SUBJECT: 2022 Preliminary Tax Roll Estimate

The purpose of this Letter to Commission (LTC) is to transmit the preliminary 2022 property values for the
City of Miami Beach, which are attached. On July 1, 2022, the City will receive the certified property values
from the Miami-Dade County Property Appraiser’s Office, which will be the values utilized for budget
purposes in the development of the Fiscal Year (FY) 2023 budget. The attached preliminary values provided
by the Miami-Dade County Property Appraiser are an estimate and are, therefore, subject to change
although the difference between the annual preliminary and certified values is typically minimal.
The attached values reflect an overall increase in property values of approximately $3.8 billion, or
9.2%, from the 2021 Certified Taxable Value of $41.9 billion to the 2022 Estimated Taxable Value of $45.7
billion. This includes a $3.4 billion, or 8.2%, increase in existing property values, as well as a $0.4 billion
increase in new construction values. Applying the overall increase in values to General Fund property tax
revenues would result in a preliminary estimated increase of approximately $17.7 million in property tax
revenue citywide.

The Normandy Shores Local Government Neighborhood Improvement District reflects an overall increase
in property values of approximately $49.1 million, or 19.7%, from the 2021 Certified Taxable Value of $248.9
million to the 2022 Estimated Taxable Value of $298.0 million. This includes a $43.1 million, or 17.3%,
increase in existing property values, as well as a $6.0 million increase in new construction values.

It is important to note that the impact of the change in property values on the General Fund, specifically,
will be affected by the portion of the changes in property values that occurred inside the City’s two
redevelopment areas (City Center RDA and the new North Beach CRA) compared to the changes outside
the City’s two redevelopment areas, which can vary from the 9.2% increase in values citywide. The
breakdown between the General Fund and the City’s two redevelopment areas is still pending since the
City will not receive the City Center RDA and North Beach CRA values until the certified values are provided
by the Miami-Dade County Property Appraiser on July 1, 2022. Once the values are received on July 1,
2022, an updated analysis will be provided.
This information will be discussed in more detail at the three upcoming Finance & Economic Resiliency
Committee (FERC) Budget Briefings that are currently scheduled on June 24, July 15, and July 22, 2022.
