A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY ADMINISTRATION AND
CITY ATTORNEY'S OFFICE TO NEGOTIATE AN AMENDMENT TO THE
MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND THE MIAMI
BEACH CHAMBER OF COMMERCE, FOR THE ADMINISTRATION OF THE
SISTER CITIES PROGRAM, IN ORDER TO SPECIFICALLY PERMIT THE CITY'S
ELECTED OFFICIALS TO EACH APPOINT ONE (1) RESIDENT TO THE SISTER
CITIES COMMITTEE; AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE SUCH AMENDMENT ON BEHALF OF THE CITY; AND FURTHER,
DIRECTING THE CITY ADMINISTRATION TO CARRY OVER ANY UNSPENT
PORTION OF THE $25,000.00 IN FUNDING ALLOCATED TO THE CHAMBER
FOR ADMINISTRATION OF THE SISTER CITIES PROGRAM IN FY 2021-2022,
AND DIRECTING THAT ANY SUCH UNSPENT AMOUNT FROM FY 2021-2022 BE
ADDED TO THE $25,000.00 PREVIOUSLY ALLOCATED BY THE MAYOR AND
CITY COMMISSION TO THE CHAMBER FOR ITS ADMINISTRATION OF THE
PROGRAM IN FY 2022-2023.
WHEREAS, Sister Cities International ("SCI") is a nonpartisan 501(c)(3) nonprofit
organization that serves as the national membership association for individual sister cities,
counties and states across the United States. The mission of SCI is "Rio promote peace
through mutual respect, understanding, and cooperation -- one individual, one community
at a time"; and
WHEREAS, since its inception, the SCI network has played a key role in
strengthening important global relationships. The SCI members focus on four (4) main
areas of exchange:
(1) arts and culture;
(2) business and trade;
(3) community development; and
(4) youth and education; and
WHEREAS, the City is a member of SCI, and its Sister Cities Program (the
"Program"), which is governed by Division 15, entitled "Sister Cities Program," of Article III,
entitled, "Agencies, Boards and Committees," of Chapter 2 of the Code of the City of Miami
Beach, entitled, "Administration"; and
WHEREAS, the Program is currently administered by the Miami Beach Chamber of
Commerce (the "Chamber") pursuant to a written agreement between the Chamber and the
City (the "MOU"), and governed pursuant to regulations as may be established by the City
Commission by resolution; and
WHEREAS, pursuant to the MOU entered into between the Chamber and the City,
the Chamber is responsible for the administration of the Program (which includes, among
other things, coordinating meetings with foreign dignitaries; vetting any new Sister Cities that
may be interested in, and eligible to, be affiliated with the City, based upon the purposes of
the Program as set forth in the City Code, and any regulations established by the City
Commission by resolution; and ensuring that the Program is in compliance with the SCI
guidelines) with its own personnel; and
WHEREAS, notwithstanding the Chamber's responsibilities pursuant to the MOU, at
the June 15, 2022 Public Safety and Neighborhood Quality of Life Committee ("PSNQLC")
meeting, the Chamber articulated its willingness and support for the Mayor and
Commissioners to each appoint one (1) resident to the Sister Cities committee; and
WHEREAS, at the June 15, 2022 PSNQLC meeting, the Chamber also described its
desire, and anticipated need, for additional funding in furtherance of achieving the Program
objectives; and
WHEREAS, any portion of the annual funding allocated to the Chamber (for the
administration of the Program), which goes unspent, gets swept at the end of the, year,
unless specifically requested that such funds be carried over to the following year; and
WHEREAS, for FY 2022-2023, the budget adopted by the Mayor and City
Commission includes $25,000 allocated to the Chamber for administration of the Program;
however, some of the $25,000 allocated to the Chamber for FY 2021-2022 still remains
unspent; and
WHEREAS, the Mayor and City Commission have the authority to request and direct
that any remaining FY 2021-2022 funding allocated to the Chamber for administering the
Program be carried over (rolled forward), and added to the Chamber's FY 2022-2023
$25,000 allocated amount.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the City Administration and City Attorney's Office to
negotiate an amendment to the Memorandum of Understanding between the City and
the Miami Beach Chamber of Commerce, for the administration of the Sister Cities
Program, in order to specifically permit the City's elected officials to each appoint one
(1) resident to the Sister Cities Committee; and authorizing the Mayor and City Clerk to
execute such amendment on behalf of the City; and further, directing the City
Administration to carry over any unspent portion of the $25,000.00 in funding allocated
to the Chamber for administration of the Sister Cities Program in FY 2021-2022, and
directing that any such unspent amount from FY 2021-2022 be added to the $25,000.00
previously allocated by the Mayor and City Commission to the Chamber for its
administration of the Program in FY 2022-2023.
