SUBJECT : Evaluation Committee Relative to Request for Qualifications (RFQ) No. 2022-185-ND, for
Noise, Acoustic, and Sound Consulting Services
The purpose of this L TC is to update the Mayor and City Commission on the status of Request for
Qualifications (RFQ) No. 2022-185-ND. The RFQ seeks proposals from qualified consultant(s) to
primarily provide consulting services required for the review of sound studies submitted by private
applicants. The selected consultant(s) may also be required to assist with recommendations on noise
regulations or enforcement methodologies.
The City will receive proposals pursuant to this RFQ on May 23, 2022. The responsive proposals will
be reviewed by the Evaluation Committee in accordance with the criteria established in the RFQ .
I have appointed the following individuals to serve on the Evaluation Committee:
• Paul Acosta , Assistant Chief, Police Department;
• Michael Belush, Chief of Planning and Zoning, Planning Department;
• Hernan Cardena, Director, Code Compliance Department;
• Jeff Donnelley, resident and Public Historian , Miami Design Preservation League; and
• Gayle Durham, resident and member of the Planning Board.
I have also appointed the following individuals as alternates :
• Tanya Bhatt, resident and member of the Planning Board ;
• Tom Curitore, Assistant Director, Code Compliance Department;
• Steve Feldman, Captain, Police Department; and
• Rogelio Madan , Chief of Community Planning & Sustainability, Planning Department.
