This Letter to the City Commission is to announce the awarding of two L.E.O, Foundation
awards to Sergeant Peter Smolyanski and Sergeant David De La Espriella of the Miami
Beach Police Department.
Sgt. Peter Smolyanski was awarded the L.E.O. Foundation's Investigative Services Award
for his participation in the FBI's "Operation White Terror". This complex investigation
involved trading cash and drugs for Russian-made weapons and resulted in the arrest of
four individuals and a major step forward in the fight against terrorism and drug trafficking.
Sgt. De La Espriella Sergeant was awarded the L.E.O. Foundations's Crime Prevention /
Community Policing award for his role in the "Teen Job Corps". The Teen Job Corps is a
non- profit organization that employs Miami Beach youths aged 14 and older. The
organization employs youths for up to 6 hours per week. The organization was created to
provide after school jobs involving community service work. It also mandates that the
youths who are employed must attend school each day and participants must stay out of
trouble.
Please join me in congratulating these two fine Sergeants on their outstanding work in
these two very divergent areas of police work. Both the dangerous clandestine undercover
work performed by Sgt. Smolyanski and the hands on involvement of Sgt. De La Espriella
with the at risk youth in our community contribute to make the City of Miami Beach a better
place.
