FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
AGREEMENT UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY
THE ADMINISTRATION.
WHEREAS, on June 22, 2022, the Mayor and City Commission approved the issuance
of the Request for Qualifications (RFQ) No. 2022-436-ND for Architectural Design Services for
the Ocean Drive Corridor Improvement and Lummus Park Enhancement Project; and
WHEREAS, Request for Qualifications No. 2022-436-ND (the "RFQ") was released on
June 24, 2022; and
WHEREAS, a voluntary pre-proposal meeting was held on April 21, 2022; and
WHEREAS, on July 8, 2022, the City received proposals from Calvin, Giordano &
Associates, Inc.; Civitas, Inc.; EXP U.S. Services Inc.; Hargreaves Jones Landscape
Architecture D.P.C. Inc.; Perkins &Will, Inc.; and Sasaki Associates, Inc.; and
WHEREAS, on August 31, 2022, The City Manager, via Letter to Commission No. 3579-
2022, appointed an Evaluation Committee consisting of the following individuals: Jose Del
Risco, Assistant Director, Parks and Recreation Department; David Gomez, Division Director,
Office of Capital Improvement Projects; Jose Gonzalez, Director, Transportation Department;
Giancarlo Pena, Assistant City Engineer, Public Works Department; Jonathan Plutzik, resident,
owner of The Betsy Hotel, and President of the Ocean Drive Association; Heather Shaw,
Assistant Director, Economic Development Department; and John Stuart, Resident and
Associate Dean for Cultural and Community Engagement at Florida International University; and
WHEREAS, the Evaluation Committee convened on September 16, 2022, to review and
score the proposals; and
WHEREAS, the Evaluation Committee received an overview of the project, information
relative to the City's Cone of Silence Ordinance and the Government Sunshine Law, general
information on the scope of services, and a copy of each proposal; and
WHEREAS, the Evaluation Committee was instructed to score and rank each proposal
pursuant to the evaluation criteria established in the RFQ; and
WHEREAS, the Evaluation Committee process resulted in the ranking of proposers as
follows: Calvin, Giordano & Associates, Inc., as the top-ranked proposer; Sasaki Associates,
Inc., as the second-ranked proposer; Hargreaves Jones Landscape Architecture D.P.C. Inc., as
the third-ranked proposer; EXP U.S. Services Inc., as the fourth-ranked proposer; Civitas, Inc.;
as the fifth-ranked; and Perkins &Will, Inc., as the sixth-ranked proposer; and;
• WHEREAS, after reviewing all of the submissions and the Evaluation Committee's
rankings and analysis, the City Manager concurs with the Evaluation Committee and
recommends that the Mayor and City Commission authorize the Administration to enter into
negotiations with Calvin, Giordano &Associates, Inc., as the top-ranked proposer; further, if the
Administration is not successful in negotiating an agreement with Calvin, Giordano &
Associates, Inc., authorizing the Administration to enter into negotiations with Sasaki
Associates, Inc., as the second-ranked proposer; further if the Administration is not successful
in negotiating an agreement with Sasaki Associates, Inc., authorizing the Administration to enter
into negotiations with Hargreaves Jones Landscape Architecture D.P.C. Inc., as the third-ranked
proposer; and further authorizing the City Manager and City Clerk to execute an agreement
upon conclusion of successful negotiations by the Administration.
NOW, -THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request for
Qualifications No. 2022-436-ND for Architectural Design Services for the Ocean Drive Corridor
Improvement and Lummus Park Enhancement Project; authorize the Administration to enter
into negotiations with Calvin, Giordano &Associates, Inc., as the top-ranked proposer; further, if
the Administration is not successful in negotiating an agreement with Calvin, Giordano &
Associates, Inc., authorize the Administration to enter into negotiations with Sasaki Associates,
Inc., as the second-ranked proposer; further, if the Administration is not successful in
negotiating an agreement with Sasaki Associates, Inc., authorize the Administration to enter into
negotiations with Hargreaves Jones Landscape Architecture D.P.C. Inc., as the third-ranked
proposer; and further authorize the City Manager and City Clerk to execute an agreement upon

RECOMMENDATION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida, approve the Resolution accepting the City Manager's recommendation
pertaining to the proposals received, pursuant to RFQ 2022-436-ND, for architectural design
services for the Ocean Drive Corridor improvement and Lummus Park enhancement project,
authorizing the Administration to enter into negotiations with Calvin, Giordano &Associates, Inc.,
as the top-ranked proposer, and, if the Administration is not successful in negotiating an
agreement with Calvin, Giordano &Associates, Inc., authorizing the Administration to enter into
negotiations with Sasaki Associates, Inc., as the second-ranked proposer, and, if the
Administration is not successful in negotiating an agreement with Sasaki Associates, Inc.,
authorizing the Administration to enter into negotiations with Hargreaves Jones Landscape
Architecture D.P.C., Inc., as the third-ranked proposer. The Resolution also authorizes the City

Manager and City Clerk to execute an agreement upon conclusion of successful negotiations.
This project is under the cone of silence.
BACKGROUND/HISTORY
On May 10, 2019, the City issued an RFQ fora land use, mobility, and economic development
study of the City's Mixed-Use Entertainment ("MXE") district, also known as the Art Deco
Cultural District ("ADCD" or the "District"). On July 31, 2019, the City Commission authorized
negotiations with Zyscovich, Inc.. On September 16, 2020, the City Commission reaffirmed the
award of the contract to perform a study covering properties and areas adjacent to commercial
corridors, including Washington Avenue, Collins Avenue, Ocean Drive, and Lummus Park
enhancement (the "ADCD" Vision Plan"). The ADCD Vision Plan includes proposed
conceptual plans, recommendations for implementation, rough order of magnitude cost
estimate, and a phasing plan.
On February 23, 2022, City Commission accepted the ADCD Vision Plan in concept, and also
authorized the Administration to issue an RFQ for a firm to design and provide construction
Administration services for the Ocean Drive Corridor and incorporate the development of plans
for Lummus Park enhancement, as proposed in the ADCD Vision Plan.
Although the ADCD Vision Plan includes recommended action items categorized as near term,
medium term, and long term, the ADCD Vision Plan was drafted as a guide that the Mayor and
City Commission could choose to implement in phases and increments over an extended
period. Zyscovich's scope of work was amended to include a Rough Order of Magnitude
design and construction cost estimate, which was prepared and submitted to the Administration
for review. The cost estimate was evaluated by City staff and used as a foundation to develop
an overall cost estimate inclusive of construction Administration services, contingency, project
management, fees, and other soft costs. The estimated overall project budget for the Ocean
Drive Corridor Improvement is$22M and $75M for the Lummus Park Enhancement project.
Approved GO Bond projects include $20M for the Ocean Drive Corridor Improvement project
and $4.7M for the Lummus Park Enhancement project. Currently, GO Bond funding allows for
the full implementation of the Ocean Drive Corridor project, including design and construction,
and 30% design plans for the Lummus Park project. Additional funding will be required to
complete design, construction documents, and construction for the Lummus Park Enhancement
project.
The side streets connecting Ocean Drive to Collins Avenue have not been included in the RFQ,
as this portion of the Vision Plan has not yet been funded. The partial or complete incorporation
of the side streets will be developed as the Ocean Drive Corridor improvements project
progresses. Existing funding and plans for water, sewer, and stormwater replacement would
need to be integrated with any future design.
ANALYSIS
On June 22, 2022, the Mayor and City Commission authorized the issuance of Request for
Qualifications (RFQ) No. 2022-436-ND. On June 24, 2022, the RFQ was issued. A voluntary
pre-proposal conference to provide information to proposers submitting a response was held on
July 8, 2022. Four(4) addenda were issued. The Procurement Department issued bid notices
to 8,800 companies through the e-procurement system, with 125 prospective bidders

accessing the advertised solicitation. RFQ responses were due and received on August 12,
2022. The City received a total of six(6) proposals from the following firms:

Perkins &Will, Inc.
Sasaki Associates, Inc.
On August 31, 2022, the City Manager appointed the Evaluation Committee via LTC # 357-
2022. The Evaluation Committee convened on September 16, 2022, to consider the proposals
received. The Committee was comprised of Jose Del Risco, Assistant Director, Parks and
Recreation Department; David Gomez, Division Director, Office of Capital Improvement
Projects; Jose Gonzalez, Director, Transportation Department; Giancarlo Pena, Assistant City
Engineer, Public Works Department; Jonathan Plutzik, resident, owner of The Betsy Hotel, and
President of the Ocean Drive Association; Heather Shaw, Assistant Director, Economic
Development Department; and John Stuart, Resident and Associate Dean for Cultural and
Community Engagement at Florida International University. The Committee was provided an
overview of the project, information relative to the City's Cone of Silence Ordinance, and the
Government Sunshine Law. The Committee was also provided with general information on the
scope of services and a copy of each proposal. The Committee was instructed to score and
rank each proposal pursuant to the evaluation criteria established in the RFQ. The evaluation
process resulted in the ranking of proposers as indicated in Attachment A and below.

planning, and engineering firm offering a wide range of professional services, including
landscape architecture, civil, traffic, and coastal engineering, environmental planning, and
surveying services. CGA has established itself as an award-winning design collaborator whose
work is inspired by and references the local context, history, and culture, with design narratives
rooted in contemporary realities.
Sasaki Associates. Inc.
Since its inception more than 65 years ago, Sasaki Associates, Inc.'s planners and designers
have been reinterpreting public space for ongoing economic contribution, civic amenities,
ecological and environmental sustainability, and creative programming. It is headquartered in
Boston, Massachusetts, with offices in Denver, Colorado; New York, New York; and Shanghai,
China. It is an interdisciplinary practice with 350 professionals, comprising of landscape
architecture, planning, urban design, architecture, interior design, civil engineering, graphic

Hargreaves Jones Landscape Architecture D.P.C., Inc. has been at the forefront of landscape
architecture and planning since 1983 and is globally renowned for transforming urban sites,
waterfronts, and campuses into iconic landscapes. The firm's exceptional work has been widely
exhibited, published, and recognized by over 100 national and international awards, including the
Cooper Hewitt National Design Award and the Rosa Barba International Landscape Prize.

It is not anticipated that grant funding will be utilized for this project. The architectural and design
services for the scope of work included in this RFQ will be funded from Ocean Drive and

CONCLUSION
After reviewing the submissions and the Evaluation Committee's rankings and commentary, I
concur with the Evaluation Committee and find Calvin, Giordano &Associates, Inc. (CGA)to be
the best-qualified firm for the project. CGA is a well-established multi-disciplinary firm based in
Fort Lauderdale-with vast experience in providing consulting services to both public and private
sector clients. CGA has been involved in various projects in the City of Miami Beach, such as
the design of the Middle Beach Recreational Corridor from 23 Street to 64 Street, and the
North Beach Oceanside Park. Most importantly, the South Beach Promenade Connectivity
Feasibility Study, a project with a similar scope to that of the Ocean Drive Corridor improvement
and Lummus Park enhancement project For the Ocean Drive Corridor and Lummus Park
Enhancement Project, CGA has assembled a team of qualified professionals who have
experience working with local municipalities and completed numerous projects of similar scope,
who possess the diversity of technical skills required, and who have a complete understanding
of the requirements and intricacies associated with the project. Finally, CGA embraces the civic
engagement component of the design and is willing and able to conduct conversations with key
stakeholders to ensure that the design solutions are born of and represent the community's
needs.
For the reasons stated herein, I recommend that the Mayor and City Commission approve the
Resolution authorizing the Administration to enter into negotiations with Calvin, Giordano &
Associates, Inc., as the top-ranked proposer, further, if the Administration is not successful in
negotiating an agreement with Calvin, Giordano & Associates, Inc., authorizing the
Administration to enter into negotiations with Sasaki Associates, Inc., as the second-ranked
proposer, further, if the Administration is not successful in negotiating an agreement with Sasaki
Associates, Inc., authorizing the Administration to enter into negotiations with Hargreaves Jones
