A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO INVITATION TO BID(ITB) NO.2022-184-WG,
TO ESTABLISH A POOL OF CONTRACTORS FOR AUTOMOTIVE
TRANSMISSION REPAIR AND REPLACEMENT SERVICES;APPROVING THE
INITIAL CONTRACTOR IN THE POOL: ALONSO TRANSMISSION, INC.;
FURTHER, AUTHORIZING THE CITY MANAGER TO KEEP THE ITB OPEN
FOR THE PURPOSE OF PREQUALIFYING ADDITIONAL CONTRACTORS;
AND DELEGATING AUTHORITY TO THE CITY MANAGER TO ADD
CONTRACTORS TO THE POOL, PROVIDED THAT ANY SUCH CONTRACTOR
MEETS THE REQUIREMENTS OF THE ITB, AND REMOVE CONTRACTORS
FOR NON-PERFORMANCE.
WHEREAS, the City of Miami Beach operates a fleet of approximately 1,440 vehicles,
including trucks, sedans,vans, patrol vehicles, trailers, and specialized equipment; and
WHEREAS, the City of Miami Beach sought applications from qualified contractors who
wished to participate in subsequent spot market purchases as required by the City to provide _
automotive transmission repair and replacement services; and
WHEREAS, on February 25, 2022, the Administration issued ITB 2022-184-WG
Prequalification Pool for Automotive Transmission Repair and Replacement Services; and
WHEREAS, on April 1, 2022, the City received applications from Alonso Transmission,
Inc. and Miami Tire and Auto Repair, Inc.; and
WHEREAS, Alonso Transmission, Inc., has been deemed a responsive, responsible
bidder meeting all terms and conditions of the ITB and is recommended for award; and
WHEREAS, the application submitted by Miami Tire and Auto Repair, Inc., was not
accepted because it failed to produce evidence of the minimum experience requirement; and
WHEREAS, the firm may resubmit their application at a later date to be considered in a
subsequent addition of contractors to the pool; and
WHEREAS, the Administration will not request quotes pursuant to this prequalification
until there are a minimum of two (2) prequalified contractors in the pool; and
WHEREAS, the City Manager concurs with staff that it is in the best interest of the City to
have a pool of prequalified contractors to provide automotive transmission repair and replacement
services,which shall ensure the City has access to qualified contractors, and ensure that projects
are awarded in a competitive manner that maximizes available funds; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept
the recommendation of the City Manager, pursuant to Invitation To Bid (ITB) No. 2022-184-WG,
to establish a pool of contractors for Automotive Transmission Repair and Replacement Services;
approve the initial contractor in the pool: Alonso Transmission, Inc.; further, authorize the City
Manager to keep the ITB open for the purpose of prequalifying additional contractors; and
delegate authority to the City Manager to add contractors to the pool, provided that any such
contractor meets the requirements of the ITB, and remove contractors for non-performance.

RECOMMENDATION
It is recommended that the Mayor and City Commission approve the Resolution authorizing the
Administration to establish an initial pool of prequalified firms who wish to participate in
subsequent spot market purchases for automotive transmission repair and replacement
services. The Resolution also authorizes the Administration to keep the ITB open to prequalify
additional firms and delegates to the City Manager the authority to add firms to the pool,
provided such firms meet the requirements of the I TB, or remove firms for non-performance.
This solicitation is currently under the cone of silence.
BACKGROUND/HISTORY
The City of Miami Beach operates a fleet of approximately 1,440 vehicles, including trucks,
sedans, vans, patrol vehicles,trailers, and specialized equipment. When vehicles need
transmission service,the City is seeking a turn-key solution that includes removing the existing
transmission and installing contractor furnished rebuilt transmissions. Having a prequalified pool
of firm to expedite the repairs will help minimize vehicle downtime.
Through the solicitation,firms were invited to submit applications in order to be prequalified to
participate in subsequent spot market for transmission repair and replacement services. When
such spot market purchases are initiated,the prequalified firms will be invited to offer a fixed
price for the required work.

ANALYSIS -
On February 25, 2022,the Administration issued ITB 2022-184-WG for a prequalification pool
for automotive transmission repair and replacement services. The Procurement Department
issued bid notices to approximately 1,000 companies utilizing the City's e-procurement system,
with 16 prospective bidders accessing the solicitation. ITB responses were due and received
on April 1, 2022. The City received applications from the following two firms:Alonso
Transmission, Inc. and Miami Tire and Auto Repair, Inc.
However, the application submitted by Miami Tire and Auto Repair was deemed non-responsive
to the requirements of the solicitation for failure to meet the minimum requirements and, as a
result, could not be considered at this time. The remaining firm submitting an application,Alonso
Transmission, Inc., has been deemed a responsive, responsible bidder meeting all terms and
conditions of the ITB by the Procurement and Facilities and Fleet Management Departments
and,therefore, is recommended to be added to the pool of prequalified firms.
As there is only one eligible bidder at this time,the Administration will not request quotes
pursuant to this pre-qualification until there are a minimum of two (2)pre-qualified firms in the
pool.

FINANCIAL INFORMATION
There is no fiscal impact at this time. The pool of pre-qualified contractors to repair and replace
automotive transmissions will ensure that projects are awarded in a competitive manner that
maximizes available funds. The user departments will solicit quotes from the pre-qualified
vendors when services are required.The costs of the related services are estimated at
$210,000 for the initial three-year term of the contract. It is not anticipated that grant funding will
be utilized for this project.

CONCLUSION
It is in the best interest of the City to have a pool of.prequalified firms who wish to participate in
subsequent spot market purchases for automotive transmission repair and replacement
services. Pursuant to the authority granted in the Resolution, subsequent applicants that meet
the I TB requirements will be added to the pool and firms that do not perform well will be
removed from the pool.
Accordingly, I recommend that the Mayor and City Commission of the City of Miami Beach,
Florida, approve the Resolution, accepting the recommendation of the City Manager, pursuant
to Invitation to Bid (ITB) No. 2022-184-WG,to establish a pool of firms prequalified for the
repair and replacement of automotive transmissions; and approve Alonso Transmissions, Inc.to
be added to the pool of pre-qualified firms;further, authorizing the City Manager to keep the I TB
open for the purpose of prequalifying firms and delegating to the City Manager the authority to
add firms to the pool, provided such firms meet the requirements of the ITB, or remove firms
for non-performance.
