A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE CITY MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS
(RFQ) 2021 -320 -AY FITNESS PROGRAMMING AT LUMMUS PARK,
AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS
WITH BEAT THE GYM LLC, AS THE TOP-RANKED PROPOSER;
FURTHER, IF THE ADMINISTRATION IS NOT SUCCESSFUL IN
NEGOTIATING AN AGREEMENT WITH BEAT THE GYM LLC,
AUTHORIZING NEGOTIATIONS WITH ELEVATION CORPORATE HEALTH
LLC, AS THE SECOND -RANKED PROPOSER; AND FURTHER
AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AN
AGREEMENT UPON THE CONCLUSION OF SUCCESSFUL
NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, the City is in need of qualified professionals for fitness programming at
Lummus Park to maintain its branding as one of the most popular destinations in Miami Beach;
and
WHEREAS, on September 17, 2021, the RFQ was issued and advertised with an
opening date of November 8, 2021; and
WHEREAS, a non -mandatory pre -proposal meeting was held on September 30, 2021;
and
WHEREAS, on December 10, 2021, the City received a total of two (2) proposals from:
Beat the Gym, LLC, and Elevation Corporate Health LLC, which were deemed responsive; and
WHEREAS, on June 21, 2021, the City Manager appointed an Evaluation Committee,
comprised of Paul DiMuont, Athletic Manager, Park and Recreation Department; Stephanie
Bernal, Office Associate V, Human Resource Department; Vianca Peron-Sellan, Administrative
Services Manager, Parks and Recreation Department; David Nguah, Member, Parks and
Recreational Facilities Advisory Board; and Collin Summers, Assistant Parks and Recreation
Director, City of Sunny Isles Beach; and
WHEREAS, the Committee received an overview of the project, information relative to
the City's Cone of Silence Ordinance and the Government Sunshine Law, general information
on the scope of services, and a copy of each proposal; and
WHEREAS, the Committee scored and ranked each proposal pursuant to the evaluation
criteria established in the RFQ; and
WHEREAS, the evaluation process resulted in the proposers being ranked by the
Evaluation Committee in the following order:
1 st Ranked — Beat the Gym, LLC
2nd Ranked — Elevation Corporate Health LLC
WHEREAS, after reviewing all of the submissions and the Evaluation Committee
process, the City Manager concurs with the Evaluation Committee and finds Beat the Gym, LLC
to be the best -qualified firm to provide Fitness Programming services at Lummus Park for the
City of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept
the recommendation of the City Manager, pursuant to Request for Qualifications (RFQ) 2021-
320 -ay Fitness Programming at Lummus Park, authorize the Administration to enter into
negotiations with Beat The Gym, LLC, as the top-ranked proposer; further, if the Administration
is not successful in negotiating an agreement with Beat The Gym, LLC, authorize negotiations
with Elevation Corporate Health, LLC, as the second -ranked proposer; and further authorize the
City Manager and City Clerk to execute an agreement upon the conclusion of successful
negotiations by the Administration.

RECOMMENDATION
It is recommended that the Mayor and City Commission approve the Resolution authorizing the
Administration enter into negotiations with Beat the Gym, LLC, as the top-ranked Proposer. If
the Administration is not successful in negotiating an agreement with Beat the Gym, LLC, the
Resolution authorizes negotiations with Elevation Corporate Health, LLC, as the second -ranked
Proposer. Further, the Resolution authorizes the City Manager and City Clerk to execute the
Agreement upon conclusion of successful negotiations by the Administration and City Attorney's
Office.
BACKGROUND/HISTORY
Lummus Park is a beachfront park located in South Beach, east of Ocean Drive, from 5th to
14th Place. Lummus Park is one of the most popular destinations in Miami Beach. The 26 -acre
Park already features popular recreational amenities, including the serpentine walkway, sand
volleyball courts, a children's playground, Muscle Beach South Beach, and the beach itself.
Culturally significant amenities include the Art Deco Welcome Center, iconic lifeguard stations,
the Miami Beach thermometer, and a signature park sign on Ocean Drive. The Park also
supports life safety and other essential services for the beaches
Through the RFQ, the City requested proposals from qualified professionals for fitness
programming at Lummus Park. The City requires that the selected provider, at a minimum,

provide the following services:
1. Fitness Programming takes place at Lummus Park.
2. Programming will be offered to ages 18+.
3. Example of Services/Classes including but not limited to:
o On -Site Personal Group Trainer
• Yoga
o HITT
o Training Classes, etc.
4. Provide price per class or the hourly rate charged to participants (residents or non-
residents).
5. Provide photos and videos to City staff every week.
6. Provide licensed and insured fitness instructors:
o Include listings of all professional certifications held by staff
o Must obtain First Aid and CPR Certifications (for each involved personnel).
7. Provide monthly reporting no later than the 5th of the subsequent month detailing:
o A roster of all classes and participants broken down by residents and non-residents
o Calculation of the revenue percentage split for each month.
8. No selling of merchandise or programs while on-site.
9. Provide marketing material to be approved and shared by the City of Miami Beach
Marketing and Communications Department.
10. Provide and maintain equipment for training classes. Equipment must be brought to the
site by the selected Proposer for the training class and cannot be stored on-site.
On September 17, 2021, Request for Qualifications (RFQ) 2021 -320 -AY for Fitness
Programming at Lummus Park was issued. RFQ responses were due and received on
November 8, 2021. The City received proposals from two (2) firms: Beat the Gym, LLC, and
Elevation Corporate Health LLC.
On December 10, 2021, the Evaluation Committee appointed by the City Manager convened to
consider the proposals received. The Committee was comprised of the following individuals:
Paul DiMuont, Athletic Manager, Park and Recreation Department; Stephanie Bernal, Office
Associate V, Human Resource Department; Vianca Peron-Sellan, Administrative Services
Manager, Parks and Recreation Department; David Nguah, Member, Parks and Recreational
Facilities Advisory Board; and Collin Summers, Assistant Parks and Recreation Director, City of
Sunny Isles Beach. The Committee was provided an overview of the project, information
relative to the City's Cone of Silence Ordinance and the Government Sunshine Law. The
Committee was also provided with general information on the scope of services and a copy of
each proposal. The Committee was instructed to score and rank each proposal pursuant to the
evaluation criteria established in the RFQ. The evaluation process resulted in the proposers being
ranked by the Evaluation Comrdttee in the following order (See Attachment A):
1 st Ranked — Beat the Gym, LLC
2nd Ranked — Elevation Corporate Health LLC
Summary of the two (2) firms:
Beat the Gym, LLC.
Established in 2015, Beat the Gym, LLC. (proposed prime contractor) is a fitness firm that
provides outdoor fitness services all over Miami. Over its years, the firm has obtained permits

and operating agreements from multiple agencies to attract hundreds of members. In addition,
Beat the Gym, LLC has an established application for bookings and community development.
In addition, the City received references from Sire Properties, which indicated positive
feedback on the fitness services offered by Beat the Gym, LLC.
Elevation Corporate Health LLC
Established in 1994, Elevation Corporate Health is a privately owned firm specializing in health
and wellness. The firm specializes in group fitness and personal training services and has
successfully managed programs for residential communities, parks and recreation, and
corporations for years. Elevation Corporate Health has over 50 major clients representing over
200,000 lives served. In addition, the City received references from WildBlue Residential,
Pelican Landing, and CIT, which indicated positive feedback on the fitness services offered by
Elevation Corporate Health LLC.
SUPPORTING SURVEY DATA
Based on the 2019 resident survey, 73.9% strongly agree that they are satisfied with the amount
of city recreation programs. I n particular, the Lummus Park location is in the South Beach
neighborhood, which has satisfaction of 64.6%. The City intends to contract with qualified
professionals to provide fitness programming at Lummus Park to increase satisfaction.
FINANCIAL INFORMATION
Revenue share and participant fees will be negotiated with the selected proposer. Typically, the
contractor retains 70-80% of revenue and the City receives the remaining 20-30%. Depending
on the programs offered, there may be some flat fees to be paid to the contractor for events or
activities that are offered by the City at no cost to participants. For those programs for which a
fee must be charged to participants, the participant fee is also negotiated.
CONCLUSION
After reviewing all of the submissions and the Evaluation Committee process, I concur with the
Evaluation Committee and find Beat the Gym, LLC to be the best -qualified firm to fitness
programming services at Lummus Park. The firm is skilled and specialized in the field and
offers a large number of classes. Beat the Gym has a local presence in South Florida and
currently offers a number of fitness classes in Miami Beach on high traffic areas such as Lincoln
Road. In addition, the firm has a significant social media following which assists in branding and
marketing, and helps inform participants of available programming. Finally, Beat the Gym, LLC
has a well-established mobile application that allows users to select workouts, communicate
directly with trainers, and share progress with the community.
Elevation Corporate Health LLC is well-qualified and should be considered if negotiations with
Beat the Gym are not successful.
For the reasons stated herein, I recommend that the Mayor and City Commission approve the
Resolution authorizing the Administration to enter into negotiations with Beat the Gym, LLC, as
the top-ranked Proposer; further, if the Administration is not successful in negotiating an
agreement with Beat the Gym, LLC, authorizing the Administration to enter into negotiations with
Elevation Corporate Health, LLC, as the second -ranked Proposer, and further authorizing the
City Manager and City Clerk to execute the Agreement upon conclusion of successful
negotiations by the Administration and the City Attorneys Office.
