Resolution 2022-32279 RESOLUTION NO. 2022-32279 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE FY 2021/2022 GRANT AGREEMENT WITH THE MIAMI-DADE COUNTY HOMELESS TRUST IN THE AMOUNT OF $125,000, AND AUTHORIZING THE CITY MANAGER TO EXECUTE AND EXTEND ANY WRITTEN AGREEMENT. WHEREAS, at the March 13, 2019 City Commission meeting, the Mayor and City Commission referred a discussion on a variety of items associated with homeless and domestic violence services to the Finance and Citywide Projects Committee (FCWPC); and WHEREAS, on October 30, 2019, the Mayor and City Commission directed the Administration to locate funding in the amount of $250,000, to be divided equally , between the Miami-Dade County Homeless Trust ("Homeless Trust") and the Domestic Violence Oversight Board via Resolution No. 2019-31082; and WHEREAS, on March 2, 2020, the City and the Homeless Trust executed the FY 2020 grant agreement for $125,000 for the provision of services for homeless individuals, including: rent assistance, hostel placement and hotel placement; and WHEREAS, the COVID-19 pandemic significantly delayed housing services throughout the Miami-Dade County Continuum of Care; and WHEREAS, the Homeless Trust requested an expenditure extension. until September 30, 2021; and WHEREAS, the Homeless Trust subsequently drafted an amendment to the agreement that stipulated the modification of services to include substance abuse and or/co-occurring disorder outreach services and further extended the agreement until September 30, 2022; and WHEREAS, on September 17, 2021, the Mayor & City Commission adopted Resolution No. 2021-31857, adopting the Tentative Budgets for the FY 2022 General Funds, whereby recommended that $125,000 be allocated to the Miami Dade County Homeless Trust in FY 2022; and • WHEREAS, on September 30, 2021, the Mayor & City Commission adopted Resolution No. 2021-31872, adopting final budgets for FY 2022 General funds but the resolution did not designate the City Manager as the authorized party to execute the Grant Agreements; and WHEREAS, the Administration seeks authorization for the City Manager to execute the FY 2022 Grant Agreement and to extend the agreement until September 30, 2023 for the provision of services including hostel placements and shared housing support in the amount of$125,000. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve the FY 2021/2022 Grant Agreement with the Miami-Dade County Homeless Trust in the amount of $125,000, and authorize the City Manager to execute and extend any written agreement. RECOMMENDATION The Administration recommends approving the Resolution. BACKGROUND/HISTORY On March 13, 2019, the Mayor and Commission referred to the Finance and Citywide Projects Committee (FCWPC) a discussion on a variety of items associated with homeless and domestic violence services, including looking for other funding sources such as short-term rental fines. On May 9, 2019, the Mayor and City Commission adopted the FY 2020 budget, which earmarked $250,000 dedicated to the Miami-Dade County Homeless Trust("Homeless Trust") for homeless and domestic violence services- $125,000 for homeless services to be administered by the City's Homeless Outreach Services Program; and $125,000 for domestic violence services to be administered by the Police Department. On October 30, 2019, the Mayor & City Commission adopted Resolution No. 2019-31082, directing the Administration to allocate funding, in the amount of$250,000, to be divided equally between the Miami-Dade County Homeless Trust Board and the Domestic Violence Oversight Board to provide services for the homeless and victims of domestic violence. On March 2, 2020, the City and the Homeless Trust executed the FY 2020 Grant agreement in the amount of$125,000,which stipulated that rapid re-housing services, hostel placements and hotel placements would be provided to approximately twenty (20) homeless households on Miami Beach by September 30, 2020.The COVID-19 pandemic impacted the delivery of services throughout the Miami-Dade County Continuum of Care, including shelter placement and housing services. As a result, the Homeless Trust requested an extension to the expenditure deadline until Page 377 of 1700 September 30, 2022. Subsequently, the Administration drafted an agreement amendment to modify the scope of service to include substance abuse and/or co-occurring disorder outreach services for homeless persons on Miami Beach. The Homeless Trust is in the process of finalizing the expenditures to enable the closeout of the FY 2020 agreement. On September 17, 2021, Mayor& City Comrrission adopted Resolution No. 2021-31857, adopting the Tentative Budgets for the FY 2022 General Funds. In this Resolution, based on the direction of the Finance and Economic Resiliency Committee at its July 16, 2021 Budget Briefing, the Administration recommended that $125,000 be allocated to the Miami Dade County Homeless Trust in FY 2022. Resolution No. 2021-31872 was adopted on September 30, 2021, adopting the final budgets for FY 2022 General Funds., ANALYSIS The Administration drafted the FY 2022 agreement to include various approaches to address and reduce homelessness in Miami Beach. The Homeless Outreach Services Program is currently exploring collaborations with local hostels and hotels to ensure the pilot programs' success. Additionally, the Homeless Trust will identify a housing navigator solely employed to assist homeless persons from Miami Beach with rapid re-housing opportunities within Miami-Dade County, and to further strengthen the care coordination model structure.
