SUBJECT: Evaluation Committee Relative to Request for Qualifications (RFQ) No. 2022-436-ND for
Architectural Design Services for the Ocean Drive Corridor Improvement and Lummus Park
Enhancement Project
The purpose of this L TC is to update the Mayor and City Commission on the status of Request for
Qualifications (RFQ) No. 2022-436-ND. The RFQ seeks proposals for design services for the Ocean
Drive Corridor Improvement Project (General Obligation Bond Project Number 31) and Lummus Park
Enhancement Project. On August 15, 2022, L TC# 334-2022 notified the City Commission that the City
Manager had appointed an evaluation committee to review proposals received pursuant to the RFQ.
However, due to scheduling conflicts, the following changes have been made to the evaluation
committee members.
I have appointed the following individuals to serve on the Evaluation Committee:
• Jose Del Risco, Assistant Director, Parks and Recreation Department;
• David Gomez, Division Director, Office of Capital Improvement Projects;
• Jose Gonzalez, Director, Transportation Department;

• Giancarlo Pena, Assistant City Engineer, Public Works Department;
• Jonathan Plutzik, resident, owner of The Betsy Hotel, and President of the Ocean Drive
Association;
• Heather Shaw, Assistant Director, Economic Development Department; and
• John Stuart, Resident and Associate Dean for Cultural and Community Engagement at Florida
International University.
I have also appointed the following individuals as alternates:
• Maria Cerna, Division Director, Office of Capital Improvement Projects; and
• Deborah Tackett, Historic Preservation and Architecture Officer, Planning Department.
