PR 11-18-21 Minutes PARKS AND RECREATION DEPARTMENT PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD MINUTES OF THE NOVEMBER 18, 2021, MEETING VIA MICROSOFT TEAMS/TELEPHONIC 1 Members in Attendance: Carolina Jones, Jonathan Fryd, David Berger, David Nguah, Stephanie Rosen, Shannon Koonin and Sean Smith Members not Present: Joseph Hernandez, Elizabeth Resnick and Paul Stein City Staff: Jose del Risco (Assistant Director, Parks & Recreation), Vianca Peron-Sellan (Admin Services Manager, Parks & Recreation), Heather Shaw (Assistant Director, Tourism & Culture Department), Matt Kenny (Asst. Director of Marketing & Communications, Communications Department) and Lindsey Precht (Environmental Resources Manager, Environment & Sustainability Department) Meeting called to order at 5:35 p.m. • Approval of the October 14, 2021 Minutes o The October 14, 2021 minutes were approved. Bond Update o N/A • Discussion on Health and Wellness Initiatives and Parks Branding (Parks, Marketing and Communications, Tourism and Culture) o Carolina informed the board on the discussion on health and wellness initiatives and parks branding. o Discussion ensued on the initiatives that can be made to promote our parks. o Matt Kenny from the Communications Department spoke to the board. o Matt spoke about the MB Live event series that will be happening in March of 2022. o Discussion ensued on the MB Live series. o Matt spoke to the board on how to get information out to visitors. o Matt spoke about the “Experience Miami Beach” campaign. o Matt spoke about the six categories that will be focused on: Tourism and Hospitality, Business and Community Development, Art and Culture, Health and Wellness, Family Fun and Art Deco and Heritage. o Matt discussed a potential app that can be used for residents and visitors for Miami Beach. o Matt discussed about the Miami Beach website and it is being updated. The plan is to relaunch a new website for a better experience in the next year. o Matt discussed a potential “Miami Beach” sign missing an “I” so that a person would be able to stand in front of the sign for a picture opportunity. o Vianca updated the board with different activations and events. She discussed the short-term, mid- term and long-term planned events. o Heather also spoke to the board about collaborating with Parks more. Heather also spoke about PARKS AND RECREATION DEPARTMENT PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD MINUTES OF THE NOVEMBER 18, 2021, MEETING VIA MICROSOFT TEAMS/TELEPHONIC 2 the GMCBB contract. o Heather discussed Pride Park and Collins Canal Park. o Heather discussed Art Week Miami Beach. o Heather informed the board about different activations and events that will be coming up. o Heather spoke about Health and Fitness and Sports events coming up. o Discussion ensued on the plan in place for Health and Wellness Initiatives and Parks Branding. o Discussion ensued on a sign or structure that can be placed in parks. o Board members commented on the plans that Matt, Vianca and Heather discussed. o Discussion ensued on Muscle Beach. o Discussion ensued on the RFP for fitness programming and activations at Lummus Park. o Discussion ensued on residents getting information on things to do at our parks. o Discussion ensued on getting Countywide events to include benefits to Miami Beach residents. o Discussion ensued on having some coordination with Miami events. o Motion [00:49:15]: The Parks and Recreational Facilities Advisory Board motions to strongly support the strategic marketing plan presented by the Marketing and Communications Department and move forward with website enhancements, the “Experience Miami Beach” App and interactive branding installations at our Parks. The Board wants to emphasize the role that parks can play in rebranding Miami Beach and to that effort we would like to strongly support the marketing plan put forth at this meeting and that we support a strategic and collaborative approach, for programming fitness and family events at our parks and communicating those events effectively while making sure that we have measurable results of our branding efforts within our parks. Motion made by: Jonathan Fryd Motion seconded by: Sean Smith Motion passes: unanimously Members Present by phone for Motion: Carolina Jones, Jonathan Fryd, David Berger, David Nguah, Stephanie Rosen, Shannon Koonin and Sean Smith Members Not Present: Joseph Hernandez, Elizabeth Resnick and Paul Stein • Discussion on the Blueways Master Plan and the Health of Biscayne Bay (Parks and Environment and Sustainability) o Lindsey presented a PowerPoint presentation on the Park View Island Water Quality Update. o Discussion ensued on the water quality and the monthly testing. o Discussion ensued on the presentation. o Discussion ensued on the fecal matter in the water. o Discussion ensued on how to keep the bay safe. o There are monthly meetings with Miami Dade County to talk about the health of the bay. o The board would like to meet more often with Lindsey about the health of our waters. o Discussion ensued on the Sunset Harbour Marina and Boat Launch underwater sewer pipe breakage. Lindsey will give more information to the board on this topic. PARKS AND RECREATION DEPARTMENT PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD MINUTES OF THE NOVEMBER 18, 2021, MEETING VIA MICROSOFT TEAMS/TELEPHONIC 3 • Public Input / Open Discussion o Discussion ensued on the fitness equipment that was put up on 6th Street and Ocean Drive. It has been a big hit for the City. o There was an update on the North Beach Ocean Side project. Jose will get the update from CIP on the new timeline for the project and will inform Carolina. o Discussion ensued on Paddle Board and Pickle Ball. There is a demand for Pickle Ball. o Discussion ensued on Tennis Courts. We are not considering eliminating or removing Tennis Courts. The demand for Tennis is high. o Discussion ensued on the cleaning of Meridian Avenue. The City Street Cleaning Department is cleaning the street and created dust all over the place and it is done at the busiest time of the day. A recommendation was made to adjust the cleaning hours. o Discussion ensued on Tennis and the system that will be in place for reserving Tennis Courts for Pickle Ball. o Carolina will like an item agenda for Pickle Ball. To get a better overview of what the goals are, the locations, the plan and get a better understanding of what is happening with Pickle Ball and Paddle. o Another item is to talk about the Flamingos at Flamingo Park. o A board member wanted to know if the City will handle the operations for the Flamingo Park Tennis. We must see if this is under the Cone of Silence first before further discussion.
