SUBJECT: Reopening of Indian Creek Drive (SR A1A)
The purpose of this L TC is to provide the Mayor and City Commission with an update on
the Indian Creek Drive project.
The Indian Creek (SR A1A) Phase Ill Improvement Project, a mitigation project,
addressed flooding within the neighborhood by installing a comprehensive stormwater
drainage system, a pump station with water treatment system, and an emergency
auxiliary generator in the event of a power outage. Additionally, the scope included the
construction of a new road and sidewalk, between 25 th and 41 st streets, to be built at a
higher elevation in order to also mitigate sea level rise. Other vital improvements to the
Indian Creek Drive community, include providing private property harmonization, new
driveways and walkways, traffic signals at 25 th , 29 th , and 39 th streets, street lighting
system and a continuous delineated bicycle path.
The installation of the new seawall along Indian Creek Drive, as well as the
enhancement of the landscape and installation of a pedestrian pathway will be
completed under separate projects.
Completion of this complex project requires ongoing coordination among the community
members, the City's contractor, private construction companies, and utility companies
(FPL, ATT, Breezeline, Comcast, Crown Castel, TECO, etc.). Coordination, reviews as
well as permits were required from multiple government agencies, including the Florida
Department of Transportation, Miami-Dade County Department of Transportation and
Public Works, Miami-Dade County Department of Regulatory and Economic Resources
(RER), City of Miami Beach Building Department, City of Miami Beach Department of
Transportation, Office of Marketing and Communications, City of Miami Beach Police
Department and the City of Miami Beach Public Works Department.
The Indian Creek Project is 90% complete. Activities completed to date include the
drainage system, pump station and generator, harmonization of properties, and roadway
construction (base and first lift of asphalt). The final asphalt paving has also been
completed from 41 st to 31st Street on Indian Creek Drive, including the side streets. The
streetlight system is complete, and traffic signalization conduit and utility boxes at the
intersections of Indian Creek Drive and 25 th , 29 th and 39 th streets have been installed.
Ongoing work activities include the installation of landscaping and irrigation system at
the generator location, the installation of hand railings along all properties, generator pad
and pump station location. Final paving on Collins and Indian Creek south of 31s t Street,
is being scheduled .
Prior to reopening the road to vehicular traffic, certain inspections, testing and permit
closures are required by the Florida Department of Transportation, Miami-Dade County
Department of Transportation and Public Works, Department of Regulatory and
Economic Resources (DERM), City of Miami Beach Building Department, City of Miami
Beach Department of Transportation, and Public Works Department. These include
testing and inspection of the asphalt, street lighting system, traffic signals, pavement
marking and signage, landscaping and irrigation system and inspection of the road,
barrier walls and all hardscape.
The testing and inspections are being scheduled with the different agencies. Originally
scheduled to reopen at the end of February, the project faced various challenges and as
a result has increased the time necessary to complete the testing and inspections.
Completion and reopening of Indian Creek Drive, removal of the traffic control devices
and reestablishing the one-way traffic pattern on Collins Avenue is tentatively scheduled,
at the earliest, for the week of March 14, 2022, but no later than the end of the month.
