Resolution 2022-32075RESOLUTION NO. 2022-32075 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO TRANSITION TO ELECTRIC WASTE VACUUM CLEANERS FOR ALL CITY LANDSCAPE MAINTENANCE OPERATIONS AS THE CITY RETIRES OLD OR DEFECTIVE EQUIPMENT, AND, FURTHER, DIRECTING THE CITY ADMINISTRATION TO REQUIRE ELECTRIC WASTE VACUUM CLEANERS IN ALL FUTURE BIDS FOR CITY LANDSCAPE MAINTENANCE WORK. WHEREAS, in 2017, the Mayor and City Commission adopted Resolution No. 2017-2986T.directing the City Administration to request all existing City landscape maintenance contractors to voluntarily transition to non -gas -powered leaf blowers for all City landscape maintenance operations, and for the City Administration to require non - gas powered leaf blowers in all future bids for City landscape maintenance work; and WHEREAS, since the adoption Resolution 2017-29867, the Public Works - Greenspace Management Division has included language in its landscape maintenance contracts and internal operations to not allow the use of gas -powered leaf blowers, and the Public Works - Sanitation Division is in the process of transitioning to electric/battery powered blowers, and expect to replace their existing gas -powered inventory by Spring of 2022; and WHEREAS, however, leaf blowers, whether they are gas or electricity powered, circulate large amounts of airborne dust,, including mold spores, allergens, dried animal feces, pesticides and fine particles that increase the number and severity of asthma attacks, cause or aggravate bronchitis, or other lung diseases, and reduce the ability to fight infection; and WHEREAS, the American Lung Association recommends that everyone avoid leaf blowers due to the toxic dust they create; and WHEREAS, a study published by the California Environmental Protection Agency in 2000 found that landscape workers running a leaf blower are exposed to ten times more ultra -fine particles than someone standing next to a busy road; and WHEREAS, in addition, leaf blowers too often send leaves, grass clippings, and other debris straight into the storm drains; and WHEREAS, electric waste vacuum cleaners are an efficient and environmentally friendly alternative to leaf blowers as they are silent and their dust filters stop any particle and allergen discharge to the atmosphere; and 1 WHEREAS, as such, the Mayor and City Commission direct the City Administration to transition to electric waste vacuum cleaners for all City landscape maintenance operations as the City retires old or defective equipment, and, further, direct the City Administration to require electric waste vacuum cleaners in all future bids for City landscape maintenance work. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the City Administration to transition to electric waste vacuum cleaners for all City landscape maintenance operations as the City retires old or defective equipment, and, further, direct the City Administration to require electric waste vacuum cleaners in all future bids for City landscape maintenance work.
