Meeting Minutes - 7-12-2022 1700 Convention Center Drive Miami Beach, FL 33139 www.miamibeachfl.gov/northbeachcra MEETING MINUTES Ad Hoc North Beach Community Redevelopment Agency Advisory Committee Tuesday, July 12, 2022 4:30 PM Members in Attendance: Chair Jose Smith, Vice-Chair Betsy Perez, John Bowes, Ronnie Issenberg, Romina Orozco-Encio, Manning Salazar, and David Sexton 1. Welcome and Attendance At 4:34 p.m., Committee Chair Jose Smith opened the meeting and greeted all attendees. 2. Approval of Meeting Minutes • Motion: To approve the draft meeting minutes of the June 14, 2022 Committee meeting. Made by: David Sexton Seconded by: Betsy Perez Motion passed by acclamation 3. Discussion: Summer Recess/Meeting Schedule The Committee unanimously agreed to observe a summer recess in August 2022 and conduct its next meeting in September 2022. 4. Discussion: Strategic Opportunities and Priorities Revisited At 4:36 p.m., Rickelle Williams, Committee Co-Liaison and Economic Development Director, presented budget-related information on topics such as the Fiscal Year (FY) 2023 North Beach CRA property values, five-year tax increment financing (TIF) projections, and FY 2023 initial priorities and funding recommendations. With certified property values officially published by Miami-Dade County, Ms. Williams indicated that preliminary annual projected growth of 3% in years 2 through 5 is forecasted to yield approximately $5.51 million in TIF revenue over the five-year period. Noting the Administration’s recommendation to set aside 50% of the increment revenue for future projects, Ms. Williams presented the preliminary North Beach CRA funding recommendations for FY 2023, based on the Committee’s previous discussion of the topic at its May 10, 2022 meeting. North Beach CRA Advisory Committee Meeting Minutes – June 14, 2022 Page 2 of 3 Ms. Williams informed that the 2.4% “Administration” allocation is earmarked for the administrative fee to Miami-Dade County required by the Interlocal Agreement and cost allocations to various City departments that provide miscellaneous administrative services to the North Beach CRA. Ms. Williams clarified that, currently, there is no plan to hire any new, dedicated employees in FY 2023 specifically devoted as North Beach CRA staff. However, Ms. Williams advised that the proposed funding recommendations do account for the part- time assignment at the planned North Beach CRA office space of an existing Economic Development Department employee, who will provide business resources and assist with issues that our businesses encounter during their normal course of operation. Discussion ensued and the Committee made minor modifications to the fractional allocation among each recommended budget priority. Chair Smith also requested that Ms. Williams share the information with the Committee. • Motion: Recommend that the City Commission allocate FY 2023 North Beach CRA revenue as follows: Beautification 24% Enhanced Services 21% Arts and Culture 5% Small Business Development 2.6% Administration 2.4% Project Set Aside 45% Motion passed unanimously by acclamation Mr. Sexton shared that he discussed the topic of beautification and County projects for greenspace improvement with Miami-Dade County District 4 Commissioner-elect Micky Steinberg, who offered to explore County grant programs that might benefit the North Beach CRA. 5. Presentation: Development at Deauville Hotel site At 5:15 p.m., Neisen Kasdin, Co-Managing Partner of Akerman, LLP’s Miami office, delivered a slide presentation on a development project by Related Companies and architect Frank Gehry for the former Deauville Hotel site at 6701 Collins Avenue. Mr. Kasdin informed that economic advisory firm Lambert Advisory’s economic impact analysis of the proposed development program concluded that, upon stabilization, the project would potentially contribute in excess of $6 million annually of ad valorem tax revenue to the North Beach CRA. Mr. Kasdin and Roberto Rocha, Executive Vice President of Related Companies, presented a site plan and various architectural drawings of the project’s conceptual design. Both project representatives described the proposed structures in detail, addressing the proposed height and floor area ratio (FAR), and the structures’ compatibility with adjacent buildings. Committee member David Sexton inquired about public access to the large greenspace proposed for the North Beach CRA Advisory Committee Meeting Minutes – June 14, 2022 Page 3 of 3 center of the development site and Mr. Kasdin noted that the project will introduce new access to the beachfront from Collins Avenue that does not currently exist. • Motion: Support of the Related/Gehry (Deauville site) project, in concept, as presented to the Committee on July 12, 2022, and finding that moving this project forward is in the best interest of the North Beach CRA. Presentation: North Beach Entryway Signage Project At 6:05 p.m., David Martinez, Committee Co-Liaison and Capital Improvement Projects Director, introduced Allan Shulman of Shulman and Associates, the City’s architect of record on the Entryway Signage Project. Mr. Shulman shared information and graphics depicting the two proposed entryway signage features: one located at the Harding Avenue entrance into the city and the other on Normandy Drive. Mr. Shulman responded to questions regarding the design, including the incorporation of lighting and landscape elements into the sign features. The Normandy Drive signage project is currently scheduled for advisory review before the Design Review Board (DRB) at its September 6, 2022 meeting and the Harding Avenue signage project is scheduled for the September 13, 2022 meeting of the Historic Preservation Board (HPB) . A community informational meeting will be scheduled in August 2022 prior to the HPB and DRB meetings to provide the public with project details. If all goes to plan, design and permitting of the signs is anticipated no sooner than May 2023. • Motion: Support of the Allan Shulman (entryway signage) project going forward. Discussion: The West Lots Chair Smith indicated that this agenda item was being deferred to a subsequent meeting date due to a shortage of time. 8. Discussion: Water Quality near Park View Island Omar Jimenez, President of the Park View Island Sustainable Development Association, introduced himself and spoke about the water quality issues in area surrounding Park View Island, the impact of the City’s “no contact” water advisory warning, and the Association’s request for the creation of a water quality oversight committee for Park View. North Beach CRA Advisory Committee Meeting Minutes – June 14, 2022 Page 4 of 3 Lindsey Precht, Environmental and Sustainability Assistant Director, explained that the water quality concern is an ongoing issue to which the City continues to devote considerable attention and resources, including $122,000 to retain the services of FloTech Environmental and a $2 million capital budget enhancement request to be considered at the July 20, 2022 City Commission meeting. Committee member Manning Salazar urged that this item stay on the Committee’s radar and is given proper attention. Mr. Salazar also suggested inviting Mr. Jimenez and Ms. Precht back to the Committee’s November 2022 meeting after the water quality assessment report’s technical findings are completed around the end of October 2022. 9. Committee Member Comments At 6:44 p.m., Chair Smith opened the floor to allow Committee members to offer miscellaneous comments. Mr. Salazar reminded the Committee to consider the impact on the community of any potential redevelopment of the Deauville site. Vice Chair Perez thanked Mr. Salazar for highlighting the issue of water quality and John Bowes commended Lindsey Precht for her detailed report on the City’s efforts to address the water quality concerns. Mr. Issenberg proposed that the North Beach CRA consider hosting a food and wine-themed community outreach event such as a North Beach food festival that could showcase local restaurants. Chair Smith was in favor of the idea and suggested that funding may exist for this type of activation. David Sexton echoed support and noted the difficulty restaurant operators encounter in running a business. Romina Orozco-Encio concurred with an idea for a culinary event and expressed praise for the proposed entryway signage. Chair Smith shared that he has been invited to an upcoming edition of the Tuesday Morning Breakfast Club to speak about the North Beach CRA. Vice Chair Perez offered commendations to the City of Miami Beach for its enjoyable Fourth of July holiday event. 10. Public Comment At 6:53 p.m., Chair Smith confirmed that no members of the public desired to provide public comment. 11.
