TOP RANKED PROPOSER; FURTHER, IF THE ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN AGREEMENT WITH TRACK STAR INTERNATIONAL, INC., AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH VERIZON CONNECT TELO INC., AS THE SECOND RANKED PROPOSER; FURTHER, IF THE ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN AGREEMENT WITH VERIZON CONNECT TELO INC., AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH CALAMP WIRELESS NETWORKS CORPORATION, AS THE THIRD RANKED PROPOSER; AND FURTHER AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AN AGREEMENT UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION. WHEREAS, on July 28, 2021, the City Commission approved the issuance of Request for Proposals (RFP) No. 2021 -248 -DF for GPS Tracking System; and WHEREAS, Request for Proposals No. 2021 -248 -DF (the "RFP") was released on July 30, 2021; and WHEREAS, a voluntary pre -proposal meeting was held on August 13, 2021; and WHEREAS, on September 29, 2021, the City received a total of 13 proposals from AT&T Mobility LLC; CalAmp Wireless Networks Corporation; Digital Ally, Inc.; Fleet Analytics LLC; Fleet Hoster, LLC; Forward Thinking Systems LLC; Ready Wireless, LLC; Samsara Inc.; Sewell Fleet Management LLC; T -Mobile USA, Inc.; Track Star International, Inc.; Verizon Connect Telo Inc.; and Wireless Telematics Solution, Inc.; and WHEREAS, the Committee convened on October 27, 2021 to review and score the proposals; and WHEREAS, the Committee received an overview of the project, information relative to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information on the scope of services, and a copy of each proposal; and WHEREAS, the Committee's ranking was as follows: Track Star International, Inc, as the top ranked proposer; Verizon Connect Telo Inc, as the second ranked proposer; CalAmp Wireless Networks Corporation, as the third ranked proposer; Samsara Inc., as the fourth ranked proposer; AT&T Mobility LLC, as the fifth ranked proposer; Forward Thinking Systems LLC and T -Mobile USA, Inc, tied as the sixth ranked proposer; Fleet Analytics LLC, as the eighth ranked proposer; Fleet Hoster, LLC, as the ninth ranked proposer; Digital Ally, Inc, as the tenth ranked proposer; Ready Wireless, LLC, as the eleventh ranked proposer; Sewell Fleet Management, LLC, as the twelfth ranked proposer; and Wireless Telematics Solution, Inc, as the thirteenth ranked proposer; and WHEREAS, after reviewing the qualifications of each firm, and having considered the Evaluation Committee's comments and rankings, the City Manager recommends that the Mayor and the City Commission authorize the Administration to enter into negotiations with Track Star International, Inc, as the top ranked proposer; and WHEREAS, if the Administration is not successful in negotiating an Agreement with Track Star International, Inc., authorizing the Administration to enter into negotiations with Verizon Connect Telo Inc., as the second ranked proposer; and WHEREAS, if the Administration is not successful in negotiating an Agreement with Verizon Connect Telo Inc., authorizing the Administration to enter into negotiations with CalAmp Wireless Networks Corporation, as the third ranked proposer. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herby accept the recommendation of the City Manager, pursuant to Request for Proposals (RFP) no. 2021 -248 -DF, for GPS Tracking System; authorize the Administration to enter into negotiations with Track Star International, Inc., as the top ranked proposer; further, if the Administration is not successful in negotiating an agreement with Track Star International, Inc., authorize the Administration to enter into negotiations with Verizon Connect Telo Inc., as the second ranked proposer; further, if the Administration is not successful in negotiating an agreement with Verizon Connect Telo Inc., authorize the Administration to enter into negotiations with Calamp Wireless Networks Corporation, as the third ranked proposer; and further authorize the City Manager and City Clerk to execute an agreement upon conclusion of successful negotiations by the Administration. It is recommended that the Mayor and City Commission approve the Resolution authorizing the Administration to enter into negotiations with Track Star International, Inc., as the top-ranked proposer. The Resolution also authorizes the Administration to enter into negotiations with Verizon Connect Telo, Inc., as the second -ranked proposer, if negotiations with Track Star International, Inc. are not successful and CalAmp Wireless Networks Corporation, as the third -ranked proposer, if negotiations with Verizon Connect Telo, Inc., are not successful. Further, the Resolution authorizes the City Manager and City Clerk to execute an Agreement upon conclusion of successful negotiations by the Administration and the City Attorney's Office. BACKGROUND/HISTORY The City requested proposals from qualified contractors for Global Positioning System (GPS) Tracking for City vehicles. The City is currently using GPS tracking in approximately 1,200 GPS vehicles and continues to add more as the City's fleet grows. The City intends to keep the existing equipment (and add additional GPS devices to their network in the future). Currently, the City is piggybacking a Houston -Galveston Area Council (HGAC) Contract FL03-21 for Fleet Services Equipment with Track Star International, Inc. for the GPS system needs. Previously, pursuant to Resolution 2018-30523, the City Commission waived, by 5/7ths vote, the formal competitive bidding requirement for these services. The three (3) year agreement with Track Star I ntemational, I nc. expired on October 16, 2021. Through the RFP, the City requested proposals from qualified providers of GPS systems for fleet management purposes. The objectives of the RFP include securing a system to continue the following functionality: • Maintain record of city vehicle driving locations; • Monitor vehicle idling, speeding and hard braking; • Improve City vehicle/driver and Fleet Department maintenance communication, including, but not limited to, miles logged and proximity to any scheduled maintenance or inspection; . On July 28, 2021, the Mayor and City Commission authorized the issuance of Request for Proposals (RFP) 2021 -248 -DF for the GPS Tracking System. On July 30, 2021, the RFP was issued. A voluntary pre -proposal conference to provide information to proposers submitting a response was held on August 13, 2021. Three (3) addenda were issued, and 119 prospective bidders accessed the advertised solicitation. RFP responses were due and received on September 29, 2021. The City received a total of 13 proposals from the following firms: AT&T Mobility LLC CalAmp Wireless Networks Corporation Digital Ally, Inc. Fleet Analytics LLC Fleet Hoster, LLC Forward Thinking Systems LLC Ready Wireless, LLC Samsara Inc. Sewell Fleet Management LLC T -Mobile USA, Inc. Track Star I ntemational, Inc. Verizon Connect Telo, Inc. Wireless Telematics Solution, Inc. On October 5, 2021, the City Manager appointed the Evaluation Committee via LTC # 422-2021. The Evaluation Committee convened on October 27, 2021, to consider proposals received. The Committee was comprised of Carlos Berriz, Division Director, Facilities and Fleet Department; John Sandbrook, Chief Information Security Officer, Information Technology Department; Steven Pedroso, IT Business Analyst, Information Technology Department; Eric Garcia, Captain, Police Department; and, Robert Aragon, Claims Coordinator, Risk Management Division, Human Resources Department. The Committee was provided an overview of the project, information relative to the City's Cone of Silence Ordinance and the Government Sunshine Law. The Committee was also provided with general information on the scope of services and a copy of each proposal. The Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFP. SUPPORTING SURVEY DATA According to a 2019 Community Satisfaction Survey conducted by ETC Institute, 68.6% of City residents are satisfied with the quality of City services. The goals of this project include continued use of reports generated by the GPS devices for better understanding on sustainability and resiliency efforts, better asset management of our current vehicle fleet, and increased visibility of our public safety personnel — all of which are essential to the quality of said City services. Additionally, when comparing the annual costs of the previously expired waiver agreement with Track Star and the new proposed pricing under the RFP, the City will realize an approximate savings of $27,000.00 for the initial term of the contract. Similarly, the City will realize an approximate savings of $201.00 compared to pricing to the current piggyback contract authority and the new proposed pricing under the RFP. The costs of the related services are subject to funds availability approved through the City's budgeting process. Grant funding will not be utilized for this project. Amount(s)/Account(s): CONCLUSION After reviewing all of the submissions and the Evaluation Committee's rankings and commentary, I concur with the Evaluation Committee and find Track Star International, Inc. to be the best - qualified firm for the project. Track Star offers an innately flexible solution as they are the developer of the proposed platform. As the incumbent, the proposed platform is currently installed and is securely hosted on-site, however it is also available to be hosted in the cloud via Amazon web services if in the best interest of the City moving forward. Their platform is also able to integrate with the City's next -gen Hams radio system. Further, Track Star meets the requirements of the RFP and has provided positive customer experiences. For the reasons stated herein, I recommend that the Mayor and City Commission approve the resolution authorizing the Administration enter into negotiations with Track Star International, Inc., as the top-ranked proposer; further, if the Administration is not successful in negotiating an Agreement with Track Star International, Inc., authorizing the Administration to enter into negotiations with Verizon Connect Telo Inc., as the second -ranked proposer; further, if the Administration is not successful in negotiating an Agreement with Verizon Connect Telo Inc., authorizing the Administration to enter into negotiations with CalAmp Wireless Networks Corporation, as the third -ranked proposer; and, authorizing the City Manager and City Clerk to execute an Agreement upon conclusion of successful negotiations by the Administration.
