SUBJECT: Emergency Replacement of 16-inch Force Main along Dade Blvd
between Island Ave and Jefferson Ave
The purpose of this L TC is to provide the Mayor and City Commission with an update on
the status of the Emergency Replacement of 16-inch Sanitary Sewer Force Main along
Dade Blvd, between Island Ave and Jefferson Ave .
Between March 2021 and February 2022, the 12-inch and 16-inch sanitary sewer pressure
pipe that runs along Dade Blvd, from Sanitary Sewer Pump Station No. 10 (Belle Isle) to
Jefferson Avenue suffered multiple ruptures . The ruptures have triggered the Miami-Dade
County DRER to issue a Temporary Moratorium to all sewer Basins that are serviced from
this force main-which affects the entirety of the Venetian Isles.
Through a competitive bid process, the City procured the services of AMICI Engineering
Contractors (Design-Build Firm) for the complete replacement of the 16-inch sanitary
sewer pressure pipe-utilizing trenchless technology in order to minimize costs and
construction related impacts to the community. Construction activities for this project
began on April 25 th , 2022 and are expected to continue through October of 2022. The
limits of the pipeline being replaced under this contract are shown on Figure 1.

What to expect:
Construction activities have been divided into three separate phases:
• Phase I includes the drilling and replacement of the sewer pipe between Belle
Isle and 17th street bridge that connects West Ave and Dade Blvd
• Phase II will include the drilling and replacement from the 17th street bridge that
connects Belle Isle to Dade Blvd, to where Dade Blvd intersects Jefferson Ave.
• Phase Ill will include open-cut work to interconnect each of the drill segments.
Phase I started on April 25, 2022; this phase is estimated to last approximately 4 weeks
and is expected to be completed at the end of May 2022.
Phase II is scheduled to start following the completion of Phase I and is expected to
have a duration of 10 to 12 weeks. Phase II completion is expected in August 2022.
Phase Ill will start following completion of Phase 11, and it's expected to be completed no
later than October 2022 .
Road closures for the safe operation of construction equipment and materials shall
remain in place 24 hours per day, 7 days per week, for the duration of the work as
required to complete each phase of the job. Construction work hours are primarily
weekdays from 8 a.m. to 4 p.m.; however, extended hours are anticipated to complete
the job in a timely manner and limit the duration of road closures. Please note, this
schedule could change due to weather or unforeseen circumstances .
What to expect?
• Residents and visitors will experience changes in the traffic patterns . While
construction takes place for the Phase I of the project a complete closure of the
17th street bridge (between West Ave and Dade Blvd) will take place along with
the closure of east bound turning lane along Dade Blvd.
• For Phase II of the project the bridge closure of the 17th Street bridge (between
West Ave and Dade Blvd) will be maintained, and additional lane closures will be
required along Dade Blvd between Alton Rd and Jefferson Ave.
Figure 2 depicts the approximate location where complete closures will take
place. During both phased traffic will be re-directed through surrounding areas .
North bound traffic along west Ave that seeks to turn west on 17th Street will be
re-directed through Sunset Harbour 18th Street and Purdy Ave.
• Moderate levels of construction noise are expected during the day.
• Construction equipment, machinery and workers will be always present on the
job site while project is in construction.

City staff has been in communication with the local community that is most affected by
the construction activities. In the week prior to the beginning of construction activities,
City staff met with members of the Belle Isle Residents Association and communicated
with local residents to address questions and concerns related to the Maintenance of
Traffic Operations.
