SUBJECT: Inspection of 220 23rd Street and 800 Washington Avenue
The purpose of this L TC is to provide an update on the Affordable Housing Advisory
Committee's (AHAC) motion to request that the Code Compliance and the Building
Departments inspect the structural integrity and deficiencies of the elderly designated
housing properties located at 220 23 rd Street and 800 Washington Avenue.
A joint inspection was conducted on September 23, 2022 and the following deficiencies
were identified:
220 23rd Street
Building and Code Compliance inspectors noted issues with fire separation and fire
doors to stairs not closing properly. This information was relayed to the Fire Department
for further investigation . No other building code violations identified at this time.
Fire Department life safety violations found:
• Numerous self-closures on exit stairwells inoperable
• Broken ceiling tiles
• Missing reports for fire protection systems (third request)
• Blocked egress (furnishings, decorations)
• Annual door self-closure report is pending
• Excessive storage beneath the stairs
• Emergency lighting inoperable in hallways
• Stairwell doors propped open
• Trash chute fire rating compromised
• Proof of runner service for Fire Alarm Control Panel (FACP)
Additionally, several property maintenance issues were identified which resulted in Code
Compliance violations:
• Painting is needed on the 7th floor by the north side stairs.
• Trash and debris observed on east side of the property.
• Broken ceiling tile located on the 2nd floor.
• Broken stair tile on the 3rd floor.
• Stairs located on the roof top are rusted and in need of scraping and painting.

The building inspection noted water intrusion, but no active leaks were visible under
dropped ceiling tiles. Inspectors have requested access to the basement to look for any
structural issues from underneath. The property owners agreed to provide access on
Tuesday September 27, 2022 . Depending on the results of the follow-up inspection
Tuesday, additional actions may become necessary.
This property has three open building code violations that were issued in 2020. The first
is for an overdue 40 -Year Recertification. The additional two violations were issued for
evidence of stucco cracks and water intrusion. No action has been taken to date by the
property to cure. The violations were escalated to the Special Magistrate and are
scheduled to be heard on November 10, 2022.
Additional property maintenance issues were identified at this location which resulted in
Code Compliance violations:
• Broken acoustical ceiling tile in the 2nd floor.
• Broken window located between the 11 and 12 floors , in the south side staircase.
• Some lights are out in the following floors, 3, 4, 7, 8, 9.
Fire Department life safety violations found:
• FACP missing service tag
• Shop room door missing panic hardware
• Shop missing emergency lighting and exit sign
• Generator load test has not been submitted
• Excessive storage basement
• Hazardous storage (empty gasoline cans, acetone containers)
• Storage room door not fire -rated and needs proper hardware
• Numerous self-closures on stairwell doors inoperable
• Exit doors propped open
• Missing standpipe caps
• Storage in hallways
• Missing light fixtures in hallway
John Bennet, Property Manager for both locations, has been notified of the inspections
and findings.
Inspectors are scheduled to revisit the location on Tuesday, September 27, 2022,
additional updates will be provided following the structural inspection.
