A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE PUBLIC SAFETY AND
NEIGHBORHOOD QUALITY OF LIFE COMMITTEE AT ITS MARCH 7,
2022 MEETING, APPROVING THE NAMING OF THE NON-
MOTORIZED VESSEL FLOATING DOCK LOCATED WITHIN MAURICE
GIBB MEMORIAL PARK IN MEMORY OF DR. MORRIS SUNSHINE;
SETTING A PUBLIC HEARING ON MAY 4, 2022, PURSUANT TO
SECTION 82-503 OF THE CITY CODE, TO CONSIDER WHETHER TO
APPROVE THE PROPOSED NAMING BY A 5/7THS VOTE; AND
DIRECTING THE CITY CLERK TO PROVIDE PUBLIC NOTICE OF THE
HEARING CONSISTENT WITH THE REQUIREMENTS OF SECTION 82-
503(a)(5).
WHEREAS, on November 9, 2021, the Marine and Waterfront Protection
Authority Board proposed a resolution naming the recently installed non-motorized
vessel floating dock at Maurice Gibb Park in honor of Dr. Morris Sunshine; and
WHEREAS, Dr. Morris Sunshine passed away at the age of 97 on September of
2021. He served as a board member or Chairman for the Marine and Waterfront
Protection Authority Board for over thirty years; and
WHEREAS, he served our country during World War II and was committed to the
betterment of the City of Miami Beach; and
WHEREAS, Dr. Morris Sunshine was a driving force behind the effort to establish
a floating dock at Maurice Gibb Park, which is now open to all residents and visitors;
and
WHEREAS, at the December 8, 2021 City Commission meeting, the Mayor and
City Commission referred a discussion regarding the motion of the Marine and
Waterfront Protection Authority Board to commemorate Dr. Morris Sunshine by naming
the recently installed non-motorized vessel floating dock at Maurice Gibb Park in his
honor to the Neighborhood and Quality of Life Committee; and
WHEREAS, at the March 7, 2022 Public Safety and Neighborhood Quality of Life
Committee meeting (formerly known as the Neighborhood and Quality of life
Committee), the Committee approved the naming of the non-motorized vessel floating
dock at Maurice Gibb Park in his Dr. Morris Sunshine's honor; and
WHEREAS, pursuant to Section 82-503(b), naming of interior portion(s) of a
public facility (including naming of interior portion(s) of a park), requires a public
hearing, with the notice of the public hearing regarding the naming or renaming of the
public facility published at least ten days prior to the hearing in a newspaper of general
circulation in the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept the recommendation of the Public Safety and Neighborhood Quality
of Life Committee at its March 7, 2022 meeting, approve the naming of the non-
motorized vessel floating dock located within Maurice Gibb Memorial Park, in memory
of Dr. Morris Sunshine; set a public hearing on May 4, 2022, pursuant to Section 82-503
of the City Code, to consider whether to approve the proposed naming by a 5/7ths vote;
and direct the City Clerk to provide public notice of the hearing consistent with the
requirements of Section 82-503(a)(5).

RECOMMENDATION
Accept the recommendation of the Public Safety and Neighborhood Quality of Life Committee
meeting on March 7, 2022 to approve the naming of the non-motorized vessel floating dock,
which is located within Maurice Gibb Memorial Park, in memory of Dr. Moms Sunshine; setting a
public hearing on May 4, 2022, pursuant to Section 82-503 of the City Code, to consider
whether to approve the proposed name by a 5/7ths vote; and directing the City Clerk to provide
public notice of the hearing consistent with the requirements of Section 82-503(a)(5).
BACKGROUND/HISTORY
During the December 8, 2021 City Commission meeting, Commission referred a discussion
regarding the resolution of the Marine and Waterfront Protection Authority Board to
commemorate Dr. Morris Sunshine by naming the recently installed non-motorized vessel
floating dock at Maurice Gibb Park in his honor to the Neighborhood and Quality of Life
Committee.
At the March 7, 2022 Public Safety and Neighborhood Quality of Life Committee meeting
(formed), known as the Neighborhood and Quality of life Committee), the Committee
approved the naming of the non-motorized vessel floating dock at Maurice Gibb Park in his Dr.
Morris Sunshine's honor.
ANALYSIS

A RESOLUTION OF THE MARINE AND WATERFRONT
PROTECTION AUTHORITY BOARD TO COMMERORATE
DR. MORRIS SUNSHINE BY NAMING THE RECENTLY
INSTALLED NON-MOTORIZED VESSEL FLOATING DOCK
AT MAURICE GIBB PARK IN HIS HONOR
WHEREAS,Dr. Morris Sunshine, who passed away at the age of 97 in September of
2021, served for thirty plus years as a Board member or Chairman of what is now the Marine and
Waterfront Protection Authority; and
WHEREAS,Dr. Morris Sunshine represented the best of the greatest generation, and
served this country flying 35 missions in World War II, manning the 50-caliber machine gun in
the waist turret of the B-17 Flying Fortress on missions over Nazi Germany: and
WHEREAS, Dr. Morris Sunshine was committed to the betterment of the City of Miami
Beach and contributed at countless public meetings over the years providing input and
recommendations that helped shape many City policies and ordinances; and
WHEREAS, Dr Morris Sunshine was a driving force behind the effort to establish a
floating dock facility that would serve the needs of the resident and visitor kayak and
paddleboard non-motorized community at Maurice Gibb Park; and
WHEREAS,the floating dock facility at Maurice Gibb Park was constructed at a cost of
approximately$780,000 and is now open to the public and is the largest such amenity designed
for the exclusive use of non-motorized vessels in Miami-Dade County; and
WHEREAS,at the November 9, 2021 meeting of the Marine and Waterfront Authority
Board,this Resolution was unanimously approved to commemorate Dr. Morris Sunshine by
naming the floating dock facility at Maurice Gibb Park in his honor, and

WHEREAS, Sec. 82-504. - Monuments or memorials, provides that (a)Whenever there is
a proposal to establish a monument or memorial on public property in the city, it shall first be
considered and reviewed by the committee according to the following procedures: (1) Only
the mayor or a member of the city commission may propose the establishment of a
monument or memorial. Such proposal shall be submitted (by the mayor or individual city
commissioner sponsoring the subject proposal) in writing to the city manager, who shall place
the proposal on a city commission meeting agenda within a reasonable time after receiving
same.The proposal shall be placed as a request for referral to the committee, which request
for referral shall first be approved by a majority vote of the city commission; and

WHEREAS, Commissioner Mark Samuelian appointed Dr. Morris Sunshine to his last
term of the Marine and Waterfront Authority Board and supports the naming of the floating
dock facility at Maurice Gib Park in his honor;
NOW,THEREFORE, BE IT DULY RESOLVED BY THE MARINE AND WATERFRONT •
AUTHORITY BOARD OF THE CITY OF MIAMI BEACH, as follows
1. Pursuant the procedures set forth in City of Miami Beach Ordinance Sec. 82-504, the
Commission is hereby petitioned to consider naming the floating dock facility at
Maurice Gibb Park as "The Sunshine Dock" or"The Dr. Morris Sunshine Dock" in
honor of the outstanding contributions of Dr. Morris Sunshine to the City of Miami
Beach.
