PR 2-11-21 Minutes PARKS AND RECREATION DEPARTMENT PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD MINUTES OF THE FEBRUARY 11, 2021, MEETING VIA MICROSOFT TEAMS/TELEPHONIC 1 Members in Attendance: Carolina Jones, Stephanie Rosen, David Berger, David Nguah, Shannon Koonin, Elizabeth Resnick, Joseph Hernandez, Wil Martinez and Sean Smith Members not Present: Paul Stein and Jonathan Fryd City Staff: Cynthia Casanova (Assistant Director, Parks & Recreation), Jose del Risco (Assistant Director, Parks & Recreation), Vianca Peron-Sellan (Admin Services Manager), Maria Hernandez (GO Bond Program Director, City Manager), John Woodruff (Chief Financial Officer, Finance) and Sabrina Baglieri (Senior Capital Project Coordinator, CIP) Meeting called to order at 5:35 p.m. • Approval of the January 14, 2021 Minutes o The January 14, 2021 minutes were approved. Motion Made by: David Nguah Motion Seconded by: Stephanie Rosen Motion Passes: Unanimously o Carolina introduced Elizabeth Resnick to the board. • G.O. Bond Update o An update was given on the 72nd Street Project. There was an evaluation meeting and the proposals were ranked and a recommendation was sent to the City Manager. The item will either go on the February or the March Commission agenda. o Maria Hernandez gave an update on the 72nd Street Project and the City Manager’s recommendation. o Sean gave an update on the North Beach Ocean Beachside project. Construction will start in Spring. o Maurice Gibb Park has some permit issues and is taking a little bit longer. o Lummus Park is still in planning stages, 2 to 3 weeks away. o Discussion ensued on the bollards being added to some parks in the City (South Pointe Park, Convention Center and SoundScape Park). o Discussion ensued on the GO Bond website. • North Shore Cafe and Restroom Project Update (CIP) o Sabrina Baglieri from CIP gave an update on the North Shore Café and restroom project. o The budget was higher than anticipated, and CIP submitted a budget increase and it was not approved. o Discussion ensued on the design and budget. o Discussion ensued on the need for additional restrooms. o Discussion ensued on the location of the restrooms. The air conditioning and connectivity to the Tennis Center is important. o Discussion ensued on having a snack and smoothie area. o Discussion ensued on the need to review the design and placing temporary bathrooms. o Discussion ensued on placing a nicer portable bathroom and the price. o Motion [01:24:10]: The Parks and Recreational Facilities Advisory Board motions for the Office of Capital Improvement Projects to meet with the architects of the North Shore Restroom and Tennis Center Café project to re-design the project based on the original budget with the restrooms being prioritized, and that consideration be given to an airconditioned, unimproved, enclosed area that has connectivity to the tennis center. Motion Made by: Sean Smith Motion Seconded by: David Berger Motion Passes: Unanimously Members Present by phone for Motion: Carolina Jones, Stephanie Rosen, David Berger, David Nguah, Shannon Koonin, Elizabeth Resnick, Joseph Hernandez, Sean Smith and Wil Martinez Members Not Present: Paul Stein and Jonathan Fryd • Parks GO Bond Overview Discussion o Maria Hernandez, the Program Director of the GO Bond gave an update of the GO Bond Program and the 24 projects that are related the Parks and Recreation Department. o Maria Hernandez gave an update on the tranches of the GO Bond Program. o Maria Hernandez and John Woodruff presented to the board the Parks and Recreation related projects and their revised implementation plan. o Discussion ensued on the Flamingo Park Master Plan Project. o Discussion ensued on the North Shore Park Project and fields. o Discussion ensued on funding being used for the projects. o Maria and John presented a summary of the revised GO Bond implementation plan of the Parks and Recreation related projects to the board. o A discussion ensued on updates of the Bayshore Park Project. o A discussion ensued on the delays of the Maurice Gibb and Bayshore Park Projects. o Discussion ensued on the Flamingo Park LED Lights. o Discussion ensued if there is a downside in implementing the plan. o Discussion ensued on the presentation and construction impacts throughout the City. o Discussion ensued on supporting the new GO Bond Implementation Plan. o Motion [00:41:58]: The Parks and Recreational Facilities Advisory Board motions to support the revised G.O. Bond Implementation Plan for the Parks and Recreation related projects presented at the February 11, 2021 meeting. Stephanie will run the meeting. o Flamingo Park Master Plan updates will be given on the next meeting. o Jose and Cindy met with Adam about Mini-Golf and he must give Cindy and Jose more information before returning to the board meeting. o Jose gave and update on the North Beach Oceanside Project. o Jose gave an update on the trees located on the 72nd Street Lot and the code would be followed and any trees that can be saved will be relocated. o Jose gave an update on the Par 3 Bayshore Park project.
