The City of Miami Beach is committed to preserving the welfare and safety of its
residents, visitors, and businesses. As part of this commitment, the City has diligently
worked to provide an improved level of service to the residents via Neighborhood
Improvement Projects. The First Street Neighborhood Improvement Project is a very
important infrastructure improvement project that will benefit the South Pointe
neighborhood.
Since the start of the project, the City continuously involved the community at every step
of the process. A testament to the extraordinary level of community engagement, are the
more than 40 stakeholder outreach meetings held during a 4-year period (2017 - 2021 ).
The stakeholder feedback led to multiple concept variations, including the evaluation of
different locations for the proposed stormwater treatment system (SWTS) and outfall. In
2021 the location of this proposed infrastructure and roadway typical section was agreed
upon and Jacobs was tasked with the detail design of the First Street Project. The
project kicked off in December 2021, and the consultant has been working on the
preliminary engineering tasks.
On June 7, 2022 a presentation was held from 6:00 PM and 7:30 PM to update the
community on the status of the First Street Neighborhood Improvements / South Pointe
Stormwater Project. The meeting was hybrid and attendees were able to participate via
Zoom or in person at the City Hall Commission Chamber. The presentation was also
televised via Miami Beach TV and was recorded.
During the meeting, the Jacobs design team presented two conceptual options for First
Street layout and streetscape based on the previously approved (Community and City
Commission) roadway typical section (Option A - Base Option). In addition, Jacobs
presented two architectural screening concepts for the above ground electrical
components associated with the proposed stormwater treatment system to be located on
the parking lot at the SW corner of Washington Ave and First Street.
As part of the process to gather feedback from the community during and after the public
meeting, the City distributed an online survey. The Survey was distributed by the City's
Communication Department using an online survey link through a third-party vendor
(www.surveymonkey.com). The Survey was opened to the public on June 7, 2022, at 6

PM and kept open to gather feedback through 10 PM on June 22, 2022. During
this period reminders were sent to the local community to maximize the
outreach. A ttachm ent 1 includes survey summary and results provided by Jacobs
and a copy of the presentation materials used during the meeting.
Based on the Community Survey responses received, and analysis presented
herein, the following are the results and corresponding conclusions:
• The preferred Streetscape Option by the respondents is Option A- Base Option.
Receiving 54.15% of the votes in favor
• Additional parking should be considered along Jefferson Avenue. Receiving
55.11 % of votes in favor.
• The preferred Architectural Screening Concept by the respondents is Concept A
Receiving 55. 71 % of votes in favor.
• More than 80% of the survey respondents claimed residency in the South of Fifth
Neighborhood.
• The number of respondents to the survey was 238. This is considered a typical
response rate by the City of Miami Beach Communications Department.
The pro ject Design Team plans to refine and further develop the design for the First
Street project. The community feedback received in the survey will be considered
accordingly during the design phase. Jacobs will continue to coordinate with the City and
community during the design phase by providing updates at the major milestone design
submittals (30%, 60%, 90% level of completion). The next community outreach meeting
is planned for November 2022 and the project design phase is expected to be completed
by February 2024.

The City of Miami Beach (City hosted a hybrid public meeting on June 7,2022, from 6:00 p.m. to 7:30 p.m.
to present the status of the First Street Improvements & South Pointe Stormwater Project . During the
meeting, Jacobs presented two conceptual options for 1° Street layouts and streetscapes based on the
previously approved ( Community and C ity Commission) roadway cross section. In addition, Jacobs
presented two architectural screening concepts for the aboveground electrical components associated with
the proposed stormwater treatment system. Appendix 1 includes a copy of the presentation made by the
City and Jacobs during the meeting.
As part of the process to gather feedback from the community during and after the public meeting, the
City distributed an online survey, this survey remained open for a period of two weeks after the
presentation took place.
Jacobs reviewed the results and comments from the survey provided by the City. The purpose of this
memorandum is to summarize and document the feedback received.
1. Community Survey Conclusions and Next Steps
Based on the Community Survey responses received, and analysis presented herein, the following are the
results and corresponding conclusions:
• The preferred Streetscape Option by the respondents is Option A- Base Option. Receiving 54.15% of
the votes in favor.

from the community to consider alternatives to this option. Receiving 55.71 % of votes in favor.

strong deviation in responses both in terms of quantity and direction.

summary received from SurveyMonkey.

I think that more thought still needs to be given to the street design, esp with regard to parking. 6/22/2022 5:36 PM
The survey upon which the current designs are based was a very small sample, heavily
lobbied. Parking is one huge issue, the other is pedestrian safety. The idea of "greenspace"
also needs to be thought through more carefully. I do not think either proposed screen designs
relate to the neighborhood. A green screen of some kind would seem much more relevant and
compatible.

Movable seating for the restaurants and cates along the South side will add wonderful energy
to the street.
Please keep more residential and less commercial.
My preference for 1st street would be to keep the green area between the 2 lanes, that could
potentially have trees branches covering the whole street, providing lots of shade and good
atmosphere. Same impact as Meridian Ave.
Huge proponent of saving outdoor seating for the restaurants as it adds to the community feel,
openness and creates community cohesion as one is able to see people they know sitting
outside. Whatever it takes to save this, we are 100% supportive of. Creating and keeping the
vibrancy of outdoor seating brings the neighborhood to life and makes people feel less alone
even with a short walk down the block.
Hopefully noise and light pollution ..as well as contruction and maintence..disruptions can be
kept 2 an MINNI MUM OVER THE INSTALLATION & Life of this plan
Looks beautiful - we need more outdoor seating in that area and space to walk.

I want a quiet family neighborhood with, residential quality of life. The party should go to other
places, no outdoor dining, and drinking. DO NOT CONVERT FIRST STREET INTO A MIXED-
USED OUTDOOR COMMERCIAL SPACE.
The Decorative wall panels could be more decorative and artistic. The two designs are quite
boring and dated.
I agree that residents nearby should have the main decision on the design of the above ground
components that need to be screened. A green, live plant-like covering would be best.
Insist the Robotic parking garage on 1st Street becomes operational

Washington to Alton on first. Neither design seems to address that issue.

Wall in option b protects diners, but makes it harder for dog walkers to get dogs to grass...
could mean more poop to clean up on sidewalk. Harder to safely get out of passenger side of
cars, too.
The neighborhood would have less parking problems if parking garage in residential building
owned by Mr Galbut was resolved. Unused from beginning, right?
where is the bike path?
I assume the time and budget are approximately the same. Quicker is better.

Use more green and natural screen to reduce heat caused by metal screens.
Thank you for the improvements. I am owner and resident full time at the Cosmopolitan. 110
Washington Ave. We do not need more cars, more valets, more noise, more crowded
sidewalks with tables and loud speakers. There 2 restaurants already occupying the northwest
corner of Washington and First Street with too many tables, loud speakers and horrible smell
of old fried oil ( Vegan one ).
Trying to slip in more outdoor seating at restaurants that are already loud to residents is really
crappy! Sneaky and not talked about before.
Quality of life for the residents is the most important to consider for any improvement

I do not like either, but I listed my preferences of the two options I was given. I prefer keeping
the median - it keeps the neighborhood feel. Without the median, it becomes a commercial
street. Also the wide parkways are ditches and difficult for pedestrians and those going to and

My biggest concern is the design is only showing first street draining improvement. What
happens with the pitch pushing water toward 2nd street. On 2nd street and meridian avenue.
That is the highest elevation point south of fifth. You can see withthe human eye. That is why
my building was there in 1926. So far, this higher elevation of first street makes the water run
toward other areas. So, how is the drainage gonna work between 1st street and 2nd street on
meridian? This looks like a lake will be created. Also, no more parking, more swale for
drainage is the answer. Make the parking lot your proposing for power, generator etc. Into a
huge swale, naturally.

No seating on first street sidewalks! It's already too loud and seating leads to large groups and
loitering. Also, valet area should not be used for parking valeted cars (Milo's The valet lane is
for loading and unloading only. Causes unessecary traffic and lots of horns!

Option B is a sham giveaway to adjoining commercial property owners and paves the way for

Hello, we live at The Courts facing 1st Street. My concern is the noise increase from outdoor
dining.
What happened to the bike lanes? Narrowing the street to one lane in each direction will make
it more dangerous for biking.
Preferred screening is a third option of vegetation, bevined panels could hinge down with
minimal impact on flexible vegetation to permit access and would offset sadly-apparently
