97-22480 RESO RESOLUTION NO. 97-22480 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE PLACEMENT OF TWENTY-FIVE (25) BANNERS FOR THE MIDEM LATIN AMERICAN & CARIBBEAN MUSIC CONFERENCE TO BE HELD AT THE MIAMI BEACH CONVENTION CENTER FROM SEPTEMBER 8, 1997 TO SEPTEMBER 10, 1997, AT THE FOLLOWING LOCATIONS: CONVENTION CENTER DRIVE, BETWEEN DADE BOULEV ARD AND 17TH STREET; WASHINGTON A VENUE, BETWEEN DADE BOULEVARD AND 17TH STREET; AND 17TH STREET, FROM WASHINGTON TO MERIDIAN A VENUES, AND FURTHER AUTHORIZING THE PLACEMENT OF EIGHT (8) BANNERS FOR THE LA CUMBRE TRADE SHOW TO BE HELD AT THE FONTAINEBLEAU HILTON HOTEL FROM SEPTEMBER 10, 1997 TO SEPTEMBER 12, 1997, TO BE PLACED DIRECTLY IN FRONT OF THE FONTAINEBLEAU HOTEL, FROM 41ST TO 43RD STREETS ON COLLINS A VENUE; PROVIDING THAT SAID BANNERS BE AFFIXED TO LIGHT POLES IN THE PUBLIC RIGHT-OF-WAY, MEASURE 2.4' X 6', AND HAVE COPY AND DESIGN AS SHOWN ON THE ATTACHED DRAWINGS; AND PROVIDING THAT THESE BANNERS BE INSTALLED NO EARLIER THAN SEPTEMBER 1, 1997 AND REMOVED BY SEPTEMBER 15, 1997. WHEREAS, the Applicants, Michael Aller, Toursim & Convention Coordinator for th.~ City of Miami Beach, and the Greater Miami Convention & Visitors Bureau, have reque:ite I approval and authorization for the placement of twenty-five (25) banners for MIDEM Lati 1 American & Caribbean Music Conference to be held at the Miami Beach Convention Center fror 1 September 8, 1997 to September 10, 1997; and WHEREAS, as requested by the Applicants, the banners are to be located at the followin .~ locations: Convention Center Drive, between Dade Boulevard and 17th Street; Washin~;to 1 Avenue, between Dade Boulevard and 17th Street; and 17th Street, from Washington to Meridia 1 Avenues; and WHEREAS, the Applicants have also requested authorization for the placement of e :gt t (8) banners for the La Cumbre Trade Show to be held at the Fontainebleau Hilton Hotel fror 1 September 10, 1997 to September 12, 1997; and WHEREAS, the banners for the La Cumbre Trade Show have been requested t< I b.~ placed directly in front of the Fontainebleau Hotel, from 41st to 43rd Streets on Collins AvelLUf; and WHEREAS, all of the requested banners would be affixed to light poles in the publi; right-of-way, measure 2.4' X 6', and have copy and design as shown on the attached drawillg~; and WHEREAS, the Applicants will post a performance bond to ensure the removal of th.~ banners by September 15, 1997 and will ensure that any damage to light poles or City prop~rt { will be repaired; and WHEREAS, the Administration further recommends that all of the requested banner:; b.~ installed no earlier than September 1, 1997 and removed by September 15, 1997; WHEREAS, the Zoning Ordinance requires that the City Commission approve th.~ installation of temporary banners, pursuant to Section 9-3.C.4. SUBJECT: BACKGROUND The Midem Latin American & Caribbean Music Conference will begin the first of four year!; c f booking in the Miami Beach Convention Center from September 8 - 11, 1997. La Cumbm d.~ Turismo is the premier travel industry conference for Latin American buyers and US produ< t suppliers. La Cumbre will be held at the Fontainebleau Hotel from September 10 - 12, 19S7. The Zoning Ordinance requires that the City Commission approve the installation of temporar ,{ banners, pursuant to Section 9-3.C.4 which reads, in part: AGENDA ITEM DATE c.. 1 '2~ ;-1(.-'1::1 Light Pole Banners affixed to light poles or other similar structures on the public right-of-wa r shall be subject to the following regulations: a. The right to install, as well as the number, location and method of installatio 1 of banners shall be subject to the Design Review process and approved by th.~ City Commission and the Public Works Department. * * * e. Banners announcing special events, either to be held in Miami Beach or to be associated in some manner with Miami Beach, as determined by the Cit" Commission, may be erected up to thirty days prior to the event being announce.1 and must be removed within seven days after said event. f. A performance bond shall be required to ensure the removal of the banners in cas .~ of advanced deterioration of the banners, or if a dangerous condition presents it~elj , the City may at its sole discretion direct the banners to be removed at any tiflle. ANALYSIS The purpose of the banners is clearly to welcome and promote the event. However, the presf:nc.~ of these banners will also do much to publicize the City's importance in the international ml1si~ world, drawing attention to the media, visitors from the music industry and the public at large t) this extraordinary event. If approval is granted, the proposed temporary banners are recommended to be installed no earlif r than September 1, 1997 and removed within seven days after the event, or no later than Septembf r 15, 1997. CONCLUSION The City Commission should approve the installation of the subject light pole banners for hot 1 MIDEM Latin American & Caribbean Music Conference and La Cumbre Trade Show-importal t international events.
