SUBJECT: Indian Creek Drive (SR A1A) Flooding Mitigation Seawall Replacement
The purpose of this L TC is to provide the Mayor and City Commission with an update on the
status of the seawall construction along Indian Creek Drive, from 41 st Street to 26 th Street.
The pre-construction meeting was held on February 3, 2022 and Notice to Proceed (NTP) was
issued to the prime contractor, Shoreline Foundation, Inc. (SFI) on February 14, 2022. SFI
subsequently mobilized on March 8, 2022. Construction is scheduled to be completed March
2023. The City has engaged a Construction Engineering and Inspection (CEI) firm, WSP, to
provide full time construction inspections and the necessary documentation . At this time all
required permits have been secured. The Public Works Department along with contractor and
CEI staff are in constant communication with all agencies to ensure all construction permits
requirements are adhered to. Weekly progress meetings are held between all stakeholders to
address any concerns and mitigate any of the traffic impacts along Indian Creek Drive .
We are taking measures to keep lane closures at a minimum. We are also reviewing Maintenance
of Traffic plans submitted by the contractor to ensure we only close lanes when it is absolutely
necessary.
Current work activities include installing concrete piles between 41 st Street and 38 th Street on the
water side of the project. There will be equipment and large material deliveries on the land side
of the project. These deliveries will result in temporary closure of one of the southbound lanes
along Indian Creek Drive. Lane closures for equipment and material deliveries will take place
between 9:00 AM and 3:00 PM, except for any emergencies. The bus bay between 40 th Street
and 41 st Street will remain open during the project. We are ensuring that passengers can board
the bus/trolley safely.
Towards the end of 2022 , some sections of the new seawall will require that they be constructed
from the land side . As part of this work, it will be necessary to close some sections of Indian Creek
Drive. During these closures, traffic will be routed to Collins Avenue. Prior to the start of this
phase of the project, the contractor will submit a detailed MOT plan for this configuration, subject
to the City 's approval. Ample notice will be provided to our residents through our Public
Information Specialist and our Communications office prior to start of this phase. Our Public
Information Officer for the project, Heather Leslie of HML Public Outreach, is maintaining regular
communication with area residents and businesses on this project and is releasing weekly
advisories to notify the public of upcoming construction phases, anticipated traffic impacts, and
other project updates.

A separate, landscaping project is currently in design. Completion of the design is expected in
June of 2022. Once design is completed, an Invitation to Bid will be issued to procure a contractor
to perform this landscaping work. We expect the work to begin early in 2023.
