A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING THE
RECOMMENDATION OF THE FINANCE AND ECONOMIC
RESILIENCY COMMITTEE,.AND RETROACTIVELY APPROVING THE
CITY'S SPONSORSHIP OF THE 2022 FIU SURF & TURF BEACH •
VOLLEYBALL TOURNAMENT, HELD IN LUMMUS PARK ON MARCH
15-16, 2022 (THE "EVENT"), INCLUDING A FEE WAIVER IN THE
AMOUNT OF $11,627.00 AND A SPONSORSHIP OF CITY SERVICES
IN THE AMOUNT OF $4,836.00 FOR A TOTAL AMOUNT NOT TO
EXCEED $16.643.00.
WHEREAS, the Florida International University ("Event Organizer") is a public
university of the State of Florida that produces an annual NCAA Women's Invitation
Beach Volleyball Tournament that is free to the public and widely considered as a
premiere collegiate beach volleyball tournament on the East Coast, and one of the top
two in the nation; and
WHEREAS, the 9th Annual FIU Surf & Turf Beach Volleyball Tournament (the
"Event") was held in Lummus Park on March 15-16, 2022, and brought five (5) top
ranked volleyball teams to the City of Miami Beach; and
WHEREAS, this free outdoor fitness event offers a positive athletic and
community benefit to the area, while also offering a positive economic impact and
gaining a reputation as one of the premier collegiate beach volleyball tournaments in
the Nation; and
WHEREAS, the FIU Surf & Turf Beach Volleyball Tournament underlines the
reputation of the City of Miami Beach as a world-class event destination, and over the
last 9 years, the Event has grown from 4 teams in 2013 to 11 teams participating in
2019; and
WHEREAS, on February 22, 2022, the Event planners requested a special event
sponsorship for costs attributable to event-related special event permitting and City
services costs which may include the special event application fee, permit fee, vehicle
beach access passes, square footage fees, and Police Department administrative fees
(collectively, "City Service Fees"), in an amount not to exceed $16,643; and
WHEREAS, on March 9, 2022 Commission meeting, the Mayor and City
Commission referred for discussion to the Finance and Economic Resiliency Committee
agenda to discuss the special event sponsorship request of the Event; and
WHEREAS, on April 29, 2022, the Finance and Economic Resiliency Committee
reviewed the Event's sponsorship request and referred the request to the City
Commission with a favorable recommendation, for the retroactive 'approval of the
sponsorship of special event fees and city services in an amount not to exceed $16,463;
and '
WHEREAS, at the May 4, 2022 Commission Meeting, the Mayor and City
Commission approved a special event sponsorship, in an amount not to exceed
$16,463, for costs attributable to event-related city permitting and City services costs.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE 'MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby approve the recommendation of the Finance And Economic
Resiliency Committee, and retroactively approve the.City's sponsorship of the 2022 FIU
Surf&.Turf Beach Volleyball Tournament, held in Lummus Park on March 15-16, 2022
(the "Event"), including a fee waiver in the amount of$11,627.00 and a sponsorship of
City services in the amount of$4,836.00 for a total amount not to exceed $.16,463.00.

RECOMMENDATION
The Administration recommends accepting the recommendation of the Finance and Economic Resiliency Committee, and
retroactively approving the City's sponsorship of the 2022 FI U Surf&Turf Beach Volleyball Tournament,including a waiver of special
event fees and city services in the amount of$16,463.00
BACKGROUND/HISTORY
On April 29, 2022, the Finance and Economic Resiliency Committee (FERC) reviewed the FIU Surf and Turf Beach Volleyball
Invitational sponsorship request and referred to the City Commission with a favorable recommendation the retroactive approval of
the sponsorship of special event fees and city services in the amount of$16,463.00
At the March 9,2022,Commission meeting a referral was placed for discussion on the Finance and Resiliency Committee agenda to
discuss funding up to$16,463.00 for the Florida International University(FIU)8th Annual Surf&Turf Beach Volleyball Invitational(the
Event).
Florida International University (FIU) is a not-for-profit organization and the producer of the 8th annual FIU Surf & Turf Beach
Volleyball Invitational (the Event), which was held at Lummus Park on March 15th and 16th 2022. The fee waiver and requested
sponsorship below, would need to be done retroactively, as the organization came to the administration in February 2022 to
first discuss this request.The Event is an NCAA Women's Invitational Tournament, held annually in South Beach at Lummus Park
Beach Courts. The tournament started with 4 teams in year 1 in 2012 and now is considered as the premier college hosted
tournament in the nation.
ANALYSIS
The event was free for the public to watch,with hundreds of spectators lining the serpentine,and offers a positive athletic,community
benefit to the area,while offering economic impact,as teams and families stay in local hotels.
This event featured 11 teams in 2019. It has slowly moved beyond COVID-19, and this year had a smaller total of five (5)teams
participating. Generally, a team would take 9-10 rooms for a minimum of two (2)nights. This year, USC Beach Volleyball took 16
rooms at the Majestic for four(4)nights. Approximately ten(10)more rooms at various hotels for 3 nights were booked by parents.
For 2022, the Event had the defending 2021 National Champion University of Southern Califomia Trojans along with Florida Gulf
Coast, Florida Memorial, Palm Beach Atlantic,and North Florida Universities participating. Fl U plans to return to a larger tournament
field with over ten teams traveling to Miami Beach for 2023.
The operational budget for the 2022 Event is as follows:
$22,089.00 Game day expenses
Hotel room block:
$9,400.00 The Majestic Hotel 16 rooms for 4 nights
The organization requested a permit fee waiver, based on their not-for-profit status, and is also requesting that the Mayor and
Commission consider providing a sponsorship to cover Police services.

CONCLUSION
• The Administration believes that the fee waivers and corresponding sponsorship are worthy of consideration and approval, as this
event brings a positive health and wellness aspect to Lummus Park, economic development, and a free event with national
exposure,for tourists and residents to attend.
