ACTIVITY:
Purpose:
The Ad Hoc North Beach CRA Advisory Committee was established to provide advisory recommendations to the
Administration and the City Commission, from a macro perspective, regarding the North Beach CRA .
Powers and Duties:
The Ad Hoc North Beach CRA Advisory Committee has the following powers and duties:
1) Provide advisory recommendations regarding the initial creation of the Redevelopment Plan;
2) Provide advisory recommendations regarding the public projects which would be included in the
Redevelopment Plan for the North Beach CRA , including recommendations relative to the overall timing,
cost efficiencies, and prioritization of proposed public projects in the North Beach CRA ; and
3) Provide advisory recommendations regarding the interlocal agreement with Miami- Dade County relating
to the North Beach CRA , and all related matters pertaining to the initial establishment of the North Beach
CRA .

FUTURE ACTIVITIES:
1. Examine community needs and recommending budget priorities to the City Commission;
2. Advocate for North Beach CRA legislative policy;
3. Explore short- and long-term economic development opportunities in North Beach;
4. Discuss North Beach public and private projects and assets;

ACCOMPLISHMENTS:
1. Highlighted issues of concern to the North Beach CRA, such as affordable and workforce housing, arts
and culture, infrastructure needs, and small business development;
2. Adopted recommendations on issues of importance for consideration by the City Commission in
formulating policy action, e.g., budgetary appropriation for a North Beach CRA office presence;
3. Supported small and local businesses through education, advocacy, and the promotion of opportunities
for financial and technical assistance, e.g., recommendation of a business guide;
4. Discussed North Beach CRA TIF revenue generation, examined existing conditions in the Redevelopment
Area, and discussed potential priorities for recommendation to the City Commission for the FY2023 North
Beach CRA annual budget;
5. Advocated for North Beach cultural arts by supporting the renaming of the North Beach Bandshell and
supported an application to the Florida National Review Board for listing on the National Register of
Historic Places; and

ACTIVITY: January 2022- June 2022
January Meeting: There was no quorum. Several vacancies were pending to be filled.
February Meeting:
Elections were held and Commissioner Rosen Gonzalez was elected Chairperson and Matthew
Land as Vice-Chair.
The Committee made the following motion:
"The AHAC would like to encourage staff to prioritize future State and Federal funding allocations
to the First Time Homebuyer Program and Homeowner Rehabilitation Programs, in order to be
able to serve as many people as possible on the current waitlist for these programs."
March Meeting:
Mike O'Hara from the Housing Authority of City of Miami Beach provided a presentation on the
challenges experienced while developing affordable housing in Miami Beach.
The Committee made the following motions:
1. The Committee made a motion to support the waiver of the sustainability fee for workforce
housing.
2. The Committee made a motion to support the Housing Authority of City of Miami Beach
application for the Vista Breeze project to the Historic Preservation Board.
3. The Committee made a motion to support the FY 22-25 State Housing Initiative
Partnership Program (SHIP) Local Housing Assistance Plan (LHAP).

April Meeting:
• A proclamation for HOPE, Inc. was awarded for Fair Housing month.
• The Committee made a motion for the Barclay Plaza Apartments to remain in the public
domain and developed for affordable or workforce housing.
• Justin Karr from Economic Development provided an update on the Collins Park workforce
housing development. Total estimated cost for the project is $30 million.
May Meeting: No meeting was held.
June Meeting:
• Anne L Ray from The Shimberg Center provided a presentation on the affordable housing
crisis in Miami-Dade County and homed in on data related to Miami Beach. Commissioner
Rosen Gonzalez discussed the various waivers that may be implemented for affordable
housing projects, pending approval.
• Elizabeth Miro from Facilities and Fleet Management provided an update on the Byron
Carlisle workforce housing project.
• City Administration presented the FY 22 Action Plan recommendations for HOME, CDBG
and HOME-ARP funding. The Committee discussed the recommendations.
FUTURE ACTIVITIES: JUL Y 2022- December 2022
• AHAC will continue to work on discussing incentive strategies to develop affordable housing
and will submit an Annual Report to the Florida Housing Finance Corporation, as required
by Florida Statute, by December 31, 2022.
ACCOMPLISHMENTS: January 2022- June 2022
The members of the AHAC continue to advocate for the creation and preservation of existing
affordable housing units. The Committee made several motions in support durinq this period.

The Committee voted unanimously urging the City Commission to fund a full time paid TVNR
Trapper Position for FY 23-24.
Committee voted unanimously urging the City Commission to explore modifying the code to allow
Code Compliance to issue fines/fee to individuals who continue to feed cats during TNR events,
in designated areas, or have "active TNR zone" signs (to include registered feeders).

FUTURE ACTIVITIES:
The Committee will continue to urge the City for the TVNR Trapper Position for FY 23-24.
The Committee will continue to seek volunteers for the Kitty Campus.
The Committee will continue to education the Miami Beach residents about our cat population and
all the services that our city offers our residents.

ACTIVITY:
Art in Public Places is a City of Miami Beach program for curating and commissioning public art. The program
was created in 1984, with its ordinance adopted in 1995. The program allocates funds totaling 2% of hard
costs for City Projects and joint private/public Projects. Appointed by the City Commission, the AiPP
Committee's seven members serve in an advisory capacity to the Mayor and City Commission. Artworks
commissioned by the City of Miami Beach Art in Public Places should add value to the public art collection,
attract international attention and celebrate the diversity and heritage of Miami Beach.
Projects Completed:
• FriendsWithYou, Little Cloud Sky-Installed on East Espanola Way
A suspended installation which employs the familiar FriendsWithYou "Happy Cloud" that creates a
cheerful overcast above Española Way. The whimsical characters are intended to transport the
viewer to a joyful place amidst the busy storefronts and walkways. As the viewer catches glimpses
of each Happy Cloud that passes overhead, the clouds will travel with the viewer everywhere they
go.
• Carlos Betancourt. Milagros!-lnstalled on West Espanola Way
A collaboration between Betancourt and architect Alberto Latorre, Milagros! is an ephemeral
installation inspired by an old folk custom traceable to the ancient Iberians who inhabited the coastal
regions of Spain. The work is composed of hundreds of charms hanging on wire garlands above the
street, presented as symbols of devotion, hope, and healing.
• Jack Stewart's Apollo Mosaic Donation
As of April 25, 2015, the remains of the mural have been stored in a privately owned
outdoor facility and are showing signs of significant deterioration. On February 9, 2021,
the Historic Preservation Board approved a motion (7-0) in support of the relocation,
restoration and installation of the Jack Stewart Apollo mosaic in a manner that retains the same
proportions as when it was located at the Versailles Hotel property. The owners of the mural, the
Ackermann Group, have committed to subsidizing the entire cost of restoring and installing the mural.
Staff is working with Rosa Lowinger Associates to conserve and restore the mosaic which has been
relocated to The Bakehouse Art Complex.
• Aspen ldeas: Climate-15 Temporary Public Art Projects throughout Miami Beach
In conjunction with the Aspen Ideas: Climate conference 2022, the Miami-Dade County Department
of Cultural Affairs and City of Miami Beach presented a series of temporary site specific public art
commissions, film screenings, and performances highlighting issues related to climate change and
sea level rise. Fifteen (15) Miami-based artists presented work.
• Installation of Mark Handforth's Snow White at Canopy Park
The developers of the 500 Alton Road project, which sits at one of the gateways to Miami Beach,
completed construction of an adjacent 3-acre public park. The AiPP Committee secured the addition
of a significant work by Mark Handforth, Snow White, to be incorporated into the City's AiPP
Collection, exceeding the 2% AiPP allocation requirement. The work was installed in May of 2022.

The Reefline
In November 2020, the AiPP Committee voted unanimously in support of the Reefline project. The Reefline
is an underwater collection of commissioned public art that will serve as an artificial coral reef off the coast
of Miami Beach as well as an ecological and cultural tourism attraction.
O, Miami AiPP Water Tank Poetry Commission at Miami Beach Senior High
The AiPP Committee voted unanimously in support of a collaboration with O, Miami to commission a site-
specific poetry piece to be painted on the Miami Beach Senior High School's water tanks. This collaboration
will materialize through poetry workshops conducted by O, Miami with MBSH students and teachers. The
project will begin once the necessary repairs to the water tanks have been completed by Public Works.
ACCOMPLISHMENTS:
Continued Art Basel Legacy Purchase Program
The Legacy Purchase Program is made possible from the Miami Beach Convention Center's Art in Public
Places contingency fund. This fund is dedicated to the purchase of public art, that includes the purchase
and future maintenance of the artwork. All acquisitions fall under the city's Ai PP ordinance and guidelines.
In 2021, the Legacy Purchase Program was able to purchase a suite of work by Farah Al Qasimi at the
AiPP Committee's direction. The Legacy Purchase Program invites the public to vote on a piece of art to
be incorporated into the City's AiPP Collection. After 553 votes, the work by Al Qasimi garnered 279
votes.
Partnered with Studio Olafur Eliasson to Launch Earth Speakr in the US
Earth Speakr is created by Olaf ur Eliasson with his studio, kids, creative partners, and a group of researchers
and experts, and is funded by the Federal Foreign Office on the occasion of the German Presidency of the
Council of the European Union 2020 and realized in cooperation with the Goethe-Institut.
Earth Speakr is an interactive, augmented reality, artwork by artist Olafur Eliasson that amplifies kids' views
on the future wellbeing of the planet. The artwork invites adults and today's decision-makers, change-
makers, and global leaders to listen to what kids have to say. The Earth Speakr program ended worldwide
in March 2022.
Created a Network of Public Art throughout Miami Beach with the Art Outside Program
Art Outside is a public art exhibition initiated by The Bass that offers residents and visitors the opportunity to
see and experience a network of public artworks throughout Miami Beach. This program also resulted in 15
temporary public art works exhibited throughout the City, including Miami Beach City Hall.
Increased Insurance Coverage of AiPP Collection by $15M+
With the addition of the MBCC artworks, the Legacy Purchase Program pieces, and an increased valuation
of the AiPP Collection as a whole, the collections' value increased by more than $15M since the previous
Fine Art Policy was underwritten.
Accepted the Donation of Minna by Jaume Piensa for Pride Park
In November of 2021, the AiPP Committee made a motion to accept the donation of Minna by Jaume Piensa.
The proposed donation to the City of Miami Beach, is a monumental sculpture composed of marine grade
stainless steel, measuring approximately 17' x 17' x 12'. The Art in Public Places Committee, along with
artist, gallery and donor, have identified the western edge of Pride Park as the ideal location for installation.

ACCOMPLISHMENTS:
Committee discussion concerning the OIG's recently completed Cultural Arts Council and
Building Permitting engagements have led to additional scheduled meetings with pertinent City
staff to further analyze the related processes, review other local governments' best practices and
evaluate whether they could or should be implemented in Miami Beach.
• An Audit Committee member serves as an Ex-Officio member of the General Bond Oversight
Committee and actively participates in scheduled meetings.
• Audit Committee members are collaborating with OIG staff to create a revised Follow-Up
Reporting template
• Committee discussion concerning ways to improve compliance of roll-off contractors and deter
scofflaws, led to the charging of audit costs and the issuance of Notices of Violations by the
Code Compliance Department to those contractors that did not obtain the required roll-off
permits.
• Committee discussion led to subsequent conversations with the Chief Financial Officer regarding
the possibility of implementing an Amnesty Program, and another with the City Attorney's Office
regarding the possibility of performing jeopardy assessments against non-compliant roll-off
contractors.

The Committee meets virtually the second Tuesday of each month at 4:30pm. The following topics
were addressed this reporting period:
• COVID-19 Impacts on homeless services, inclusive of monthly updates on shelter placement
protocols.
• Ongoing progress monitoring for the Lazarus Program with service scope, as amended, to
address mental illness among the City's homeless population.
• Coordinated with the City of Miami Beach Building Department and Miami Beach Code
Compliance to determine mitigation for unsafe abandoned structures that may be occupied
by the homeless that could result in personal injury or property damage as a concern
expressed by residents.
• Collaboration with the Miami Beach Tourism and Arts in Public Places to develop a mural
involving community participation as a means of bringing awareness, increasing
cooperation, and raising potential resources for the homeless community.
• Police efforts to address homelessness:
I. Identifying and referring individuals to the Marchman Program
II. Citywide Quality of Life Details to target highly populated areas and making arrests
when appropriate

Arts Education Programs
Continue to work with Arts for Learning/Miami to provide arts education programming for Miami Beach. On
an annual basis, this program serves over 1,000 children and youth in our community with after school arts

• Arts for Learning/Miami, Inc. provided after-school courses across six Miami Beach locations
including Biscayne Elementary School, Flamingo Park, Feinberg Fisher K-8, North Beach
Elementary, Scott Rakow Youth Center and South Pointe Elementary School.
Marketing and Promotions
• Continued to promote Miami Beach cultural events through weekly updates on website and
accompanying advertising campaign, and e-blast. Consistently manage an updated, more
integrated Culture Calendar on the www.mbartsandculture.org website.
• Contracted with New York based public relations firm Blue Medium .
Community Benefit Waiver Fund Requests
The CAC reviewed and recommended Community Benefit Fund Fee Waivers and SoundScape waiver
requests from January- July 2022. The CAC is responsible for the oversight of the following:

Management Agreements
Cultural Affairs oversees the management agreements with both The Bass, and the Miami New Drama,
working closely to ensure financial and lease agreement obligations are met.
Miami New Drama at the Colony Theatre
• For the third consecutive year, Miami New Drama (MND) was awarded a grant of $150,000 from the
John S. and James L. Knight Foundation to commission a new work based on Edwidge Danticat's
Create Dangerously, directed by Lileana Blain-Cruz. The $150,000 award was the largest grant
awarded through the Knight New Work Miami initiative. Additionally, the Knight Foundation awarded
Miami New Drama a Capacity Building grant of $750,000 over the next five years. Miami New Drama
also secured a $50,000 award from the Jorge M. Perez Family Foundation at the Miami Foundation
to support its education initiative to tour a play to public high schools around the County.
• For the 2022 spring season, Miami New Drama debuted three world-premiere works, including Papa
Cuatro, The Cuban Vote and When Monica met Hillary. As well, Miami New Drama announced their
2022-23 season, which includes three world-premiere plays, Elian, Defacing Michael Jackson and
Create Dangerously; and the 20" anniversary production of Anna in the Tropics.
• MiND Summer Theater Intensives will run June-July 2022 at the Miami Beach Regional Library
Auditorium and will offer new opportunities for young actors, playwrights and artists to develop skills.
Bass Museum
• Organized and presented major exhibitions including: The Willfulness of Objects, a selection of
newly acquired works from The Bass' collection, Open Storage: Selections from the Collection and
Works on Loan, Naama Tsabar: Perimeters, Cara Despain: Specter and Alex Israel x SNAPCHA T.
• Originated and presented Curator Culture series: Moderated by writer and activist Tom Healy,
Curator Culture presents a series of conversations centered around a universal question - what is
really worth our time to look at, listen to, touch, taste or talk about? The series aims to bring together
unexpected pairings of artists, engineers, musicians, writers, chefs, gamers, political activists, art
curators, athletes and others who influence the way we look at and experience the world.
• Together with Mayor's office, continued implementation of STEAM PLUS, a city-wide in school
program in collaboration with six Miami Beach arts organizations: Miami City Ballet, New World
Symphony, Wolfsonian, Jewish Museum, and others. The program has been administered virtually
since the onset of the pandemic
• Awarded $1.25M grant from Knight Foundation, over a period of five years, to implement new public
art commissions. The second commission opened in March 2022 with a monument in Collins Park
by artist Miami Beach based artist Charo Oquet.
• The Bass continued to promote Art Outside Miami Beach, a public art exhibition initiated by The Bass,
in collaboration with Art in Public Places (AiPP). Art Outside offers residents and visitors the
opportunity to see and experience a network of public artworks throughout Miami Beach, including
works by Elmgreen and Dragset, Jeep Van Lieshout, Abraham Cruzvillegas, Zanele Muholi, Ugo
Rondi none, Franz Ackermann, Jim Drain, Dan Graham, Sylvie Fleury, Lawrence Weiner, Bill Fontana
and Susan Philipsz, among others. The Bass offered small groups curated tours of the exhibition.

Collins Park Rotunda- FY22 (Ongoing)
It is envisioned the Rotunda will be transformed into a small performing arts center that will host lectures,
films, dance, theater and artistic performances. Partial funding for the Rotunda was allocated as part of the
FY 21/22 Capital Budget process. The construction project is being overseen by the Office of Capital
Improvements.
ACCOMPLISHMENTS:
No Vacancy,_Miami Beach 2021
A collaborative project of the Miami Beach VCA and CAC
From November 18- December 9, 2021, the city produced No Vacancy, Miami Beach, a juried art competition
that celebrated ten (1 O) artists in ten (1 O) of Miami Beach's famed hotels. For the second edition of No
Vacancy, $25,000 in prizes were awarded, divided between a $5,000 People's Choice Award and a $20,000
prize awarded by a jury of art experts. A coral reef inspired sculpture by Miami based artist Lauren Shapiro,
located at the entranceway of the Royal Palm Hotel, received the Juror's Choice Award. The People's
Choice Award was presented to Miami based artist Chris Friday, who presented a series of hand drawn
figures in the lobby and windows of the Riviera Hotel.
The third reiteration of No Vacancy will take place November-December 2022. The Call to Artists and Call
to Hotels for the 2022 No Vacancy program is currently open through July 2022.
Provided year-round arts programming for residents and visitors (January-June 2022)
Nonprofit recipients of cultural grants administered by the CAC provide year-round arts programming for
Miami Beach residents and visitors, including music concerts, dance performances, theater, opera, spoken
word, film screenings, art exhibitions, architectural tours, lectures, workshops and classes. Many of these
events are free and open to the public, including the Arts in the Parks series produced in collaboration with
The Rhythm Foundation.
Culture Crawl
On May 18, 2022, Culture Crawl wrapped up its third and most success season, with thousands of attendees
enjoying free arts and culture throughout Miami Beach. Culture Crawl is a monthly event, taking place on
the Third Thursday of each month, 6-9PM, October-May. Culture Crawl offers complimentary admission to
some of the nation's most prestigious institutions, with unique and varied programming that changes each
month. The Tourism and Culture department works directly with each cultural institution to help produce
specific programming, including open studios and galleries, outdoor films, live music, exclusive tours, night
gardens, and free trolley service throughout South Beach.

ACTIVITY:
A total of 3 G.O. Bond Oversight Committee meetings took place between January and June 2022. They
were held every other month on the following dates: January 27, March 31, May 26.
During these 6 months, 3 new members were appointed - Adam Kravitz, who now represents the Audit
Committee; Carolina Jones, who now represents the Parks & Recreation Facilities Board; and David
Grieser, who now represents the Budget Committee.
During this time, the Committee passed the following motions regarding G.O. Bond projects:
1. A motion to consider funding the 72 Street Community Complex gap up to $557,619, with the
savings from the Park's category if staff cannot reach an agreement with Haskell.
2. A motion to approve the transfer of savings of $1,073,272 in the public safety category to Project
#48: Police Headquarters facility.
3. A motion to relay to the Commission that the Committee strongly endorses moving Project #45:
Fire Station 1 forward, while staff prioritizes the attempt to find either a temporary or permanent
solution to relocate the childcare.
4. A motion to accept the recommendation by staff to swap $120,000 from project #43: Bike Lanes
& Shared Use Paths to #33: Tree Planting to allow the Urban Forestry Division to continue
moving forward with the tree planting program ..
At each meeting, the Committee also reviewed Tranche 1 project updates, timelines, and expenditure
information.
During this quarter, updated cashflow projections for all 3 bond categories were presented and
discussed.

FUTURE ACTIVITIES:
On June 29, there will be a Beachwalk Ribbon-Cutting Ceremony, which will celebrate the grand
opening of the North Beach Beachwalk and the completion of the entire 7-mile Beachwalk path. A
ribbon-cutting ceremony is also anticipated for the coming months, to celebrate the completion of
the Marjory Stoneman Douglas Park playground renovation.
The Committee will continue to review project timelines and expenditures, cashflow projections, as
well as discuss budget shortfalls and solutions.
The remaining 2022 meeting dates are scheduled as follows:

ACCOMPLISHMENTS:
The G.O. Bond Program has com pleted 11 of its 42 Tranche 1 projects. 45% of sub projects are
also complete.
• The Scott Rakow Youth Center Gym Floors project completed in January.
• The North Beach Beachwalk project completed in May.
• The Public Safety Radio System is complete and fully operational.
• The Brittany Bay Park seawall/living shoreline will be completed in August.
• The 72 Street Community Complex project is wrapping up negotiations with the design-build
firm.
• The Fire Station 1 proj ect has received a Certificate of Appropriateness for the design by the
Historic Preservation Board and is now approaching 60% design documents.
• Bids have been received and are being reviewed for Maurice Gibb Park, which is expected
to begin construction in the Fall.
• To date, 1,542 trees have been planted, 34.1 miles of roadway has been paved, and 546,375
square feet of sidewalk has been replaced cityw ide.

SUBJECT: José M artí Event at Collins Park
The purpose of this L TC is to notify the Mayor and City Commission of the upcoming José
Martí event hosted by the City of Miami Beach Parks and Recreation Department, in
conjunction with the Hispanic Affairs Committee.
José Marti was a dynamic figure in Cuban history and made tremendous contributions to
Latin American literature. To celebrate his life and accomplishments, the City will be
hosting an event on Thursday, January 27, 2022 at Collins Park (Collins Avenue and 21%
Street). The ceremony will begin at 2:00 p.m. and light refreshments will be served at 3:00
p.m.
Musical acts, influential speakers, and poets will perform for guests, in addition to the
traditional wreath laying ceremony, to mark this historic moment in Cuban history.

• Approval of December 9, 2021 minutes.
• Introduction of Heather Shaw, Assistant Director of Economic Development Department.
• The Committee received updates and discussed the following:
o Citywide Parking status- Parking Department - All the members of the Committee
are current with their Citywide Parking registration and access.
o 41 st Street Sidewalk Pressure Cleaning Update - Sanitation Division Director,
Bradford Kaine gave an update on pressure cleaning on 41 st Street.
o Pine Tree Drive update - Transportation Department - Assistant Director, Josiel
Ferrer stated that all the delineators have been installed on Pine Tree Drive and
stated that they are in the process of finalizing some methodology on Pine Tree
Drive.
o Farmers Market - Tourism and Culture Department- Diana stated that there is no
update since the last meeting. Chair Seth Gadinsky asked that this item be keep on
the agenda for future updates.
o Capital Improvement Projects: RFQ for the 41st Street Streetscape Plan - Colette
Satchell stated that they are still negotiating the amount of the contract with Brooks
& Scarpa.
• Kiosk Presentation- Fred Bean from Hotel Port gave a presentation on kiosks on 41 st
Street. He stated that he was going to give a general overview of the kiosk platform and
then speak about opportunities for 41 st Street. The Committee made the following motion:
Recommend the City of Miami Beach initiate a sidewalk kiosk pilot program throughout the
41 st Street corridor, provided the programming/placement is discussed and reviewed by
the 41 st Street Committee prior to activation.
• ChairSeth Gadinsky gave an update on the grocery store and 4000 Alton Road. He also
stated that this was his last meeting as Chair. The Committee nominated and elected
Yechiel Ciment as Chair and Bonnie Crabtree as Vice Chair.
February 10, 2022 Meeting
• Approval of January 13, 2022 minutes- Item deferred due to lack of quorum.
• The Committee received updates and discussed the following:
o Farmers Market - Tourism and Culture Department- Heather Shaw gave an
update on this and noted they are still finalizing the agreement.
o 41st Street corridor Brooks + Scarpa (A&E) Aareement - Capital Improvement

Projects (CIP) Department- Herman Fung stated that they have reached an
agreement with Brooks + Scarpa and the agreement is currently being reviewed
by the Legal Department.

Shaw gave the update on the 41 st Street Committee budget. The budget started
at $100,000 and what is currently left is $36,826.46.
o Sanitation update- The Sanitation Department toured 41 st Street with one of the
members and the street looks better.
• Discussion of the 2:00 am roll back alcohol sales for 41st Street.
• Discussion regarding the fact that 41 st Street is a state-owned street and how the city can
obtain ownership of the street.

• The Committee received updates and discussed the following:
o 41 st Street corridor Brooks + Scarpa (A&E) Agreement - Herman Fung advised that
the agreement with Brooks + Scarpa was finalized. The Capital Improvements
Projects Department (CIP) will issue a Notice to Proceed shortly.
o Pine Tree Drive/41 st Street: City Control/Traffic Mediation - Transportation and Police
Department- Lieutenant Diaz gave the update on police presence on 41 st Street.
Miami Beach Police Department (MBPD) has six (6) officers assigned to the Mid-
Beach District.
o 41 st Street Mixed-Use Development on City-Owned Property - Diana Fontan i gave a
brief history of the item. During the March 25, 2021 meeting, the Committee adopted
a motion to support ways to incentivize future development of the 41 st Street corridor
including a potential up-zoning of the adjacent city-owned parking lots and with a
specific focus on residential and commercial uses. The City Commission recommend
the 41 st Street Committee host community meetings to obtain public feedback on the
Request for Letters of Interest (RFLI) to be issued to repurpose lots adjacent to 41 st
Street for mixed-use development.
o New Initiatives- Take Pride in Our Streets Campaign - Vice Chair Bonnie Crabtree
shared that she walked 41 st Street with the Sanitation Division and the street has
improved. She stated that part of the sidewalk in front of businesses are the
responsibility of the owners to maintain and clean up. She said a lot of the storefronts
are not maintained and appear dirty. She also proposed a clean-up educational
awareness campaign for 41st Street. Chair Yechiel Ciment also requested new trash
bins to be installed along 41 st Steet.

incentives.
o Take Pride in Our Streets Campaign - The Vice Chair shared that business owners
must take more responsibility for the cleanliness of the sidewalk directly in front of
their businesses. The Vice Chair proposed a clean-up educational awareness
campaign for 41 st Street.

update on the first community meeting regarding potential Mixed-Use Development on 41 st

o Conditions of the cobblestones on 41 st Street - Commissioner Meiner stated that he has
been in contact with Joe Gomez, the Director of Public Works, to discuss tackling this issue.
Public Works has fixed some of the cobblestones, but this is not a permanent solution.
o 41st Street Corridor Brooks + Scarpa (A&E) -- Capital Improvement Projects (CIP)
Department - Herman Fung advised that they met with Brooks + Scarpa onsite and walked
up and down 41 st Street to understand daytime and nighttime conditions. Brooks + Scarpa
is still finalizing the permits for the surveys and geotechnical studies.
o Pine Tree Drive/41 st Street City Control/Traffic Mediation on 41 st Street - Transportation and
Police Departments - Diana Fontani shared that she spoke with Josiel Ferrer, the Assistant
Director of Transportation about the data on Indian Creek traffic and how opening that road
has affected traffic. Diana shared that the data was not available yet but Dani Fawaz, from
the Transportation Department, will present that data at the next Committee meeting.
o Chair Update - The Chair stated that he would like to have a summer recess, as done in
previous years. After a lengthy discussion, it was determined that the Committee would
recess for the months of July and August.

leveraged for the 41st Street cleanup campaign. Bonnie is proposing to name the
campaign "Love 41". Bonnie stated that the 41st Street cleanup campaign should
have a separate logo but potentially have the same look as the city's campaign. Robin
Jacobs stated that she is familiar with the existing City campaign, and she is proposing
that business owners on 41 st Street be part of the City's campaign. The Committee
approved the name change to "Love 41."
FUTURE ACTIVITIES:
• Work with the 41 st Street Business Improvement District (BID) Committee regarding the
formation of a Bl D within the 41 st Street business corridor.
• Explore a business quality of life - keep 41st Street clean educational awareness
campaign for 41 st Street.
• Collaborate with the city on the 41 st Street Mixed-Use Development on City-Owned
Property RFLI.
• Activate an Artisanal or Farmer's Market on 41 st Street.
• Collaborate with the city to address and mitigate traffic congestion, sanitation, and

ACTIVITY:
The Next Generation Council meets quarterly as per City code. Due to a lack of quorum because of
insufficient appointments, the Council only met in May during the second quarter.
The Council elected Evan Salzberg as Chair and Michael Zilber as Vice-Chair.
The Council discussed the need have the City program more events for younger people and to publicize them.
The Council made the following recommendations to the City Commission at its May 23, 2022 meeting.
• The Next Generation Council recommends that the City of Miami Beach program more activities for
its young generations, advertise the activities through print and digital mediums, and distribute the
advertisements in highly concentrated areas where young people gather, through building
management companies, and through partnerships with influencers.
• The Next Generation Council recommends that the City of Miami Beach activate Pride Park with
events like farmer's market, food trucks, and live music.
The Council plans on exploring ways it can suggest for the City of Miami Beach to make pedestrian and
bicycle facility improvements to increase safety.

ACCOMPLISHMENTS:
The following list are motions that the Parks and Recreational Facilities Advisory Board made in the
past 6 months based on their activity:
• The Parks and Recreational Facilities Advisory Board would like to again recommend that the
City install flamingo-inspired artwork into Flamingo Park as part of the City's branding effort. The
Board originally sent an L TC to Commission on Oct 8, 2019 (L TC 541-2019) with that
recommendation. The Parks and Recreational Facilities Advisory Board further motions that a
specific, flamingo-inspired art project be added to Flamingo Park that is a "branding effort" in the
form of a mural or sculptures. We recommend that this project be completed independently from
the existing Art in Public Places cultural effort, and that staff from the Parks and Recreation
Department work with the Tourism & Culture and Marketing & Communication Departments to
create an effective branding installation at Flamingo Park.
• The Parks and Recreational Facilities Advisory Board motions in support of identifying long-term
recommendations and sites for dedicated pickleball courts in Miami Beach ensuring that all
affected stakeholders are involved in the process and that any proposed site includes lighting.
Additionally, the Board supports finding short-term solutions for dedicated pickleball sites at
existing facilities that could be implemented quickly.
• The Parks and Recreational Facilities Advisory Board motions to hereby endorse City staff to
move forward with the synthetic athletic field option for the 72nd Street Complex project
consistent with its motion from May 1, 2019 as stated below: The Parks and Recreational
Facilities Advisory Board recommends that the most natural form of artificial turf for fields
identified for organized sports play and multi-use purposes be considered and that the Parks and
Recreation Department makes the professional decisions on turf selection based on needs and
usage. The Board also recommends that natural grass be the preferred consideration when
appropriate. Furthermore, the Board supports the Parks and Recreation Department's ability to
implement a care and maintenance policy for natural turf fields which includes closing fields as
necessary.
• The Parks and Recreational Facilities Advisory Board motions to recommend to have staff
continue exploring options for the West Lots and the best use for recreational amenities and
programming including soccer fields, and to explore financing options for these projects such as
the North Beach CRA .
• The Parks and Recreational Facilities Advisory Board motions to support the Parks and
Recreation Department's fiscal year 2022-2023 requests.
• The Parks and Recreational Facilities Advisory Board strongly motions for the Parks and
Recreation Department to continue to vet overall health and wellness and family friendly
activations at Lummus Park and further motions that any proposals received be reviewed by the
Parks Board in order to give the City Commission its recommendations.

production and entertainment as it relates to residents, business, tourism and overall commerce for the City
of Miami Beach.
Special areas of focus include, but are not limited to:
• Helping to establish the strong link between a well-funded / politically supported film incentive
program and a robust Florida economy with growing tourism and enhancing the "Miami Beach" brand.
• To attend, observe and develop relationships with attendees of National Association of Television
Producers and Executives ("NATPE"), Film Florida, American Black Film Festival ("ABFF") and other
industry organizations.
• Establish and grow relationships with local residents and stakeholders to showcase the importance
of the industry to Miami Beach.
• Educate the industry and the residents and stakeholders on the Film, Television, and Photography
industry in Miami Beach, as it relates to economic impact, brand awareness and the permitting
process.
• Liaise with the Office of Film and Entertainment ("OFE"), to provide support when and where
necessary to increase availability and access to film incentives.
• Discussion of successes of large scale City Wide Special Event activations such Bitcoin Miami
2022, FTX, Art Basel, as well as ongoing productions in support of film, TV and photography.
• Provided legislative support to Film Florida and industry during Legislative session.

• Ongoing efforts in areas outlined above including new areas of focus as may be determined by
change in political climate as it relates to film incentives, permitting issues, or other challenges or

film and digital production in the State of Florida and more specifically Miami-Dade.
• Work with City, VCA, and CAC to identify ways to improve existing and potential opportunities for
incentivizing productions to Miami Beach.
• Continue efforts to educate the residents and key stakeholders in the community on film
• Continue to actively partner to showcase local film screenings of Miami Beach local filmmakers.
• Encouraging the marketing/FAM trips of Miami Beach locales.
ACCOMPLISHMENTS:
• Continued to strengthen relationships with local stakeholder Oolite Arts, via a second activation of a
local filmmaker program "Love Letters to Miami Beach"
• Successfully permitted an increasing number of Film & Print productions as the industry bounces
back from COVID-19 challenges.
• Significantly decreased the number of problematic location complaints by working with City
Departments to identify best approaches to productions.

We have had discussions about:
- Stop the Bleed Kits.
- FL ID Discounts.
- Community IDs.
- Spoke to Mr. Kaine from Sanitation about increasing recycling.
- Floating trash can option.
Voted on Chairperson and Vice Chairperson
We moved forward on the FL ID Discounts and Community IDs. Zoe Sepsenwol, provided a
presentation on the benefits to these Discounts. to make progress for next year's meetings.
We further discussed ways to solve Safety and Traffic at MBSH, regarding pick up and lane site
visits by MDCPS, CMB, and MDC.
Made a motion for the next commission meeting for Floating Trash Cans to be picked up and
voted on, so that it could be put into effect. This would help recycling on the beach, and greatly
decrease pollution as well.
We discussed the marhcing band uniforms being funded, the MBSH score board also being
funded. Both are in the works and are moving to commission and other committees.
