A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION, IN LIGHT OF RUSSIA'S UNLAWFUL INVASION
OF THE SOVEREIGN NATION OF UKRAINE, TO REVIEW THE
CITY'S CONTRACTS AND INVESTMENTS TO CONFIRM THAT THE
CITY IS NOT DOING BUSINESS WITH, OR INVESTING IN, ANY
RUSSIAN ENTITIES SANCTIONED BY ANY AGENCY OF THE
FEDERAL GOVERNMENT OR STATE OF FLORIDA; AND FURTHER
URGING THE CITY'S PENSION BOARD TO DIVEST FROM ANY
RUSSIAN INVESTMENTS.
WHEREAS, on February 24, 2022, by air, land, and sea, Russia has launched a
devastating, unlawful attack on the sovereign nation of Ukraine, a European democracy
of 44 million people; and
WHEREAS, Russian forces are continuing to bomb city centres, targeting military
and civilian targets alike, and are closing in on the capital, Kyiv, prompting a mass exodus
of refugees; and
WHEREAS, such scenes are horrifying for the entire world, witnessing a major
world power invading a European neighbor for the first time since World War II; and
WHEREAS, in response, European and U.S. allies swiftly imposed numerous
sanctions targeting Russia's economy, financial institutions and individuals, such as:
• The EU, US, UK, Japan and Canada are cutting off key Russian banks from the
international Swift payment network, which allows the smooth and rapid transfer
of money across borders;
• The EU, UK and Canada have shut off their airspace to Russian airlines;
• Personal sanctions are being imposed on President Putin and Foreign Minister
Sergei Lavrov by the US, EU and UK, while 351 Russian MPs are being targeted
by the EU;
• U.S. payment card firms Visa and Mastercard have blocked multiple Russian
financial institutions from their network, following government sanctions over the
Kremlin's invasion of Ukraine;
• Germany has halted approval on Russia's Nord Stream 2 gas pipeline, a major
investment by both Russia and European companies;
• Russia's state -run media Sputnik and Russia Today, seen as a Kremlin
mouthpiece, are being banned across the EU;
• The Russian city of St Petersburg will no longer be able to host this year's
Champions League final and the Russian Grand Prix will not take place in Sochi;
and
WHEREAS, in light of sweeping sanctions imposed against Russia, certain
Russian individuals, and Russian institutions, the Mayor and City Commission direct the
City Administration to review the City's contracts and investments to confirm that the City
is not doing business with or investing in any Russian entities identified on the U.S.
Treasury Department list of sanctioned entities, or otherwise sanctioned by the State of
Florida.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor. and City
Commission hereby direct the City administration, in light of Russia's unlawful invasion of
the sovereign nation of Ukraine, to review the City's contracts and investments to confirm
that.the City is not doing business with, or investing in, any Russian entities sanctioned
by any agency of the federal government or the State of Florida; and further urging the
City's Pension Board to divest from any Russian investments.
