Resolution 2022-32262 RESOLUTION NO. 2022-32262 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS ("RFQ") NO. 2022-168-ND, FOR CONSTRUCTION ENGINEERING AND INSPECTION ("CEI") SERVICES ON AN "AS NEEDED" BASIS; AUTHORIZING THE ADMINISTRATION TO ESTABLISH A POOL OF PRE-QUALIFIED CONSULTANTS FOR CEI SERVICES ON AN "AS NEEDED" BASIS; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH STANTEC CONSULTING SERVICES, INC., AS THE FIRST RANKED PROPOSER; EAC CONSULTING, INC., AS THE SECOND-RANKED PROPOSER; CES CONSULTANTS, INC., AS THE THIRD-RANKED PROPOSER; AND A&P CONSULTING TRANSPORTATION ENGINEERS CORP. AND CALVIN, GIORDANO & ASSOCIATES, INC, AS THE TIED FOURTH-RANKED PROPOSERS; AND FURTHER AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AGREEMENTS WITH EACH OF THE PROPOSERS UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION. WHEREAS, on May 4, 2022, the Mayor and City Commission approved the issuance of the Request for Qualifications (RFQ) No. 2022-168-ND for Construction Engineering and Inspection (CEI) Services on an "As Needed" Basis; and WHEREAS, Request for Qualifications No. 2022-168-ND (the "RFQ") was released on May 6, 2022; and WHEREAS, a voluntary pre-proposal meeting was held on May 20, 2022; and WHEREAS, on June 24, 2022, the City received a total of 20 proposals; and WHEREAS, on June 14, 2022, The City Manager, via Letter to Commission No. 231- 2022, appointed an Evaluation Committee consisting of the following individuals: Carla Dixon, Capital Projects Coordinator, Office of Capital Improvement Projects; Francisco Garcia, Division Director, Facilities and Fleet Management Department; Matthew LePera, Principal Engineer, Public Works Department; and Paola Vega, Capital Projects Coordinator, Office of Capital Improvement Projects; and WHEREAS, the Evaluation Committee convened on July 14, 2022, to review and score the proposals; and WHEREAS, the Evaluation Committee received an overview of the project, information relative to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information on the scope of services, and a copy of each proposal; and WHEREAS, the Evaluation Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ; and WHEREAS, the Evaluation Committee process resulted in the ranking of proposers as follows: Stantec Consulting Services, Inc., as the first-ranked proposer; EAC Consulting, inc., as the second-ranked proposer; CES Consultants, Inc., as the third-ranked proposer; and A&P Consulting Transportation Engineers Corp. and Calvin, Giordano & Associates, Inc, as the tied fourth-ranked proposers; and WHEREAS, after reviewing all of the submissions and the Evaluation Committee's rankings and analysis, the City Manager concurs with the Evaluation Committee and recommends that the Mayor and City Commission authorize the Administration to establish a pool of pre-qualified consultants for specific tasks relating to CEI services on an "as needed" basis; authorize the Administration to enter into negotiations with Stantec Consulting Services, Inc., as the first ranked proposer; EAC Consulting, Inc., as the second-ranked proposer; CES Consultants, Inc., as the third-ranked proposer; and A&P Consulting Transportation Engineers Corp. and Calvin, Giordano & Associates, Inc, as the tied fourth-ranked proposers; and further authorize the City Manager and City Clerk to execute agreements with each of the foregoing proposers upon conclusion of successful negotiations by the Administration. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the city manager, pursuant to Request For Qualifications ("RFQ") No. 2022-168-ND, for Construction Engineering and Inspection ("CEI") services on an "as needed" basis; authorize the Administration to establish a pool of pre- qualified consultants for CEI services on an "as needed" basis; authorize the Administration to enter into negotiations with Stantec Consulting Services, Inc., as the first ranked proposer; EAC Consulting, Inc., as the second-ranked proposer; CES Consultants, Inc., as the third-ranked proposer; and A&P Consulting Transportation Engineers Corp. and Calvin, Giordano & Associates, Inc, as the tied fourth-ranked proposers; and further authorize the City Manager and City Clerk to execute agreements with each of the proposers upon conclusion of successful negotiations by the Administration. BACKGROUND/HISTORY Adequate management of construction projects by City departments requires construction engineering and inspection (CEI) services during construction. CEI services are one of the most critical elements of quality construction and contract Administration. Page 33 of 1700 The ability to have a rotating list of CEl firms available to provide these services for various City departments enables the effective and efficient management of the construction phase of capital projects. The current agreement for these services expires on November 13, 2022. ANALYSIS On May 4, 2022, the Mayor and City Commission authorized the issuance of Request for Qualifications (RFQ) No. 2022-168-ND for Construction Engineering and Inspection (CEI) Services on an "As Needed Basis." On May 6, 2022, the RFQ was issued. A voluntary pre- proposal conference to provide information to proposers submitting a response was held on May 20, 2022. Two addenda were issued. The Procurement Department issued bid notices to 23,488 companies through the e-procurement system, with 104 prospective bidders accessing the advertised solicitation. RFQ responses were due and received on June 24, 2022. The Evaluation Committee convened on July 14,2022,to consider the proposals received. EAC Consultina, Inc. According to the information provided by the firm, EAC Consulting, Inc. has maintained good professional standing with the State of Florida Division of Corporations for over 20 years and has held a professional engineering certification with the State of Florida Department of Business Regulation and the Florida Board of Professional Engineering since its inception. All key professional staff members possess all the required licenses and certifications required to undertake and complete CEI services for the City. The firm has more than 95 professionals and Page 35 of 1700 support staff, all located within the State of Florida and working out of four(4)offices located in Miami-Dade, Broward, Palm Beach, and Orange Counties. CES Consultants, Inc. According to the information provided by the firm, CES Consultants, Inc. is a State-certified MBE/DBE full-service engineering firm founded in 2011. It has 21 years of experience providing construction engineering inspection and construction management services for various vertical and horizontal public infrastructure projects and programs. Finally, it has a professional staff of 100+ full-time professionals and a contracting pool of more than 50 construction engineering inspectors with expertise in various disciplines and project types. A&P Consulting Transportation Engineers Corp. According to the information provided by the firm,A& P Consulting is a multidisciplinary Miami- Dade County-headquartered engineering company established in 1997. Since its establishment, the firm has completed various projects in scale and complexity. The broad spectrum of award winning projects provides the diverse foundation necessary to triumph over any challenge. This diversity enables the firm to guarantee effective execution for large-scale government projects while simultaneously delivering to private and government clients the delicacy that is indispensable to their particular needs. Calvin.Giordano&Associates, Inc According to the information provided by the firm, Calving Giordano &Associates has a proven track record of technical excellence, exceptional project management, reliability, responsiveness, and unparalleled dedication. The CEI Division of Calving Giordano & Associates was launched in 2002. Since then,they serve or have served as consultants to many municipalities, including the cities of Coral Springs, Dania Beach, Fort Lauderdale, and Hollywood, among others. Calvin Giordano &Associates' experience and knowledge of the City of Miami Beach and Miami-Dade County enhances its ability to provide the City with continued innovative ideas and exceptional solutions. SUPPORTING SURVEY DATA Not Applicable FINANCIAL INFORMATION Fees will be established through the negotiation process. Services are funded through specific project budgets which are subject to the approval of funds through the City's budgeting process. The average annual expenditures for these services total$980,000. CONCLUSION After reviewing all of the submissions and the Evaluation Committee process, I concur with the Evaluation Committee and find Stantec Consulting Services, Inc.; EAC Consulting, Inc., CES Consultants, Inc., A&P Consulting Transportation Engineers Corp., and Calvin, Giordano & Associates, Inc to be the best-qualified firms for the pre-qualified pool of consultants for specific tasks relating to CEI services on an as-needed basis. Stantec Consulting Services, Inc., EAC Consulting, Inc., A&P Consulting Transportation Engineers Corp., and Calvin, Giordano &Associates, Inc. have provided CEI services to the City for approximately five years and are multidisciplined firms that have experience with various local municipalities. CES Consultants, Inc. has provided CEI and construction management services since 2001 and brings a strong portfolio of multi-faceted engineering and infrastructure project experience to the Page 36 of 1700 City.
