A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO VIDEO-
RECORD AND AIR ON MBTV THE GROUP II COMMISSION CANDIDATE
VIDEO PRESENTATIONS FOR THE NOVEMBER 8, 2022 SPECIAL
ELECTION TO FILL THE VACANCY IN GROUP II AND AFFIRMING AS ITS
POLICY STATEMENT THE PUBLIC PURPOSE OF EDUCATING THE CITY'S
VOTERS AS TO CANDIDATES SEEKING ELECTION IN THE CITY'S
NOVEMBER 8, 2022 SPECIAL ELECTION.
WHEREAS, immediately preceding the City's 2001 General Election, the City
Commission authorized the Administration to video-record and replay on the City's Government
Channel, now MBTV, a candidate forum sponsored by a local organization; and
WHEREAS, the 2001 City Commission also referred to the Community Affairs
Committee, now the Public Safety and Neighborhood Quality of Life Committee, the issue of
selecting two additional forums to be recorded and aired; and
WHEREAS, on September 25, 2001, at the Community Affairs Committee meeting, the
issue concerning candidate forums was discussed and the Committee was not comfortable in
selecting only two additional forums to air and instead recommended that each candidate be
provided up to five minutes to make a presentation of their platform; and
WHEREAS, pursuant to Resolution No. 2001-24626, the City Commission adopted the
recommendation of the Community Affairs Committee to arrange a presentation whereby each
candidate for City of Miami Beach elected office be given up to five minutes of airtime on the
City's Government Channel, now MBTV, to allow each candidate to present themselves and
their platform, with the presentation to be publicly advertised, recorded, and aired on MBTV; and
WHEREAS, expenditures related to such video presentations concerning the City's
November 8, 2022 Special Election have been budgeted, as such expenditures will serve the
public purpose by educating the voters as to each candidate's position, thereby resulting in a
more informed electorate vote, benefiting the public good; and
'WHEREAS, the following are the 2022 City of Miami Beach Candidate Presentation
Guidelines:
1. To offer Miami Beach viewers an informative and organized presentation, the Candidate
Video Presentation will be recorded live and replayed multiple times on MBTV. Once the
recording of a candidate begins, the camera will not be turned off until the earlier of
when the candidate indicates they are finished or the five-minute time limit has been
reached; each candidate shall have two opportunities for live recording, with the second
recording to occur immediately following the first recording. After the recordings,
candidates will be emailed a link where they must choose within the stated time
established therein, which recording they would like aired. In the event a candidate fails
to timely select their preferred recording, the second recording will be chosen to air by
default. NOTE: The individual candidate recorded presentations are public records
pursuant to Chapter 119, Florida Statutes, and as such may not be edited for any
reason.
2. C andidates w ill be offered the use of the C ity's tele prom pter and a one-ho u r rehe arsal
sessio n befo re the date of the recording. C andidates that w ish to use the C ity's
tele prom pter m ust pro vide the ir script at the tim e of each sessio n (re he arsa l and
recording) as a M icrosoft W ord do cum e nt saved in "R ich Text Form at" save d on a U S B
flash drive . T he O ffi ce of M a rketing and Com m unications w ill not reta in spe e ch co pies.
C andidates are highly encourage d to bring a person to assist them w ith the te le pro m pte r
and any pe rsona l needs (m akeup, ha ir, etc.) they m ay have .
3. T o have an organized prese ntation of candidates and issues, a strict tim e ta ble w ill be
deve lo ped and adhered to. E ach candidate w ill be give n a scheduled tim e slo t fo r the ir
rehe arsal and video recording schedule . It is the sole responsibility of the ca nd id ate to
m ake sure they are available w he n it is the ir tim e to spe ak. A ny cand id ate w ho m isses
the ir assigned tim e slot w ill fo rf eit the ir opport unity to present. T he C ity C le rk is
authorized to take any actio n not othe rw ise inconsistent w ith this R e so lutio n , includ ing
but not lim ited to altering the days and tim es of the rehearsal and/or vide o recording if
necessary due to an unfo reseen event, w ith the C ity C le rk im m ediate ly re port ing the
cha nge to the M ayor and C om m issione rs via a Letter to C om m issio n (L T C ).
4. T he C andidate V ideo P rese ntatio ns w ill be show n m ultiple tim e s on M B TV . The
scheduled air tim es w ill be published in T he M iam i H e rald N e ighbors S e ctio n , E l N ue vo
H e rald, a lo cal S panish language new spaper (de pending on publishin g da tes), and on
M BTV .
5. C andidates m ust arrive at the O ff ice of the C ity C lerk at least 10 m in ute s befo re the ir
assig ned tim e slot. T his w ill ensure an orde rly transition fr om candidate to ca nd idate .
6. T he tim e slots w ill be assigned in the orde r of ballot prese ntatio n of G ro u p II
alpha betically by candidates (as the ir nam e s w ill appear on the ba llo t). It is the sole
responsibility of the candidate to be available at the ir designated tim e .
7. Befo re the candidates begin speaking , the m o de rator w ill give an intro d uctio n stating the
purpose and explaining the fo rm at of the Candidate P rese ntation.
8. E ach cand idate w ill be allocated a m axim um of five m inutes of airt im e on M B TV . To
m a intain equitable tim e fo r each candidate w ho elects to part icipate in the C a nd idate
V ide o P rese ntation, w he n the candidate's five m inutes have elapse d (or ea rlie r if the
cand idate m akes clear that they have com pleted the prese ntation), the ca nd ida te w ill be
cut off , eve n if in m id-sente nce. A s the recordings are public records, the ca nd id ates'
recorded presentations shall not be edited.
9. Th e m o der a tor w ill introduce each candidate . T he intro duction w ill be lim ited to the
C om m issio n G roup Num be r and the corresponding nam e of the ca nd ida te (e xam ple :
"C o m m issio ne r candidate ; candidate 's nam e " or "C om m ission G roup II cand idate ;
candi d at e's nam e .") Th e cand idate w ill be introduced by the ir nam e , as it w ill ap pe a r on
the ballot.
10 . Only the candidate may speak on their behalf, not a representative.
11. No pre-recorded videos will be used.
12. No background music, special backgrounds, or special effects will be allowed.

13. The Administration will be given a time slot at the end of the Candidate Video
Presentations to provide any official action of the City Commission related to the Special
Election ballot measures/question, along with explanations in both English and Spanish,
if needed.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
affirm the public purpose of educating the City's voters as to candidates seeking election in the
City's November 8, 2022 Special Election, and thus approve the expenditure of related
budgeted funds for this public purpose, and further authorize, subject to the guidelines stated in
this Resolution, the Administration to video-record and air on MBTV the Group II Commission
Candidate Video Presentations for the City of Miami Beach's November 8, 2022 Special
Election.

Adopt the Resolution.
ANALYSIS
Immediately preceding the City's 2001 General Election, the City Commission authorized the
Administration to video-record and replay on the City's Government Channel, now MBTV, a
candidate forum sponsored by a local organization. The 2001 City Commission also referred to
the Community Affairs Committee, now the Public Safety and Neighborhood Quality of Life
Committee, the issue of selecting two additional forums to be recorded and aired. On
September 25, 2001, the Community Affairs Committee considered the issue of candidate
forums. The Committee was not comfortable with selecting only two additional forums to air. It
was believed that selecting only two would be unfair because other organizations may be left
out. After much discussion, the Committee recommended arranging a Candidate Presentation
where each candidate is given up to five minutes of airtime on the City's Government Channel to
present themselves and their platform. Pursuant to Resolution No. 2001-24626, the City
Commission approved the recommendation of the Community Affairs Committee.
Subsequently, in 2003, 2005, 2006, 2007, 2009, 2011, 2013, 2015, 2017, 2019, and 2021 the
City Commission authorized the Administration to video-record and replay on the City's Cable
Channel the five-minute Candidate Presentations.
The Office of the City Clerk and the Office of Marketing and Communications, using the
Candidate Presentation Guidelines, attached hereto as Exhibit "A," will coordinate the
Candidate Presentations for those candidates who have qualified to run for election in the City's
upcoming November 8, 2022 Special Election to fill the vacancy in Group 11. The rehearsal
dates 'Nill be on September 15, 2022. The video recording 'Nill be on September 19, 2021.

FINANCIAL INFORMATION
No additional funding is required to video-record and air on MBTV the Groups 11 Commission
Candidate Video Presentations, as the Administration will use funds budgeted and appropriated
in FY 21/22 for MBTV.
CONCLUSION
It is recommended that the City Commission authorize the video recording and airing on MBTV
of the Commission Candidate Presentations for the November 8, 2022 Special Election to fill
the vacancy in Group 11, to educate the City's voters as to the candidates seeking election in the
City's November 8, 2022 Special Election.

2022 - City of Miami Beach Candidate Presentation Guidelines
1. To offer Miami Beach viewers an informative and organized presentation, the Candidate Video
Presentation will be recorded live and replayed multiple times on MBTV . Once the recording of a
candidate begins, the camera will not be turned off until the earlier of: 1) when the candidate indicates
they are finished or 2) the five-minute time limit has been reached; each candidate shall have two
opportunities for the live recording, with the second recording to occur immediately following the first
recording. After the recordings, candidates will be emailed a link where they must choose within the
stated time established therein, which recording they would like aired. In the event a candidate fails to

2. Candidates will be offered the use of the City's teleprompter and a one-hour rehearsal session before
the date of the recording. Candidates that wish to use the City's teleprompter must provide their script
at the time of each session (rehearsal and recording) as a Microsoft Word document saved in "Rich
Text Format" saved on a USB flash drive. The Office of Marketing and Communications will not retain
speech copies. Candidates are highly encouraged to bring a person to assist them with the
teleprompter and any personal needs (makeup, hair, etc.) they may have.
3. To have an organized presentation of ca ndidates and issues, a strict timetable will be developed and
adhered to. Each ca ndidate will be given a scheduled time slot for their rehearsal and final video
recording schedule. It is the sole responsibility of the candidate to make sure they are available when
it is their time to speak. Any candidate who misses their assigned time slot will forfeit their opportunity
to present. The City Clerk is authorized to take any action not otherw ise inconsistent with this
Resolution, including but not limited to altering the days and times of the rehearsal and/or final video
recording if necessary due to an unforeseen event, with the City Clerk immediately reporting the
change to the Mayor and Commissioners via a Letter to Commission (LTC).
4. The Candidate Video Presentations will be shown multiple times on MBTV . The scheduled air times
will be published in The Miami Herald Neighbors Section, El Nuevo Herald, a loca l Spanish-language
newspaper (depending on publishing dates), and on MBTV .
5. Candidates must arrive at the Office of the City Clerk at least 10 minutes before their assigned time
slot. This will ensure an orderly transition from ca ndidate to ca ndidate.
6. The time slots will be assigned in the order of ballot presentation of Group II alphabetically by
ca ndidates (as their names will appear on the ballot). It is the sole responsibility of the ca ndidate to be
available at their designated time.
7. Before the ca ndidates beg in speaking, the moderator will give an introduction stating the purpose and
explaining the format of the Candidate Presentation.
8. Each ca ndidate will be allocated a maximum of five minutes of airtime on MBTV . To maintain equitable
time for each ca ndidate who elects to participate in the Candidate Video Presentation, when the
candidate's five minutes have elapsed (or earlier if the ca ndidate makes clear that they have
completed the presentation), the ca ndidate will be cut off, even if in mid-sentence . As the recordings
are public records, the candidates' recorded presentations shall not be edited.

9. The moderator will introduce each candidate. The introduction will be limited to the Commission Group
Number and the corresponding name of the candidate (example: "Commissioner candidate;
ca ndidate's name" or "Commission Group II candidate; ca ndidate's name.") The candidate will be
introduce d by their name, as it will appear on the ballot.

On September 14, 2022, the Miami Beach City Commission will be requested to authorize the Administration
to video-record and air on MBTV the Group II Commission Candidate Video Presentations for the November
8, 2022 City of Miami Beach Special Election to fill the vacancy in City Commission Group II.
SAVE THE DATES
Candidate Video Presentation Rehearsal Schedule A one-hour rehearsal session will be offered to each
candidate on September 15,_2022
Candidate Video Presentation Live Video Recording Schedule - The live video recording of the
candidate's five-minute presentation will occur on September 19,_2022.
Finalization of Schedule - The rehearsal and video recording schedules will be finalized after the
conclusion of the City's Qualifying Period. Each qualified candidate will be sent an email requesting
confirmation of their attendance at the Candidate Video Presentation rehearsal and live video recording
session, along with a copy of the Presentation Guidelines and their rehearsal/video recording designated
time slots.
It is the sole responsibility of the candidate to make sure they are available when it is their time to rehearse
and/or live video record. The assigned date and time cannot be changed, and as such, any candidate who
misses their assigned time slot will forfeit their opportunity.
Teleprompter Use - A candidate that wishes to use the City's teleprompter must provide their script at the
time of each recording session as a Microsoft Word document saved on a USB flash drive in "Rich Text
Format." The Office of Marketing and Communications will not retain speech copies.
