SUBJECT: Memorial Day Weekend 2022 Update
The purpose of this memorandum is to provide an update on the City's preparations for
Memorial Day weekend, including high impact measures, traffic route modifications,
departmental staffing plans and planned programming.
As in years past, we anticipate an increased number of visitors to Miami Beach for Memorial
Day weekend and a large attendance for the Hyundai Air & Sea Show, which generates an
estimated attendance of over 10,000 people per day. Although our hotels have reported an
occupancy rate of 80%, we expect that percentage to increase with last-minute bookings closer
to the holiday weekend.
The Hyundai Air & Sea Show will take place between 10 and 14 streets alongside the beach on
Saturday, May 28 and Sunday May 29, 2022 from 10 a.m. until 5:30 p.m. The show includes
representation of all five branches of the United States Military. This year the show will include
a special night-pyre parachute demonstration, musical concert, and fireworks from 5:30 p.m. to
10 p.m. on Saturday. Performers include various US military bands and American rock band, 3
Doors Down.
As part of our ongoing South Beach Comprehensive Strategy, multiple city departments
continue to meet regularly. The focus of our meetings has shifted to ensure we are
implementing a coordinated plan for the safety and enjoyment of our visitors and residents this
Memorial Day weekend.
In addition to this comprehensive citywide approach, the Division of Emergency Management is
developing a Major Event Plan (MEP). The MEP is a coordinated effort of nearly all city
departments, including their roles and responsibilities for a safe and successful event. Staff
continues ongoing detailed coordination with the producers of the Air and Sea Show for
inclusion in the MEP.
Given the crowds and behavior the City has historically experienced, and in abundance of
caution to protect the health, safety and welfare of the general public (as well as to protect
public and private property) I intend to, as allowed by Ordinance, implement several high impact
measures.
High Impact Measures
The following high impact measures will be in effect commencing at 7 a.m. on Friday, May 27
through 7 a.m. on Monday, May 30 in the High Impact Zone, which includes the public beach;
the MXE mixed used entertainment district ( excluding that portion of the MXE district between
73 and 75 streets); and that portion of the CD-2 commercial, medium intensity district between
Pennsylvania Avenue and Collins Court from 5 to 16 streets:
• Direct or indirect consumption of alcohol on beach property will be prohibited, unless
specifically authorized by a Special Event Permit or a concession agreement.
• Limitations of traffic routes to prohibit vehicular access to non-residents, and permit
access only for residents and those patrons and employees of businesses located in the
specific area where traffic routes have been limited.
• The implementation of a license plate reader (LPR) Police detail will be utilized at
defined access points into the city.
• The suspension, or the issuance, of a business tax receipt to promoters for any dance or
entertainment events to be held at an alcoholic beverage establishment located in the
MXE and CD-2 districts.
• The suspension and closure of business entities renting or leasing certain vehicles -
including golf carts, low-speed vehicles, autocycles, motorized scooters, mopeds,
motorcycles powered by motors of 50cc or less and motorized bicycles.
The following additional High Impact Measures may be imposed as necessary:
• Coolers, inflatable devices, tents, tables and similar structures on the beach may not be
permitted.
• Limitations may be placed on live or amplified music.
• The citywide suspension and closure of all or part of sidewalk café operations located in
the MXE and CD-2 districts (including the removal of any sidewalk café furniture).
Staffing
Miami Beach Police will be working 13-hour shifts with an Alpha/Bravo staffing configuration.
Several inter-jurisdictional and federal law enforcement partners will be assisting MBPD with
crowd control, including Miami-Dade County PD and Miami-Dade County School PD.
Miami Beach Fire and Ocean Rescue will also have augmented staffing throughout the Art Deco
Cultural District (ADCD). Fire Inspectors from the Fire Prevention Bureau will be conducting life
safety inspections, including occupancy loads throughout the weekend.
Over 150 Goodwill Ambassadors, comprised of City of Miami Beach and Miami-Dade County
employees, wearing branded pink T-shirts will be deployed throughout the ADCD to answer
visitor questions, provide assistance and serve as liaisons to the Police Department.
The Code Compliance Department will have enhanced/Alpha Bravo staffing starting on
Thursday, May 26 through Monday, May 30. Staff will be assigned on foot, ATVs and bicycles in
the ADCD in addition to proactive patrols being assigned to address conditions citywide.
Coverage of both the ADCD and Short-Term Rental (STR) dedicated teams will be increased in
uniform and plainclothes to provide maximum coverage and address conditions including clubs
and party houses. Miami Beach Marina coverage will be increased during this timeframe.
Teams will also be doing outreach to the clubs prior to Memorial Day to advise on the
regulations regarding promoted/self-promoted events.
Parking Enforcement staff will begin their enhanced staffing schedule on Friday, May 27 at 6
a.m. through Monday, May 30.
Park Rangers staffing and coverage hours will be expanded at Lummus Park, Ocean Drive and
South Pointe Park. Rangers will also be available to assist, if necessary, with beachfront
activities.
The Parks Department will have enhanced maintenance and cleanliness staffing, as well as
janitorial services, including dedicated restroom porters in the Lummus - South Pointe Park
corridor.
The Homeless Outreach Team will be available to provide necessary assistance throughout the
weekend.
The Facilities Management Division will operate extended hours to provide support to essential
personnel to ensure smooth operations. The Fleet Management Division will operate extended
hours for fueling and vehicle repair and support.
Transportation staff will be at the EOC Command Center throughout the weekend monitoring
traffic flows to provide timely traffic updates.
Traffic Information
An evening transportation plan will be implemented on Thursday, May 26 through Monday, May
30 beginning at 6 p.m. Traffic will only be allowed to enter Ocean Drive through 13 Street and
exit through 5 Street, and there will be no other entry/exit points. Collins Avenue and
Washington Avenue will flow north and southbound, with no east or westbound access except
for 5 Street and 16 Street.
Protected residential zones for the Flamingo Park and South of Fifth neighborhoods will be in
place each evening from 6 p.m. through 4:30 a.m. starting on Thursday, May 26 through
Monday, May 30 with limited barricades to restrict a portion of cut-through traffic in these
residential areas. Flamingo Park and South of Fifth residents are encouraged to use Alton Road
to enter and exit their neighborhood. There will be enhanced police presence in the other
surrounding neighborhoods. See attached map.
During hours when the traffic mitigation plan is in place, the Miami Beach trolley service and
Miami-Dade County bus service will operate normally. The city's trolley tracker "Rider Alert"
feature will be updated as needed to reflect service changes and important updates.
Beginning on Friday through Sunday evenings starting at 9 p.m., LPRs will also be deployed on
the Fifth Street corridor. To accommodate this LPR operation, the MacArthur Causeway east
bridge will be closed to one eastbound lane to screen incoming traffic.
Parking Information
Effective Friday, May 27 at 7 p.m., a flat parking rate of $20 per vehicle will be imposed at all
city parking garages in the ADCD except for access card holders and residents. This includes
garages at 7 Street and Collins Avenue, 12 Street and Washington Avenue, 13 Street and
Collins Avenue as well as the Anchor Garage on 16 Street. The $20 rate is good for a single
entrance and exit. No in/out will be permitted during this time.
On-street parking will be prohibited along Collins Avenue between 5 Street and Española Way
commencing on Wednesday, May 25 at 6 p.m. through Tuesday, at 6 a.m. Additionally, the 100
and 200 blacks between 6 Street and 16 Streets will be restricted to Residential Zone 5 permit
holders only between the hours of 6 p.m. and 6 a.m. The parking lot on the northwest corner of
10 Street and Washington Avenue (P13) will be unavailable from Friday morning starting at 6
a.m. through Monday at 6 a.m.
Free Parking Shuttles
The city will provide free shuttle service to and from four designated event parking garage
locations.
Parking shuttles will operate on Saturday, May 28 and Sunday, May 29 from 9 a.m. to 8 p.m. at
intervals of approximately 15 minutes.
Designated pickup locations are as follows:
• 42 Street garage: shuttle will serve trolley stop #219 at Sheridan Avenue and 41
Street.
• 23 Street garage: shuttle will serve trolley stop #194 at 23 Street and Liberty Avenue.
• 17 Street, Pennsylvania Avenue, and the City Hall garages: shuttle will serve trolley
stop #200 at 17 Street and Convention Center Drive.
• 5 Street garage: shuttle will serve trolley stop 113 at 6 Street and Lenox Avenue.
All passengers using the free shuttle service will be dropped off at trolley stop #106 located at
Washington Avenue and 11 Street. Passengers should use this stop for their ride back to
garages. Alternatively, passengers can use the free citywide trolley service.
Messaging to our Residents and Visitors
The Office of Marketing and Communications has launched the 'Take Care of Our City' safety
messaging campaign, which highlights local residents and influencers promoting how to enjoy
Miami Beach safely, and promoting all of the amazing cultural, culinary and health and wellness
initiatives they can enjoy while they are here. Our website www.OurCityMB.com provides public
safety, parking, transportation and tourism information. The office is also promoting this
integrated campaign via traditional marketing channels such as trolley wraps, pole banners,
radio ads, MBTV and bus shelters, and through more targeted digital marketing on social media,
programmatic banner ads and Google key word search.

Memorial Day Commemoration at PD Headquarters
Lastly, I invite you to participate in our Memorial Day Commemoration Ceremony at Miami
Beach Police Headquarters on Monday, May 30 at 3 p.m. In partnership with the American
Legion and Veterans of Foreign Wars (VFW) 3559 Miami Beach posts, this event pays tribute to
the memory of the men and women who fought and died for our freedom with a wreath-laying
ceremony and a 21-gun salute.
