RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING
GRANTS, PROGRAMS, AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF

WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for five grants, in the
approximate combined amount of $33 million, from Florida Department of Environmental
Protection, Resilient Florida Grant Program, the details of which are set forth in the City
Commission Memorandum accompanying this Resolution; including City matching funds in the
combined approximate amount of$33 million from various accounts as listed in the accompanying
City Commission Memorandum; and
WHEREAS, the City Administration requests approval to apply for two grants, in the
approximate combined amount of $365,000, from U.S. Department of Homeland Security,
FY2023 Urban Area Security Initiative Grant Program, the details of which are set forth in the City
Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant, in the
approximate amount of $66,000, from U.S. Department of Housing and Urban Development,
through Miami-Dade County Homeless Trust, the details of which are set forth in the City
Commission Memorandum accompanying this Resolution; including City matching funds, in the
total approximate amount of $16,300, from account numbers 011-0560-000111-23-405-574-00-
00-00, and 011-0560-000349-23-405-575-00-00-00.
WHEREAS, the City Administration requests approval to accept two grants (FY 2020 and
FY 2021), in the combined approximate amount of$16,250, from U.S. Department of Homeland
Security, FEMA, through the State of Florida Division of Emergency Management and Mami-

Dade County Operation Stonegarden Grant Program, the details of which are set forth in the City
Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to accept a grant, in the
approximate amount of$7,900, from Florida Department of Law Enforcement, Office of Criminal
Justice Grants, Edward Byrne Memorial Justice Assistance Grant Countywide Program, the
details of which are set forth in the City Commission Memorandum accompanying this Resolution;
and
WHERAS,the City Administration requests approval to accept a grant, in the approximate
amount of $40,000, from County Municipal Parking Fines Program, the details of which are set
forth in the City Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to submit an appropriations
request, in the approximate amount of $450,000, to the Florida House of Representatives, the
details of which are set forth in the Commission Memorandum accompanying this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or her designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with following grants, programs, and agreements: 1) Florida Department of
Environmental Protection, Resilient Florida Grant Program, in the approximate amount of $33
million; 2) U.S. Department of Homeland Security, FY 2023 Urban Area Security Initiative Grant
Program, in the approximate amount of $365,000; 3) U.S. Department of Housing and Urban

BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regarding the projects and funding sources is included
in the Analysis Section of this Agenda Item.

ANALYSIS
1 . Florida Department of Environmental Protection. Resilient Florida Grant Program in the
combined approximate amount of$33 million.
On May 12, 2021 Governor Ron DeSantis signed into law Senate Bill 1954. This legislation
provides a coordinated approach to Florida's coastal and inland resiliency. The Resilient Florida
program, created by SB 1954,provides grants to address the impacts of flooding and sea level
rise. The program enhances efforts to protect inland waterways, coastlines and shores, which
serve as invaluable natural defenses against sea level rise. Eligible applicants may receive
funding assistance to analyze and plan for vulnerabilities, as well as to implement projects for
adaptation and mitigation. The funds are provided to prepare communities for the impacts of
climate change including sea level rise, intensified storms and flooding. The City
Administration intends to apply for the following projects for the 2023-2024 funding opportunity,
in the combined amount of$33 million:
Bayshore Park Retention Lake Resiliency Project
The Bayshore Park retention lake is designed to collect and retain neighborhood
watershed to reduce flood impacts felt throughout the surrounding low-lying Bayshore
neighborhood. The lake will be a crucial blue-green component of the City's stormwater
management system that will be able to connect to future infrastructure upgrades. The
City is requesting $3,029,472 in grant funds, and matching funds in the amount of
$3,029,472 will be provided from project number 26319.
Middle Beach Seawalls and Living Shorelines
The Middle Beach Seawalls and Living Shorelines Project is a priority seawall
replacement project that identifies three locations with existing deteriorating City-owned
seawalls that are feasible locations for implementing living shorelines. A total of
approximately 1,150 LF of existing seawall is to be replaced with living shorelines
infrastructure. The City is requesting $1,802,954.50 and will be matching this project with
$1,802,954.50 total in funds from accounts 389-0810-069357-00-410-519-00-00-00-
28820 and 112-0815-069357-00-410-564-00-00-00-29020.
West Avenue Neighborhood South Neighborhood Adaptation Project
The West Avenue South Neighborhood Adaptation project will adapt the low-lying
neighborhood to sea level rise for many years to come. The project will elevate roads to
a minimum of 3.7 NAVD, install a new drainage system that connects to properties and
driveways, install a new storm water pump station and outfall, replace the distribution and
transmission water system,replace the sanitary collection system, harmonize all adjacent
properties, construct new elevated crosswalks and sidewalks, add multi-modal
connections systems, and beautify the area with shade trees and energy-efficient street
lights.The City is requesting $10 million and will be matching this project with $10 million
in funds from 112-0820-069357-00-410-522-00-00-00-20597; 187-0820-069357-26-
410-522-00-00-00-20597; 320-0820-069357-26-410-522-00-00-00-20597; 384-0820-
069357-26-410-522-00-00-00-20597; 419-0820-069357-26-418-561-00-00-00-20597;
429-0820-069357-26-418-576-00-00-00-20597 and 433-0820-061357-26-418-522-00
00-00-20597.
In addition to new applications, the City will also be submitting the following two previously
funded projects for Cost Overrun funding. Florida Department of Environmental Protection has

made the Cost Overrun Funding option available to grantees for previously funded Resilient
Florida grant-funded projects that, due to global cost escalation and the current economic
environment have experienced higher costs.
Cost Overrun for First Street Flood Mitigation and Sea Level Rise Adaptation
The First Street project is the City's next resilience neighborhood improvement project
with the primary objective of mitigating current and future flooding caused by intense rain,
high tides and sea level rise. The project involves elevating First Street between Alton
Road and Washington Avenue and will include a new stormwater treatment system and
pump station, a new stomiwater gravity collection system and outfall, and the replacement
water and sewer mains along First Street,Alton Road and Washington Avenue. The City
is requesting $15 million in a cost overrun application and will be matching it with $15
million in funds—$13.5 million of which will be reallocated from the FY21 grant award for
this project and $1.5 million which is subject to appropriation during the upcoming budget
cycle.
Cost Overrun for Fire Station#1
The project entails constructing a new Category 5 hurricane resilient facility with a finished
floor elevation of 16.25 NGVD, replacing the existing vulnerable and obsolete South
Beach substation. Critical equipment and emergency systems will be elevated 10 feet
higher than where they sit today. The new station will become the single most flood-
protected City-owned facility. Its efficient design and accessible location will reduce
response times throughout the City's most high impact service area. The City is
requesting $2.5 million and will be matching $2.5 million which is subject to appropriation
during the upcoming budget cycle.
2 . U.S. Department of Homeland Security. FY 2023 Urban Area Security Initiative Grant
Program in the combined approximate amount of$365.000.
The Urban Areas Security Initiative (UAS I) Program funds are intended to assist high threat,
high-density urban areas to build and sustain the capabilities necessary to prevent, protect
against, mitigate, respond to, and recover from acts of terrorism. The federal government
allocates funding to the different Urban Area groups based on risk-based methodology. UASI
funds assist in building an enhanced and sustainable capacity to prevent, protect against,
mitigate, respond to, and recover from acts of terrorism. The Administration intends to submit
two grant applications to U.S. Department of Homeland Security, Fiscal Year 2023 Urban Area
Security Initiative Grant Program, in the approximate combined amount of $365,000 for the
following projects:

Regional Project:Automated License Plate Reader(ALPR)
The Regional Automated License Plate Recognition (ALPR) project is a multi-year
project that will aid in the protection, prevention, response, and recovery from an incident.
The 2023 funding will allow for the continuation of the work performed since 2018. The
City is requesting $100,000 for ALPR. Matching funds are not required for this grant.
City Project: Ballistic Engineered Armored Response Counterattack Truck(BearCat)
This project will provide the City of Miami Beach Police Department with an armored
vehicle that would be ready to immediately be deployed to respond to critical events. The
City is requesting $265,000 for a Ballistic Engineered Armored Response Counterattack
Truck(BearCat). Matching funds are not required for this grant.

3 . U.S. Department of Housing and Urban Development. through Miami-Dade County
Homeless Trust in the approximate amount of $66.000. for the City's Homeless Outreach
Program.
The U.S. Department of Housing and Urban Development (HUD) issued a Notice of Funding
Availability (NOFA) for its Continuum of Care Program, which is the primary federal funding
source for homeless assistance programs. The Miami-Dade County Homeless Trust serves as
the applicant for U.S. HUD funds on behalf of the Miami-Dade County Continuum of Care
(MDCoC) system which encompasses Miami-Dade County and all municipalities. The City has
received these funds since 2003 to support the salaries of Homeless Outreach staff in the
City's Housing and Community Services Department.
The City intends to apply for continuation of funding, in the amount of $65,212 through this
collaborative application. Matching funds in the total amount of $16,303 are available from the
Housing and Community Services Department Operating Budget, account number 011-0560-
000111-23-405-574-00-00-00, and 011-0560-000349-23-405-575-00-00-00.
4 . U.S. Department of Homeland Security. FEMA. through State of Florida Division of
Emergency Management and Miami-Dade County. Operation Stonegarden Grant Program in
the approximate amount of$16.250 for continuation of joint Operation Stonegarden efforts.
The Operation Stonegarden Program (OSGP) is a federal grant program administered by the
Federal Emergency Management Agency (FEMA) as part of the State Homeland Security
Grant Program. Florida Division of Emergency Management has provided OPSG grant funds
to the Miami-Dade County and the County is awarding a portion of these funds to the City.
Miami Dade County and the City have a long history of partnering on joint efforts to secure
international boarders including land and water. The two grants provide funding to enhance
cooperation and coordination among state, local, tribal, territorial, and federal law enforcement
agencies to jointly enhance security along the United States land and water borders. The City
Administration requests approval to accept the following two grants:
FY 2020 Operation Stonegarden
On September 1, 2020, the Florida Division of Emergency Management, as the pass-
through entity, sub-granted OPSG grant funds to Miami-Dade County in the approximate
amount of $396,000, to continue OPSG efforts. The City received a subaward in the
amount of $8,804.55 through Miami-Dade County for the Miami Beach Police
Departments continuation of the joint effort OPSG Program with Miami Dade Police
Department. Matching funds are not required for this grant.
FY 2021 Operation Stonegarden
On September 1, 2021, the Florida Division of Emergency Management, as the pass-
through entity, sub-granted OPSG grant funds to Miami-Dade County in the approximate
amount of $648,450, to continue OPSG efforts. The City received a subaward in the
amount of $7,395.82 through Miami-Dade County for the Miami Beach Police
Department's continuation of the joint effort OPSG Program with Miami Dade Police
Department. Matching funds are not required for this grant.
5. Florida Department of Law Enforcement. Office of Criminal Justice Grants, Federal Fiscal
Year 2021 Edward Byrne Memorial Justice Assistance Grant Program Countywide (JAGC)

Solicitation. in the approximate amount of$7,900 for Combatting Hate Crime.
The Florida Department of Law Enforcement (FDLE) has received an award from the U.S.
Department of Justice for the Federal Fiscal Year 20201 Edward Byrne Memorial Justice
Assistance Grant Countywide program (JAGC). The JAGC program provides funds to support
multiple components of the criminal justice system including, but not limited to law enforcement
programs, mental health programs and planning, evaluation, and technology improvement
programs; the funds may be used for training, equipment, supplies and other eligible purpose
areas. The City Administration is accepting funding in the amount of $7,864 for the Police
Department's Combatting Hate Program. Matching funds are not required for this grant.
6. Miami-Dade County Municipal Parking Fines Reimbursement Program in the approximate
amount of$40,000 for Parking Fine Funds.
Miami-Dade County s Parking Fines Reimbursement Program is based on Section 316.008 of
the Florida Statutes, and Section 30-447 of the Code of Miami-Dade County, which authorizes
the charging of fines for misuse of specially marked parking spaces for people with disabilities.
The City participates in the Municipal Parking Reimbursement Program each year. The City
Administration uses Municipal Parking Fines funds in accordance with the guidelines to improve
accessibility and equal opportunity to qualified persons who have disabilities and to conduct
public awareness programs in the municipality concerning persons who have disabilities.
Miami-Dade County does not provide an estimate of the amount of funding that each City will
receive, and the final funding amount is contingent on the number of other cities that submit
affidavits and the total amount of parking fines funds collected. The City Administration is
requesting approval to submit an Affidavit for Parking Fines Reimbursement Funds to Miami-
Dade County for funding through the Miami-Dade County, Municipal Parking Fines
Reimbursement Program in the approximate amount of $40,000. This request is for 2022
Parking Fine funds,which were collected during 2021. Matching funds are not required.
7 . Florida House of Representatives Appropriation Request in the approximate amount of
$450.000 for Sunset Islands Water and Sewer Mains Replacement Project.
The recently approved State Budget contains in section 197, additional funding for Local
Support Grants. As such, the Administration is submitting an Appropriations Request for the
Sunset Islands Water and Sewer Mains Replacement project for Fiscal Year 2022-2023
funding.
This project will upsize the water mains to increase the water system capacity and meet the
needs of current customers and emergency fire services fire flow demand. The project includes
replacing all current fire hydrants, upsizing all current water services to 2-inch minimum, and
reconnecting all existing connections. The current water system is old and water services and
fire hydrants have reached the end of their useful life. This project will provide a reliable water
system to customers. A request for appropriation in the approximate amount of $450,000 is
being submitted to the Florida Legislature for this project. Matching funds in the amount of
$450,000 are available from Project No. 28520.
SUPPORTING SURVEY DATA
In the 2019 Business Survey, 79.6% of businesses stated that "Sustainability and Resiliency
are important to my business." The percentage of residents who would recommend the city as

a place to live increased 10%from 2016.
FINANCIAL INFORMATION
CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or his designee to apply for and accept funds and execute all documents or
agreements in connection with these grants, award programs and funding requests
