A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO INVITATION TO BID (ITB) NO. 2022-253- .
WG, TO ESTABLISH A POOL OF CONTRACTORS FOR FLOORING
MATERIALS, RELATED SUPPLIES, AND SERVICES, AND APPROVING THE
INITIAL POOL OF CONTRACTORS: A AFFORDABLE CARPET AND
MAINTENANCE, INC.; ALL THINGS EPDXY, LLC; COMMERCIAL INTERIOR
CONTRACTORS CORP.; AND TECHGROUPONE, INC.; FURTHER
AUTHORIZING THE CITY MANAGER TO KEEP THE ITB OPEN FOR THE
PURPOSE OF PREQUALIFYING ADDITIONAL CONTRACTORS; AND
DELEGATING AUTHORITY TO THE CITY MANAGER TO ADD
CONTRACTORS TO THE POOL PROVIDED THAT ANY SUCH
CONTRACTOR MEET THE REQUIREMENTS OF THE ITB, AND TO REMOVE
CONTRACTORS FOR NON-PERFORMANCE.
WHEREAS, on April 8, 2022, the Administration issued ITB 2022-253-WG
Prequalification Pool for Flooring Materials, Installation, Supplies, and Services; and
WHEREAS, on May 2, 2022, The City received applications from the following four
contractors: A Affordable Carpet and Maintenance, Inc.; Commercial Interior Contractors Corp.;
All Things Epoxy, LLC; and Techgroupone, Inc.; and
WHEREAS, the ITB stated that following the review of applications, the responsive and
responsible bidder(s) meeting all terms and conditions of the ITB will be recommended for
award; and
WHEREAS, the Procurement Department and Facilities and Fleet Department found
that four(4) bidders met the requirements of the ITB; and
WHEREAS, the following contractors have been deemed responsive, responsible
bidders meeting all terms and conditions of the ITB and are recommended for award in the
following categories:
1) Sales and delivery of flooring and related supplies:
A Affordable Carpet and Maintenance, Inc.
Commercial Interior Contractors Corp.
All Things Epoxy, LLC
2) Sales, delivery, and installation of flooring and related supplies:
A Affordable Carpet and Maintenance, Inc.
Commercial Interior Contractors Corp.
Techgroupone, Inc.
3) Installation of flooring and related supplies:
A Affordable Carpet and Maintenance, Inc.
Commercial Interior Contractors Corp.
Techgroupone, Inc.
WHEREAS, the prequalification application submitted by All Things Epoxy, :LLC, failed to
produce evidence:of meeting the minimum licensing requirement for categories.2 and 3, and
cannot be considered forthe:award with the initial pool; and
WHEREAS, the contractor was advised that it may resubmit its applications at a later
date to be considered in a subsequent addition of contractors to the pool; and
WHEREAS, the City Manager concurs with staff that it is in the best interest of the City
to have a pool- of prequalified contractors who wish to participate in subsequent spot market
purchases as required by the City to provide flooring materials, related supplies, and services,
on an as-needed basis, and
WHEREAS, new applicants that meet the ITB requirements will be added to the pool,
and Contractors that do not perform well will be removed from the pool; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the.Mayor and City Commission hereby accept
the recommendation of the City Manager, pursuant to Invitation to Bid (ITB) 2022-253-WG, to
establish a,pool of contractors for flooring materials, related supplies,and services, and approve
the initial pool 'of contractors: A Affordable Carpet and Maintenance,' Inc.; All Things Epoxy,.
LLC; Commercial Interior Contractors Corp.; and Techgroupone, Inc.; further authorize the City
Manager to keep the ITB open for the purpose of prequalifying additional contractors; and
delegate authority to the City Manager to add contractors to the pool provided that any such
contractor meet the requirements of the ITB, and to remove contractors for non-performance.

RECOMMENDATION
It is recommended that the Mayor and City Commission approve the Resolution authorizing the
Administration to establish a pool of qualified contractors who wish to participate in subsequent
spot market purchases to provide flooring materials, related supplies, and services, and
approving the initial pool of contractors by the category established in the solicitation(e.g.,sales
and delivery; sales, delivery and installation; installation only)as follows.
For the category of sales and delivery,the following firms are recommended to be prequalified:
A Affordable Carpet and Maintenance, Inc., Commercial Interior Contractors Corp., and All
Things Epoxy, LLC.
For the category of sales, delivery and installation,the following firms are recommended to be
prequalified:A Affordable Carpet and Maintenance, Inc., Commercial Interior Contractors
Corp., and Techgroupone, Inc.
For the category of installation only,the following firms are recommended to be prequalified:A
Affordable Carpet and Maintenance, Inc., Commercial Interior Contractors Corp., and
Techgroupone, Inc.

The Resolution also authorizes the Administration to keep the ITB open to prequalify additional
contractors that may apply and delegates to the City Manager the authority to add contractors to
the pool, provided such contractors meet the requirements of the ITB, or remove contractors
for non-performance.Task orders exceeding $100,000 shall require the approval of the City
Commission.
This solicitation is currently under the cone of silence.
BACKGROUND/HISTORY
As part of maintenance or renovations to facilities, the City routinely requires flooring materials
and installation services. Therefore, applications are sought from qualified flooring contractors
who wish to participate in a prequalification pool that will be used to solicit flooring materials,
related supplies, and services on an"as needed" basis.
All contractors submitting an application deemed to be qualified pursuant to the requirements of
the solicitation shall be placed on a prequalification list that may be accessed by various City
departments to obtain price quotations for flooring materials for the following categories: sales
and delivery;sales, delivery and installation; installation only.
ANALYSIS
On April 8, 2022,the Administration issued ITB 2022-253-WG Prequalification Pool for
Flooring Materials, Installation, Supplies, and Services. ITB responses were due and received
on May 2, 2022. The City received applications from the following four contractors:A Affordable
Carpet and Maintenance, Inc., Commercial Interior Contractors Corp.,All Things Epoxy, LLC,
and Techgroupone, Inc.
The ITB stated that following the review of applications,the responsive and responsible
bidder(s) meeting all terms and conditions of the ITB will be recommended for award.The
Procurement Department and Facilities and Fleet Department found that four(4)bidders met
the requirements of the ITB.Accordingly,the following contractors have been deemed
responsive, responsible bidders meeting all terms and conditions of the ITB and are
recommended for award in the following categories:

The prequalification application submitted by All Things Epoxy, LLC,failed to produce evidence
of meeting the minimum licensing requirement for category 2 and 3. Therefore, its application
for these categories cannot be considered for the award with the initial pool. However,the
contractor was advised that it may resubmit its applications at a later date to be considered in a
subsequent addition of contractors to the pool.

FINANCIAL INFORMATION
There is no fiscal impact at this time. The pool of prequalified contractors for flooring materials,
related supplies, and services will ensure that projects are awarded in a competitive manner that
maximizes available funds. The user departments will solicit quotes from the prequalified
vendors when services are required. It is not anticipated that grant funding will be utilized for this
project.

CONCLUSION
It is in the best interest of the City to have a pool of prequalified contractors who wish to
participate in subsequent spot market purchases as required by the City to provide flooring
materials, related supplies, and services, on an as-needed basis. New applicants that meet the
ITB requirements will be added to the pool. Contractors that do not perform well wilt be
removed from the pool.
