NO. LTC# LETTER TO COMMISSION
TO : Honorable Mayor Dan Gelber and Members of the City Commission
FROM , Alina T. Hudak, City Manag ~
DATE : April 7, 2022 ·
SUBJECT : BE305 Challenge Kick-Off
The purpose of this letter is to inform you of the official kick-off of the 2022 BE305 Challenge on
April 6, 2022. The BE305 (Building Efficiency 305) program is a free, voluntary program launched
by Miami-Dade County. The program is focused on increasing energy and water efficiency in
large buildings across the County, with the goal to reduce energy and water consumption by 20%
over five years for participating buildings. This effort is Action 17 in the joint Resilient305 Strategy
(https://resilient305.com), accepted by the City Commission on July 2019.
The kick-off will mark the start of the second cohort of the BE305 program. Properties that register
will receive guidance and educational resources through the benchmarking of their energy and
water consumption and have the opportunity to participate in trainings with tips on low-cost to no-
cost measures to reduce energy and water consumption . The Environment and Sustainability
Department will work alongside the County on encouraging properties in the city to enroll in the
program . Properties interested in joining the BE305 Challenge can complete the registration form
available on the BE305 Information Hub: https ://bit.ly/36Ob4fZ
BE305 Awards Ceremony
This past February, the City of Miami Beach was recognized by Mayor Daniela Levine Cava for
its participation in the challenge during the BE305 Awards Ceremony. The City received two
awards for its participation as a municipality:
Municipal building with the most energy savings (City Hall)
-Attending the most BE305 Challenge trainings
In addition, the award for most active resident went to Miami Beach resident, Chloe Laws, at the
5600 Condominium.
The first cohort of the program included more than 55 iconic buildings accounting for over 18.5
million square feet of floor space across the county. Seven of these buildings are located within
the City of Miami Beach and three of them are municipal properties.
Energy Efficiency Efforts
In Miami Beach, 70% of greenhouse gas emissions are from energy consumption in buildings
and the built environment. Since buildings represent the largest source of emissions, they are a
focus area in the City's first Climate Action Plan (CAP) that is development. Ttie CAP will prioritize
high impact actions to reduce greenhouse gas emissions on the path to reach net-zero emissions
in 2050.
The Environment & Sustainability and Facilities and Fleet Management Departments are working
on an energy assessment which will analyze and audit municipal buildings to identify energy
efficiency projects which will help to reduce energy consumption and save money on utility costs.
The City currently tracks the electricity consumption of all municipal buildings through EnergyCAP
so the next step for improving energy efficiency is to perform building audits and receive
recommendations for energy efficiency improvements.
