A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING, BY 5/7THS VOTE, FOLLOWING A
DULY NOTICED PUBLIC HEARING, THE NAMING OF THE NEW PARK
GENERALLY LOCATED BETWEEN ALTON ROAD AND WEST AVENUE,
FROM 6TH STREET TO 8TH STREET, AS "CANOPY PARK," WITH THE
NAMING SUBJECT TO AND CONTINGENT UPON VOTER REFERENDUM
APPROVAL PURSUANT TO SECTION 82-503(A)(6) OF THE CITY CODE.
WHEREAS, during the May 12, 2021 City Commission meeting, Commission referred a
discussion regarding the naming of the new public park constructed as part of the development
agreement for the "500 Alton Project" approved pursuant to City Commission Resolution No.
2018-30647 (the "Park")to the Neighborhood and Quality of Life Committee (Exhibit A); and
WHEREAS, in preparation for the opening of the Park, the West Avenue Neighborhood
Association Neighborhood Association ("WAvNA") met and provided the following naming
suggestions for the park: Gateway Park or South Beach Gateway Park, South Shore Park,
Sunset Park, Tequesta Park, and West Avenue Park or West Bay Park; and
WHEREAS, additionally, during the January 10, 2019 Parks and Recreational Facilities
Advisory Board meeting, a motion was passed recommending that the new Park, at our City's
primary entrance, be named "Unity Park." (Exhibit B); and
WHEREAS, at the September 20, 2021 Public Safety and Neighborhood Quality of Life
Committee meeting, the Committee recommended engaging with the community via a poll to
vote on a park name. The following six names were determined by the Committee to be
considered: Gateway Park, South Beach Gateway Park, South Shore Park, Sunset Park, West
Avenue Park and Unity Park; and
WHEREAS, during the December 8, 2021 City Commission meeting, Resolution No.
2021-31937 was passed accepting the recommendation of the Public Safety and Neighborhood
Quality of Life Committee, at its September 20, 2021 meeting, authorizing the Administration to
engage the community through online voting for the selection of park name for the Park. The
final names included:
• Gateway Park
• South Beach Gateway Park
• South Shore Park
• Sunset Park
• West Avenue Park
• Canopy Park
• Unity Park
This also included a write-in option. (Exhibit C); and
WHEREAS, the online voting survey opened on December 27, 2021 and closed on
January 24, 2022. A total of 1,946 votes were cast. Below are the top 10 park names:
• Sunset Park: 365
• Gateway Park: 237
• South Shore Park: 203
• Canopy Park: 202
• Total for all iterations related to Israel "Raffa" Hernandez: 201
• Unity Park: 186
• West Avenue Park: 42
• MacArthur Park: 32
• Tiger King Park: 20
• South Beach Gateway Park: 18; and •
WHEREAS, LTC No. 035-2022 was distributed on January 28, 2022 with the above
information. (Exhibit D); and
WHEREAS, at its March 7, 2022 meeting, the Public Safety Neighborhood and Quality
of Life Committee (formerly named the Neighborhood and Quality of Life Committee) motioned
to have the full City Commission consider between "Sunset Park" and "Gateway Park" as
potential names for the new Park; and
WHEREAS, the naming requires voter referendum approval under Section 82-503(a)(6)
of the City Code; and
WHEREAS, at the May 4, 2022 City Commission meeting, the Mayor and City
Commission selected "Canopy Park" as the proposed naming for the new Park, and set a
Public Hearing for May 25, 2022, pursuant to Section 82-503(a) of the City Code, directing the
City Clerk to publish the appropriate public notice.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve, by 5/7ths vote, following a duly noticed public hearing, the naming
of the new park generally located between Alton Road and West Avenue, from 6th Street to 8th
Street, as "Canopy Park," with the naming subject to and contingent upon voter referendum
approval pursuant to Section 82-503(a)(6) of the City Code.

At the March 7, 2022 Public Safety Neighborhood and Quality of Life Committee(formerly named

At the April 6, 2022 City Commission meeting, Commission accepted the recommendation of the
Public Safety and Neighborhood Quality of Life Committee, from its March 7, 2022 meeting, for
the Commission to decide on a name for 500-700 Alton Road Park, considering the names
"Sunset Park" and "Gateway Park". The Commission selected the name "Sunset Park" and set a
Public Hearing on May 4, 2022, pursuant to Section 82-503(a)(8) of the City Code; and directing
the City Clerk to publish the appropriate public notice.
During the Public Meeting on May 4, 2022, a discussion took place resulting in the desired park
name being changed to "Canopy Park". A public hearing on May 25, 2022 was set, pursuant to
Section 82-503(a)(8) of the City Code; and directing the City Clerk to publish the appropriate
public notice,.
ANALYSIS
The naming of the park as "Canopy Park" requires referendum approval, as it does not fall within
the exceptions enumerated under City Code Section 82-503(a)(8):
"The referendum requirements shall not apply to a public facility that is to be named or renamed
solely for the name of the city, the geographic area or physical location of the facility and/or the
street or portion of the street where the facility is located, the function of the facility, or the
current name of the facility."
The public hearing during the May 25, 2022 City Commission meeting, will approve the name
of the park at"Canopy Park" and will also call for a Special Election. The Special Election must

be approved by the May 25, 2022 City Commission meeting to appear as a ballot question
during the August 23, 2022 election.
RECOMMENTATION
Approve by 5/7ths vote, following a duly noticed public hearing, the naming of the new park
generally located between Alton Road and West Avenue,from 6th Street to 8th Street, as"Canopy
Park," with the naming subject to and contingent upon voter referendum approval pursuant to
Section 82-503(a)(6) of the City Code

Facilities Advisory Board (the "Board") meeting, the Board passed a motion
recommending that the new 500-700 Alton Road Park be named "Unity Park" in
recognition of the City's culture of diversity and inclusiveness, from religious freedom, to
LGBTQ rights, to honoring residents with special needs and embracing people from
every ethnicity; and
WHEREAS, the Board also recommended that plaques with inspirational quotes
be placed throughout the park commemorating the City's commitment to its core values;
and
WHEREAS, at its September 20, 2021 meeting, the NQLC recommended polling
the community on a park name, with the following six names determined by the
Committee for consideration:

WHEREAS, the Administration has created a webpage for the community to visit

NQLC, and authorize the Administration to poll the community online by providing the
following seven (7) names for consideration,along with a.write-in option:

• South Shore Park

• West Avenue Park
• Canopy Park
• Unity Park; and
WHEREAS,the results of the poll will be taken back to the NQLC for their final
input, and the final naming shall be subjected to review and approval in accordance With
the City's Naming Ordinance, as set forth in Section .82-503 of the City Code, and
depending on the name selected, may'require voter referendum approval, as provided
in Section 82-503(a)(6).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Neighborhood and Quality of
Life Committee, at its September 20, 2021 meeting, and authorize the Administration to

SUBJECT: Park Naming Online Survey Results for New Park on Alton Road
The purpose of this Letter to Commission (LTC) is to inform the Mayor and Commission
of the park naming online survey results for the new park on Alton Road.
During the May 12, 2021 City Commission meeting, a referral to the Neighborhood and
Quality of Life.Committee was made to hold a discussion regarding the naming of the
500-700 Alton Road Park.
In preparation for the opening of the park, the West Avenue Neighborhood Association
Neighborhood Association ("WAvNA") met and provided the following naming
suggestions for the park, Gateway Park or South Beach Gateway Park, South Shore
Park, Sunset Park, Tequesta Park, and West Avenue Park or West Bay Park.
Additionally, during the January 10, 201.9 Parks and Recreational Facilities Advisory
Board meeting, a motion was passed recommending that the new 500-700 Alton Road
Park, at our City's primary entrance, be named "Unity Park:"
At the September 20, 2021 Neighborhood and Quality of Life Committee meeting, the
Committee recommended engaging with the community via a poll to vote. on a park
name. The following six names were determined by the Committee to be considered:
Gateway Park, South Beach Gateway Park, South Shore Park, Sunset Park, West
Avenue Park and'Unity Park.
During the December 8, 2021 City Commission meeting, Resolution No. 2021-31937
was passed accepting the recommendation of the Neighborhood- and Quality of Life
Committee, at its September 20, 2021 meeting, authorizing the Administration to engage
the community through online voting for the selection of park name for the future 500-
700 Alton Road Park.The final names included:
• Gateway Park
• South Beach Gateway Park
• South Shore Park
• Sunset Park
• West Avenue Park
• Canopy Park
• Unity Park
A write-in option would also be included.
The online voting survey opened on December 27, 2021 and closed on January 24,
