A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AMENDING THE
EXISTING HOURS OF RESIDENTIAL PERMIT PARKING
RESTRICTION FROM 6 P.M. TO 9 A.M., TO 6 P.M. TO 7 A.M., IN
RESIDENTIAL PARKING PERMIT ZONES ONE, TWO, AND FOUR.
WHEREAS, pursuant to Section 44-84 of the Miami Beach City Code, the City Manager is authonize I
to determine if a residential area is impacted by commuter vehicles in accordance with the criteria Sf t
forth in Sections 44-82 and 44-83 therein, and after making such a determination may initiate th.~
creation or revision to a residential parking area; and
WHEREAS, a public hearing was held by the Mayor and City Commission on July 2, ] 997, follow in .~
the mailing of notices to every household that could reasonably be established within the area (s) ulldt r
consideration fifteen (] 5) days prior to the hearing date; and
WHEREAS, the areas affected include:
Zone #1:
South from South Point Drive (inclusive) to North on 4th Street (inclusive) including] st Street, 2n I
Street and 3rd Street
East from Collins Avenue (inclusive) to West on Michigan Avenue (inclusive) including Washingto I
Avenue, Meridian Avenue and Jefferson Avenue;
Zone #2:
South from 6th Street (inclusive) to North on ] 6th Street (inclusive), including 7th Street, 8th Street, 9t I
Street, ] Oth Street, I] th Street, ] 2th Street, 13th Street, 14th Street, Espanola Way, ] 5th Street and 6t I
Street;
East from the centerline of Drexel Avenue to West on Lenox Court, including Pennsylvania Avelluf,
Euclid Avenue, Meridian Avenue, Jefferson Avenue and Michigan Avenue;
Zone #4:
South from] 8th Street (inclusive) to North on 23rd Street (inclusive), including] 9th Street, 20th Stree,
2] st Street and 22nd Street;
East from James Avenue (inclusive) to West on Washington Avenue (inclusive), including Lib;:rt !
A venue and Park Avenue; and
WHEREAS, the City of Miami Beach Parking and Transportation Committee has reviewed an I
approved amending the existing hours of residential permit parking restriction from 6 P,M. to 9 A :vt ,
to 6 P,M, to 7 A,M" in Residential parking Permit Zones One, Two, and Four; and
WHEREAS, there is no adverse effect on the availability of parking to residents, and addition31
parking would be available to visitors, tourists, and merchants by providing two (2) additional hours 0.:
parking by revising the ending time of the parking restriction from 9 A.M, to 7 A,M.

Dear Residential Permit Holder:
The City Commission has set a Public Hearing for 5:30 p.m., Wednesday, July 2, 1997 to hear a
proposal by the Administration to change the restricted hours of parking in Zones 1,2, and 4 fion..
the current restricted hours of 6:00 p.m. - 9:00 a.m., to the restricted hours of 6:00 p.m. - 7:00 a.m
The initiative of the recommended change is to allow previously restricted parking opportunitie:; t(
open up to the public, as they come available in the early morning hours. The proposed challg~
would be effective.Monday - Friday. Current restrictions on the weekends and holidays wo lIe
remain the same.
The Parking Department is currently gathering data on the number of spaces that corne available ir.:
Residential Zone 2 between the hours of 7:00 a.m. - 9:00 a.m. in areas bordering commercial
districts, and welcomes public input in writing at:

SUBJECT: RESIDENTIAL ZONE INVENTORY/ STUDY OF HOURS OF OPERATIOI\,
Attached is the data collected during the study of the residential zones near the
commercial areas from June 9 thru June 13 and June 16. The study hours were
from 7:00AM to 9:00AM. The areas which were involved were as followed:
1.) 1600 Block-from Lenox to Drexel-on June 9,11 & 13
16th Street-from Lenox to Drexel-on the same days
2.) Pennsylvania Avenue-from 7th to 16th Street-on June 10,12 & 16
Drexel Avenue-1200, 1300 & 1500 Block-on the same days
During the gathering of this data certain assumptions had to be made:
1.) The maximum number of cars that can park in the area(legally) is the
maximum number counted on any certain day. This is used to identify vehcle
movement in the area.
2.)Those vehicles parked before 7:00AM are residents of the area.
3.) The increase of vehicles after 7:00AM are visitors or employees working
in the commercial areas, looking for free parking.
In reviewing the data, you will find the count of cars parked in either 1 5 or 20
minute intervals, depending on the area studied. The data is presented with the
data collected in numerical form proceeded by the graphs giving a diagrammaticcil
picture of the data. A definite pattern can be seen when looking at the graphs.
If no other information is examined, the graphs show that from 7:00AM to 9:00A~ 1
there is a definite reduction in the amount of cars parked in these areas(see total
sheet at the back of the presentation). It is my opinion, that this is the informati Dn
that the study was intended to reveal.

Approve the resolution.
BACKGROUND:
On April 14, 1997, the City of Miami Beach Parking and Transportation Committee reviewed and endorse d
amending the hours of restriction for Residential Parking Permit Zones One, Two, and Four from the exi~tit g
hours of 6 P.M. to 9 AM. to the hours of 6 P.M. to 7 AM. Current residential parking hours are O'ler y
restrictive. Utilization of the limited parking supply in the areas by visitors, tourists and employees with n
the business districts would be better served by the earlier availability of parking spaces. Several membe's
of the Parking and Transportation Committee are residents in the affected areas and participants ill de

since most residents would have already found a parking space by 7 AM. and in all likelihood, they v. ou d
be vacating the space shortly thereafter. A public hearing is being held in order to consider public comne 1t
regarding said recommendation.
ANALYSIS:
There is no anticipated adverse impact on the availability of parking to residents within the prescribed aref s.
In fact, this would alleviate the demand for parking created by commercial districts by providing addition 11
parking spaces for visitors, tourists, and employees within the area by adding two (2) extra hours of parkiJ :,g
by moving the ending time of the parking restriction from 9 A.M. back to 7 AM.
CONCLUSION:
The Administration recommends that the Mayor and City Commission,after considering input at the p lib] ic
hearing set for the City Commission meeting of July 2, 1997, approve the resolution revising the hot iTS )f
residential parking permit restriction from 6 P.M. to 9 AM. to the hours of 6 P.M. to 7 A.M.
