HALLANDALE BEACH, FLORIDA, SUPPORTING H.R. 7532, THE SECURING
ACCESS TO FINANCING FOR EXTERIOR REPAIRS (SAFER) IN CONDOS
ACT; AND PROVIDING FOR AN EFFECTIVE DATE.

RESOLUTION NO. 2022 -054
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF HALLANDALE BEACH, FLORIDA,
SUPPORTING H.R. 7532, THE SECURING ACCESS TO
FINANCING FOR EXTERIOR REPAIRS (SAFER) IN CONDOS
ACT; AND PROVIDING FOR AN EFFECTIVE DATE.
9 WHEREAS, U.S. Representatives Charlie Crist (D-St. Petersburg} and Debbie
1 o Wasserman Schultz (D-FL} recently introduced H.R. 7532, the Securing Access to Financing
11 for Exterior Repairs (SAFER) in Condos Act.; and
12
13 WHEREAS, the City of Hallandale Beach is home to over four hundred
14 condominium, cooperative and multi-family homeowner associations; and
15
16 WHEREAS, as condo buildings age and deteriorate, the need for costly structural
17 and safety repairs arise. These unexpected fees in the form of special assessments can
18 place significant financial strain on condo owners, particularly seniors and those on fixed
19 incomes; and
20
21 WHEREAS, the bill will make it easier for condo owners to afford special
22 assessments assigned by their HOAs or Condo Associations by expanding access to two
23 loan programs guaranteed by the U.S. Department of Housing and Urban Development to
24 help cover the cost of special assessments for structural and safety related repairs, keeping
25 Florida families safe, healthy, and in their homes.

27 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
28 COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:

30 SECTION 1. The foregoing "WHEREAS" clauses are hereby ratified and confirmed
31 as being true and correct and are incorporated herein by this reference.
32 SECTION 2. The City Commission of Hallandale Beach urges the passage of HR
33 7532, the Securing Access to Financing for Exterior Repairs (SAFER) in Condos Act.

34 SECTION 3. The City Commission of Hallandale Beach directs the Clerk of the
35 Board to transmit certified copies of this resolution to all appropriate parties.
36 SECTION 4. This Resolution shall become effective upon adoption.
