SUBJECT: Evaluation Committee Relative to Request for Proposals (RFP) No. 2022-450-KB
for an Open-Source Intelligence (OSINT) Aggregator & Processing Platform
The purpose of this L TC is to update the Mayor and City Commission on the status of RFP
No. 2022-450-KB, which seeks proposals from qualified firms for a tool(s) that can assist the
Police Department with gathering and analyzing data from open sources (e.g., social media,
news sources, etc.) to assist with public safety efforts.
The City will receive proposals pursuant to this RFP on August 18, 2022. The Evaluation
Committee will review the responsive proposals in accordance with the criteria established in
the RFP.
I have appointed the following individuals to serve on the Evaluation Committee:
•Andy Lozano, Lieutenant, Police Department;
•Bernadette Maher, Detective, Police Department;
•Cilia Maria Ruiz-Paz, Crime Analysis Unit Manager, Police Department;
•Clifford Sparks, Senior Intelligence Analyst, Police Department; and
•Ramon Suarez, Recruitment Manager, Human Resources Department.
I have also appointed the following individuals as alternates:
•Steven Feldman, Captain, Police Department;
•Eric Garcia, Captain, Police Department; and
•Thomas Payne, Lieutenant, Police Department.
