A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AMENDING THE THREE-YEAR RESIDENCY
INCENTIVE PILOT PROGRAM FOR POLICE OFFICERS AND FIREFIGHTERS
(THE "PROGRAM"), APPROVED AS PART OF THE FY2022 BUDGET, FOR
THE PURPOSE OF EXPANDING THE PROGRAM TO ALSO MAKE THE
RESIDENCY INCENTIVE AVAILABLE TO THE CITY'S CODE COMPLIANCE
OFFICERS.
WHEREAS, on May 12, 2021, the City Commission referred an item to the Finance and
Economic Resiliency Committee ("FERC") to discuss implementing a financial incentive
program for employees who live in the City and as a recruitment tool for new hires; and
WHEREAS, on June 11j 2021, FERC discussed the item and moved it with approval to
the July 16, 2021 FY2022 Budget Workshop as a budget enhancement; and
WHEREAS, FERC recommended approval of a three-year pilot Residency Incentive
Program for police officers and firefighters, including existing employees and new hires, at $250
per month, with a cap of $150,000 for fiscal year ("FY") FY2022; and
WHEREAS, at the July 16, 2021 Budget Briefing, the Commissioners tentatively
approved the item and confirmed that the financial incentive program would initially be intended
for first responders, including only police officers and firefighters; and
WHEREAS, at its September 30, 2021 meeting, the City Commission approved, as part
of the City's final operations budget for FY2022, the three-year pilot Residency Incentive
Program for police officers and firefighters as a budget enhancement; and
WHEREAS, at the request of Commissioner Samuelian, the sponsor of this item, the
Administration • has reviewed and recommends the Program be expanded to include Code
Compliance Officers as first responders and recipients of this Residential Incentive for FY2022
with no increase in the total funding allocated for FY2022; and
WHEREAS, the Administration will provide an annual report at the end of FY2022 on the
number of participants, and other analysis relevant to the evaluation of the Program and its
impact on employee hiring and retention.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, the Mayor and City Commission
of the City of Miami Beach, Florida, approve the inclusion of Code Compliance Officers in the
Residency Incentive Pilot Program, with no additional impact to the allocated budget of
$150,000 for FY2022.
