A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATIONS OF THE TOURISM AND CULTURE
DEPARTMENT, AND APPROVING THE SPECIAL EVENT
SPONSORSHIP FUNDING FOR THE FISCAL YEAR 2021/2022
FOR FIVE (5) SPECIAL EVENT ORGANIZERS IN THE TOTAL
AMOUNT OF $114,500.00 TO PROVIDE FINANCIAL
ASSISTANCE TO MIAMI BEACH -BASED SPECIAL EVENTS;
AND FURTHER AUTHORIZING THE CITY MANAGER AND CITY
CLERK TO EXECUTE THE SPONSORSHIP AGREEMENTS
RELATED TO THE APPROVED FUNDS.
WHEREAS, on June 23, 2021, the Mayor and City Commission accepted and approved
the recommendations of the Finance and Economic Resiliency Committee, at its February 28,
2020 and June 11, 2021 meetings, and the recommendation of the Neighborhood and Quality of
Life Committee, at its September 23, 2020 meeting, in part; and
WHEREAS, both Committees recommended approval of the revised Special Events
Requirements and Guidelines relating to City sponsorships, with an annual budget not to exceed
$1,500,000, with the said revisions creating an evaluation process to analyze and process
sponsorship requests based upon weighted criteria; and
WHEREAS, the Miami Beach Special Event Sponsorship Program (the "Program") was
created in June 2021 to assist the City in the review of event sponsorship and fee waiver request;
and
WHEREAS, the Program process is formalized and allows the Administration to properly
analyze and budget special event sponsorship requests; and
WHEREAS, the City's current sponsorship process is codified within Section 12-7 of the
City Code; and
WHEREAS, Section 12-7 of City Code provides that "in considering approval of a
Sponsorship for an event, the City Commission may consider:
i. whether the event organizer has exercised good -faith, diligent efforts to apply for grant
funding that may be available from the City's Visitor and Convention Authority ("VCA") or
Cultural Arts Council ("CAC");
ii. the Event organizer's history and performance in delivering quality Events;
iii. any benefits being directly provided to the general public with respect to the Event, such
as free or discounted tickets to persons residing in the City of Miami Beach, seniors,
veterans, or member of disadvantaged groups;
iv. whether the event is accessible to the general public (either as a ticketed event or
otherwise);
V. the demonstrable economic impacts associated with the Event;
vi. the demonstrable media commitments secured by the Event organizer for the Event; or
vii. the efforts undertaken by the Event organizer to mitigate any quality of life impacts
associated with the Event, including noise, littering, traffic or parking impacts associated
with an Event"; and
WHEREAS, sponsorship requests are generally to be reviewed well in advance of the
date of each event, either as part of the City Commission's annual budget process, or through
applications to the BCA or CAC; and
WHEREAS, any sponsorships request that falls outside of the standard review process is
subject to the Finance and Economic Resiliency Committee (FERC) advisory review, as well as
a heightened 5/7ths approval requirement by the City Commission; and
WHEREAS, the Program addresses these elements and provides a platform for event
organizers to apply for city sponsorship in advance and allows the Administration time to do a
proper due diligence and budget planning for the fiscal year; an
WHEREAS, the Program launched on September 1, 2021, and concluded on October 30,
2021, with thirty-two (32) event organizers starting the application, and thirteen (13) event
organizers completing the application; and
WHEREAS, applicants who met all application requirements, including deadlines were
reviewed, and incomplete applications were disqualified; and
WHEREAS, thirteen (13) applications were reviewed, and the Administration made the
following recommendation for five (5) events:
• the Caribbean Heritage Festival in amount of $30,000;
• Miami Swim Week in an amount of $7,000;
• Miami Beach's Longest Fashion Runway Build Out Guinness World Record in an
amount of $15,000;
• Formula 1 Fan Fest in amount of $25,000;
• Winter Party Festival in an amount of $37,500; and
WHEREAS, the Administration recommends the approval of the Miami Beach Special
Event Sponsorship recommendation for Fiscal Year 2021/2022 in an amount not to exceed
$114,500 for the five (5) aforementioned events.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendations of the Tourism and Culture Department, and
approve the special event sponsorship funding for the Fiscal Year 2021/2022 to five (5) special
event organizers, in the total amount of $114,500.00, to provide financial assistance to Miami
beach -based special events; and further authorize the City Manager and City Clerk to execute
the sponsorship agreements related to the approved funds.

The Administration recommends the approval of the Miami Beach Special Event Sponsorship
recommendations for fiscal year 2021/2022.
BACKGROUND/HISTORY
The Miami Beach Special Event Sponsorship Program (the "Program") was created in June
2021 to assist the City in the review of event sponsorship and fee waiver requests.
The Program process is formalized and allows the Administration to properly analyze and
budget special event sponsorship requests. The Citys current sponsorship process is within
the City Code:
Section 12-6 of the City Code defines a sponsorship as any contract, grant or other
commitment by the City to fund an event, either through:
A cash or in-kind contribution, in any amount; or
A reimbursement for City special event -related costs (police, fire, sanitation); or
A waiver of special event permit fees (including user fees, admin fees, and square
footage fees), in excess of $25,000.
Section 12-7(c) of the City Code provides that "in considering approval of a Sponsorship for
an event, the City Commission may consider:
(i) whether the event organizer has exercised good -faith, diligent efforts to apply for
grant funding that may be available from the Citys Visitor and Convention Authority

The Special Event Sponsorship Process addresses these elements and provides a platform
for event organizers to apply for city sponsorship in advance and allows the Administration time
to do a proper due diligence and budget planning for the fiscal year, while also allowing for a
opportunities to curate a fiscal year of engaging, unique, entertaining, educational and fun
community events that express the spirit of Miami Beach residents, businesses, visitors, history
and ethos.
Accordingly, the Administration advertised the Program in August 2021 and the Program
launched on September 1, 2021 and closed October 30, 2021. The program is hosted at:
MBEventSponsorship.gosmart.org Two informational sessions were held for the public in
August and October to answer any questions or concerns regarding the process.
Thirty-two (32) event organizers opened the application and 13 event organizers completed the
application. During the months of November and December each application was reviewed and
accessed.
ANALYSIS
The Program is for events held in Miami Beach. The purpose is to provide financial assistance
and in-kind support to local festivals, special events, community events, or programming that
attracts quality events and promotes community engagement and elevates Miami Beach as a
world-class tourist destination.
The City of Miami Beach considered special events that:
provide unique and engaging experiences that increase resident quality of life;
increase tourism by hotel rooms block contract(s) and targeted tourist attendance;
a promote Miami Beach as a national and international tourist destination;

accessible to the general public; and
strengthen Miami Beach by enhancing the City's Cultural Events.
Application review included an extensive review process that reviewed non-profit status, length
of event, history of event, hotel room block, whether attendees are regional, national and/or
international, resident/community benefit, marketing, and public relations exposure, utilization of
local venues and more. .4
Applicants who met all application requirements, including deadlines, were reviewed.
Incomplete applications were disqualified. Applicants were invited to apply during the next
session, that launched on January 1, 2022 and will close on February 28, 2022.
Applicants were required to have a mandatory dollar for dollar ($1 to $1) match and demonstrate
this match through cash, other matching sponsorships, and/or in-kind contributions.
Thirteen applications were review and the Administration is making the following funding
recommendation:
Event Descriptions:
Caribbean Heritage Festival (the Festival): Proposed by the Washington Avenue BID.(the BID),
will take place from June 17 through 18, 2022, during Caribbean Heritage Month. The Festival
is intended for audiences of all ages, to enhance the cultural, educational, and entertainment
experiences of the community, Miami Dade County, and Caribbean Islands.The BID is
partnering with the GMCV and other stakeholders to promote the event.
Miami Swim Week (the. Events Proposed by Unparalleled Productions, Miami Swim Week, will
take place from July 7 through 13, 2022. Miami Swim Week the second largest fashion week in
the country and the largest internationally recognized event in the swimwear and resort wear
industries. This year the Event will feature immersive and participatory Augmented Reality
experiences.
Miami Beach Longest Runway Build Out Guinness World Record (the Event): Proposed by
Rapid Eye Movement, will take place on July 10, 2002 during Swim Fashion Week. To
celebrate the true Miami Beach summer lifestyle, Rapid Eye Movement is proposing producing
the longest fashion runway on Ocean Drive and breaking the Guinness World Record during
Swim Fashion Week. The footprint suggested for the runway will be on Ocean Drive between 5
to 15 Streets.

Formula 1 Fan Fest (the Event): Proposed by Funkshion, Formula 1 Fan Fest will take place on
May 5 through 8, 2022, in Lummus Park, will be the community even to accompany the Miami
Grand Prix at the Hard Rock Stadium in Miami Gardens. The Event is free and will provide large
LED screens for residents and guest to view the F1 races. In addition, the Event will have
Formula 1 cars on display, F1 professional driving simulators, a F1 Champions panel
discussion and much more.
Winter Party Festival (the Event): Proposed by the National LGTBQ Task Force, Winter Party
Festival will take place on March 2 through 8, 2022, in Lummus Park. Celebrating its twenty-
ninth year, Miami Beach has served as the home of this world renowned fundraising event
benefitting the LGTBQ community. Winter Party will also partner with the City for Miami Beach
Live! for the "Dance" weekend featuring Erasure. -

CONCLUSION
Accordingly, the Administration recommends the approval of the Miami Beach Special Event
Sponsorship recommendations for fiscal year 2021/2022.
The Program recommended funds will provide financial assistance and in-kind support to five
wonderful events. Together with annual contractual events (such as SOBE Wine & Food and Air
& Sea Show), these events will begin the journey to create an environment where, in partnership
with the CAC and VCA, the sponsorship will support quality and well-financed events and play a
role in supporting the special event community. In addition, the events will assist in the
promotion of tourism, economic and cultural development efforts that should have a positive
impact on the entire city.
Program applications for FY 23/24 including events held between October 1, 2023 —
September 30, 2024 will be open and available January 1, 2023 and closes on February 28,
2023 Sponsorships presented to Commission on or before April 2023 Commission meeting.

Letter of Intent
City of Miami Beach Special Event Sponsorship Program Committee
On June 17th & 18th, the Washington Avenue Business Improvement District (BID) will host the
Miami Beach Caribbean Heritage Festival on Washington Avenue.
On day 1, the BID will present an innovative "America Meets the Caribbean" business exchange,
where U.S business executives will discuss trade opportunities with Caribbean Consulate
Generals, Tourism Directors, Miami Beach & Miami -Dade County dignitaries, and the general
public.
That evening, in an intimate and friendly setting, Island music and cultural activations will take
place at Washington Avenue hotels, restaurants, clubs, and bars.
The activation is intended for audiences of all ages, to enhance the cultural, educational, and
entertainment experiences of the community, County, and Caribbean Islands.
On day 2, the BID will present a live music segment at Soundscape Park. The segment will
feature entertainers specific to most Islands who will perform on stage.
Performances are geared to be a family friendly and encompasses the nature of the Islands,
residents of Miami -Dade and binds them together.
Along Lincoln Lane, food trucks will offer a diversity of cuisines that represent the Islands. At
the entrance, cultural tents will be set up to display cultural memorabilia.
Currently, 29 of the 30 Island consulate generals, tourism executives, or chambers have
committed to attending.

event, we strongly believe we can elevate Ocean Drive and bring a fresh new vision for tourists
