As part of this commitment, the City has diligently worked to provide an improved level of service to the residents via Neighborhood Improvement Projects. The First Street Neighborhood Improvement Project is a very important infrastructure improvement project that will benefit the South Pointe neighborhood. Since the start of the project, the City continuously involved the community at every step of the process. A testament to the extraordinary level of community engagement, are the more than 40 stakeholder outreach meetings held during a 4-year period (2017 - 2021 ). The stakeholder feedback led to multiple concept variations, including the evaluation of different locations for the proposed stormwater treatment system (SWTS) and outfall. In 2021 the location of this proposed infrastructure and roadway typical section was agreed upon and Jacobs was tasked with the detail design of the First Street Project. The project kicked off in December 2021, and the consultant has been working on the preliminary engineering tasks. On June 7, 2022 a presentation was held from 6:00 PM and 7:30 PM to update the community on the status of the First Street Neighborhood Improvements / South Pointe Stormwater Project. The meeting was hybrid and attendees were able to participate via Zoom or in person at the City Hall Commission Chamber. The presentation was also televised via Miami Beach TV and was recorded. During the meeting, the Jacobs design team presented two conceptual options for First Street layout and streetscape based on the previously approved (Community and City Commission) roadway typical section (Option A - Base Option). In addition, Jacobs presented two architectural screening concepts for the above ground electrical components associated with the proposed stormwater treatment system to be located on the parking lot at the SW corner of Washington Ave and First Street. As part of the process to gather feedback from the community during and after the public meeting, the City distributed an online survey. The Survey was distributed by the City's Communication Department using an online survey link through a third-party vendor (www.surveymonkey.com). During this period reminders were sent to the local community to maximize the outreach. A ttachm ent 1 includes survey summary and results provided by Jacobs and a copy of the presentation materials used during the meeting. Based on the Community Survey responses received, and analysis presented herein, the following are the results and corresponding conclusions: • The preferred Streetscape Option by the respondents is Option A- Base Option. Receiving 54.15% of the votes in favor • Additional parking should be considered along Jefferson Avenue. Receiving 55.11 % of votes in favor. • The preferred Architectural Screening Concept by the respondents is Concept A Receiving 55. 71 % of votes in favor. • More than 80% of the survey respondents claimed residency in the South of Fifth Neighborhood. • The number of respondents to the survey was 238. This is considered a typical response rate by the City of Miami Beach Communications Department. The pro ject Design Team plans to refine and further develop the design for the First Street project. The community feedback received in the survey will be considered accordingly during the design phase. Jacobs will continue to coordinate with the City and community during the design phase by providing updates at the major milestone design submittals (30%, 60%, 90% level of completion). Parking is one huge issue, the other is pedestrian safety. The idea of "greenspace" also needs to be thought through more carefully. I do not think either proposed screen designs relate to the neighborhood. A green screen of some kind would seem much more relevant and compatible. 2 3 4 5 6 7 8 Movable seating for the restaurants and cates along the South side will add wonderful energy to the street. Please keep more residential and less commercial. My preference for 1st street would be to keep the green area between the 2 lanes, that could potentially have trees branches covering the whole street, providing lots of shade and good atmosphere. Same impact as Meridian Ave. Huge proponent of saving outdoor seating for the restaurants as it adds to the community feel, openness and creates community cohesion as one is able to see people they know sitting outside. Whatever it takes to save this, we are 100% supportive of. Creating and keeping the vibrancy of outdoor seating brings the neighborhood to life and makes people feel less alone even with a short walk down the block.
