A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, AND
APPROVING AND AUTHORIZING (AND, AS TO CERTAIN
AGREEMENTS RETROACTIVELY APPROVING AND AUTHORIZING)
THE CITY MANAGER, OR HER DESIGNEE, TO APPLY FOR AND
ACCEPT FUNDING (INCLUDING MATCHING FUNDS AND ANY
RELATED CITY EXPENSES), AND EXECUTE ANY AND ALL
DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE
FOLLOWING GRANT RENEWALS: 1) THE CHILDREN'S TRUST AFTER
SCHOOL AND SUMMER CAMP GRANT PROGRAM IN THE
APPROXIMATE AMOUNT OF $465,000, AND, 2) THE CHILDREN'S
TRUST YOUTH ENRICHMENT GRANT PROGRAM IN THE
APPROXIMATE AMOUNT OF $372,000.
WHEREAS, the City applies for grants and external funding from external
organizations; and
WHEREAS, the City Administration requests approval to renew the Children's Trust
After School and Summer Camp Grant Program in the approximate amount of$465,000,
the details of which are set forth in the Commission Memorandum accompanying this
Resolution; and
WHEREAS, the City Administration requests approval to renew the Children's Trust
Youth Enrichment Grant Program in the approximate amount of$372,000, the details of which
are set forth in the Commission Memorandum accompanying this Resolution; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively
approve and authorize) the City Manager, or her designee, to apply for, and accept
funding (including matching funds and any related City expenses), and execute all
documents or agreements in connection with the following grant renewals: 1) The
Children's Trust After School and Summer Camp Grant Program in the approximate
amount of$465,000, and 2) The Children's Trust Youth Enrichment Grant Program in the
approximate amount of$372,000.

Adopt the Resolution.
BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies
and organizations. Information regarding the abovementioned projects is included in the Analysis
Section of this Agenda Item.
ANALYSIS
1. Renewal of the Children's Trust After School and Summer Camp Grant Program in the
approximate amount of$465.000.
The Children's Trust After School and Summer Camp Grant Program provides funding to
support daily after school and summer enrichment services for at-risk populations in Miami-
Dade County. The purpose of the program is to target resources to prevent negative risk factors
for school-aged children and their families via programs that provide youth enrichment services
and a nurturing and supervised environment while parents are working.
The Citys Parks and Recreation Department has received this grant for its after school and
summer camp program successfully for fifteen years. During the 2022-2023 Program Year, the
program will provide after-school services to approximately 255 children and summer camp

services to approximately 300 children in grades K-5 attending school in Miami Beach. The
program offers activities to children, including academic enrichment, literacy, physical fitness,
social-emotional learning, nutrition and family engagement. The goals of the program are to
improve literacy, physical fitness, and social-emotional skills. The agreement contracting year is
August 1, 2022-July 31,2023. Matching funds are not required for this grant.
2. Renewal of the Children's Trust Youth Enrichment Grant Program in the approximate amount of
$372.000.
The Children's'Trust Youth Enrichment(All Stars) Program offers an afterschool program at Nautilus
Middle School during the school year. In addition,the Program also offers a summer program, based
at Miami Beach Regional Library for middle school-aged youth residing in Miami-Dade County.
The afterschool program consists of a structured design of activities and outcomes-driven
programming grounded by the evidence-based Positive Action Social-Emotional Learning (SEL)
curriculum, and serves approximately 145 participants. In addition, highly interactive, skill building
activities are provided in the following areas: academics, arts, sports, community service,
entrepreneurship, and STEM. The summer program is an opportunity for youth to use science,
technology, engineering, art and math, and this program serves approximately 35 participants. The
agreement contracting year is August 1, 2022 - July 31, 2023. Matching funds are not required for
this grant.
SUPPORTING SURVEY DATA
When asked to rate the City of Miami Beach as a place to live, 79.3% of residents responded
that they were either"Very Satisfied"or"Satisfied".

CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing .the City
Manager or her designee to apply for and accept funds and execute all documents or
agreements in connection with the abovementioned grant renewals.
