MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER TO EXECUTE AMENDMENT NO. 1 TO THE PROFESSIONAL
SERVICES AGREEMENT BETWEEN THE CITY OF MIAMI BEACH, FLORIDA
AND WANNEMACHER JENSEN ARCHITECTS, INC., FOR ARCHITECTURAL
AND ENGINEERING SERVICES AT FIRE STATION 1, FOR ADDITIONAL
SURVEYING AND SUBSURFACE UTILITY ENGINEERING SERVICES FOR
WORK IN THE RIGHT OF WAY, REPLATTING OF THE PROJECT SITE,
DESIGN SERVICES REQUIRED TO PROVIDE UNDER-BUILDING PARKING
AND ACCESS RAMPS, TO ADDRESS THE CONDITIONS OF THE HISTORIC
PRESERVATION BOARD, AND TO ADDRESS ANY OTHER SERVICES, FOR
A NOT-TO-EXCEED AMOUNT OF $571,037, WITH PREVIOUSLY
APPROPRIATED FUNDING.
WHEREAS, on July 31, 2019, pursuant to Request for Qualifications (RFQ) No. 2019-
208-ND, the Mayor and City Commission adopted Resolution No. 2019-30913 approving and
authorizing the Mayor and City Clerk to execute an Agreement with Wannemacher Jensen
Architects, Inc. (WJA),for Architectural and Engineering Design Services,for the new Fire Station
1 facility, in the amount of$999,917.00.; and
WHEREAS, the scope of services included initial concept designs, site planning and a
feasibility study for up to two (2) possible project sites, developing construction documents,
providing assistance with permitting and bidding, and construction administration for a 17,000 —
20,000 square feet new Fire Station 1; and
WHEREAS, in October 2019, WJA started working with the Office of Capital Improvement
Projects (CIP) and the Fire Department to select the project site, finalize the programmatic needs
of the Fire Department, inclusive of locating a 911 Dispatch Call Center at the new Fire Station,
and determine how all the programmatic needs fit on the proposed site;
WHEREAS, several conceptual designs were prepared to analyze all the programmatic
needs for the Fire Station; and
WHEREAS, the 911 Dispatch Call Center, which has been included in the project to
renovate the Police Headquarters, is no longer a part of the Fire Station project; and
WHEREAS, in January 2021, WJA submitted 30 % construction documents for the new
Fire Station at the site of the South Shore Community Center 833 6th Street, in the Flamingo Park
Neighborhood; and
WHEREAS, this site was selected because of its size, access to frontages on 6th Street,
Jefferson Avenue and Meridian Avenue, and its location; and
WHEREAS, the site is also the location of public access surface parking lot, P-11, and
provides access to the alley, Meridian Court; and
WHEREAS, the proposed 29,369 square feet facility will provide four drive-thru apparatus
bays, living spaces, offices, a kitchen, a gym, support facilities and 34 parking spaces and the
design elevates the apparatus bays, to provide parking below the building, meeting the
requirements for future sea level rise, and providing minimum parking requirement for the Fire
Department employees on site; and
WHEREAS, access ramps are proposed from Meridian Avenue and Jefferson Avenue to
the elevated apparatus bays, and vehicular access is maintained to surface parking lot P-11, and
to the alley, Meridian Court, in the proposed design; and
WHEREAS, the design requires the demolition of the two story, Morris Lapidus designed,
South Shore Community Center, and also requires improvements to the sidewalks, and right-of-
way adjacent to the site on Meridian Avenue, Jefferson Avenue and 6th Street; and
WHEREAS, in July 2021, the project was submitted to the Planning department for
Historic Preservation Board (HPB) review and the Planning department identified waivers to
applicable zoning ordinances that would be required for the project design to be approved; and
WHEREAS, on December 8, 2021 the City Commission approved Resolution 2021-
31949, for the waiver of Development Regulations pursuant to Section 142-425 (d) of the Land
Development Regulations, after a duly noticed public hearing, as required for the project design.
WHEREAS, the project was reviewed at the December 13, 2021 HPB meeting, but was
continued to the board's January meeting, after discussion regarding the design elements: the
width of the ramps to access the apparatus bay from Meridian Avenue and Jefferson Ave, the
height of the apparatus bay above the adjacent sidewalk, removal of existing trees, and the
compatibility of the architectural design elements with the historical neighborhood and
surrounding urban context. WJA updated the design to address the comments received; and
WHEREAS, on January 11, 2022, the project was reviewed again by the HPB, but was
again continued to the board's March 2022 meeting, after discussion of the following design
elements: the location of the building on site, landscape design and the compatibility with the
surrounding urban context, especially on the South façade; and
WHEREAS, the HPB requested an updated design incorporating portions of the existing
South Shore Community Center building (columns, canopies and planters) into the southern
facade of the building. WJA revised the drawings to address the HPB's additional concerns; and
WHEREAS, at the March 8, 2022 HPB meeting, the updated design incorporating all
design modifications was approved; and
WHEREAS, conditions to the approval by the HPB includes vacation of the existing right-
of-way which currently runs beneath the existing building, and preparation of a Unity of Title for
the parcels of land; and
WHEREAS, the parcels will have to be re-platted as a part of this process; and
WHEREAS, another condition requires the detailed documentation of the existing Morris
Lapidus designed South Shore Community Center, as a part of the permit documents; and
WHEREAS, during the development of the 60% Construction Documents, the consultants
coordinated with several utility providers that exist on site and it was determined that Florida
Power and Light (FPL) and AT&T have utilities that run under the existing building to serve the
rest of the block to the north that need to be relocated; and that gas, water and fiber optic service
lines, which currently traverse the northeast corner of the site, will require utility easements; and
WHEREAS, the relocation of the utilities will have to be addressed as a part of this project,
and the required easements shall be designed, and once approved, shall be recorded with the
office of the Clerk of Courts; and
WHEREAS, the project currently includes 9,148 square feet for the apparatus bay and
related incidental spaces on the second floor, and 9,190 square feet on the third floor for Fire
Department personnel; and
WHEREAS, the total building area however includes 12,206 square feet, in an additional
floor, to accommodate the Fire Department parking under the building, since the P-11 Parking lot
and the access to Meridian Court occupy the Northeast quadrant of the site, and 13,487 square
feet of ramps required to access the elevated apparatus bays; and
WHEREAS, the project does not have sufficient green space for the planting of the
required trees and will therefore include tree plantings offsite in areas within the City, identified in
coordination with the Urban Forestry Division and the project also includes replacement of the
sidewalks and alteration of the right'of way adjacent to the site; and
WHEREAS, the City requested and received a proposal from WJA for the following
additional professional services:
• Additional surveying services and subsurface utility engineering required for work in the
right-of-way on Meridian Avenue, Jefferson Avenue and 6th Street.
•Additional surveying services for re-platting of the site as required for the vacation of the
right-of-way, dedication of franchise utilities easements and preparation and recording of
the Unity of Title.
• Additional architectural and landscaping scope required to obtain HPB approval, to
include incorporating elements of the existing building into the proposed design,
preparation of detailed measured drawings and photographic documentation of the
existing building as requested by the HPB, preparation of renderings and a flyover video
of the project site, and coordination and redesign of the surrounding landscape to include
off site tree locations.
• Additional architectural, mechanical, electrical, plumbing and structural engineering
services through construction for the under building parking, the access ramps, the
detailed documentation of the South Shore Community Center prior to demolition,
additional harmonization to maintain access to Meridian Court and the P-11 parking lot,
and the coordination for the design of the FPL transformer vault and utilities relocation.
WHEREAS, WJA has submitted a total, negotiated proposal, Amendment No.1 to the
professional services contract, to include the additional professional services in the amount of
$571,037; and
WHEREAS, City Staff has reviewed the proposal and find that the fees are fair and
reasonable; and
WHEREAS, this.Amendment No.1 will revise the total contract amount to$1,570;954; and
WHEREAS, The Administration recommends that the Mayor and City Commission
approve the resolution; and
NOW, THEREFORE, BE IT DULY, RESOLVED BY. THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Clerk
approve and authorize the City Manager to execute Amendment No. 1 to the Professional
Services agreement between the City of Miami Beach, Florida and Wannemacher Jensen
Architects, Inc:, for Architectural and .Engineering Services at Fire Station 1, for additional
• surveying and subsurface utility engineering services for work in the right of way, replatting of the
project site, design services required to provide under-building parking and access ramps, to
address the conditions of the Historic Preservation Board, and to address any other services, for
a not-to-exceed amount of.$571,037, with previously appropriated funding: . :

RECOMMENDATION
The Administration recommends adopting the Resolution.
BACKGROUND/HISTORY
On July 31, 2019, pursuant to Request for Qualifications (RFQ) No. 2019-208-ND, the Mayor
and City Commission adopted Resolution No. 2019-30913 approving and authorizing the Mayor
and City Clerk to execute an Agreement with Wannemacher Jensen Architects, Inc. (WJA), for
Architectural and Engineering Design Services, for the new Fire Station 1 facility, in the amount
of $999,917.00. The scope of services included initial concept designs, site planning and a
feasibility study for up to two (2) possible project sites, developing construction documents,
providing assistance with permitting and bidding, and construction administration for a 17,000 —
20,000 square feet new Fire Station 1.
In October 2019, WJA started working with the Office of Capital Improvement Projects (CIP)
and the Fire Department to select the project site, finalize the programmatic needs of the Fire
Department, inclusive of locating a 911 Dispatch Call Center at the new Fire Station, and
determine how all the programmatic needs fit on the proposed site. Several rounds of
conceptual design were prepared, to analyze all the programmatic needs for the Fire Station.
The 911 Dispatch Call Center, which has been included in the project to renovate the Police

In January 2021, WJA submitted 30 % construction documents for the new Fire Station at the
site of the South Shore Community Center 833 6th Street, in the Flamingo Park Neighborhood.

additional services for the Miami Beach Fire Station#1.
Additional Surveying Services
Our original surveying included the extent of the survey shall be to the face adjacent buildings or 50'
beyond property line for abutting properties.We are now required to include the adjacent roads,
right-of-way,alleys,and buildings across the street from the subject property.WJA will expand the
survey to include the adjacent roads and buildings across the street from the subject property.
Consultant will perform Subsurface Utility Engineering(SUE)to Quality Level "B"Standards according
to the American Society of Civil Engineers'(ASCE).Consultant will designate underground utility lines
using Electromagnetic Induction and Ground Penetrating Radar(GPR),scanning the survey limits to
accurately mark the lines on the surface.The lines will be collected and shown on
the survey.
NOTE: Factors such as soil composition and moisture,and the type and depth of the utilities,control
the effectiveness of the GPR.Saturated soils severely limit the effectiveness of the GPR signal.In
addition,Consultant tries to work around confined spaces, but confined or obstructed areas that
restrict the scanning pattern can impede the data collected and reduce the accuracy of the desired
results. Designated utility lines shown on the survey are within two(2)feet horizontally of either side
of the depicted line.

Consultant will provide Quality Level "A"SUE Soft-Dig services at up to twenty-five(25) locations, as
required,which includes the horizontal position and elevation of the top of utility,size,type of
material,direction,along with pictures and completed Vacuum Excavation Reports.Consultant will
locate Soft-Digs by GPS using the horizontal datum NAD83/11 and the vertical datum NAVD88.
The Soft Digs are for the right-of-way changes.The ROW will be vacated and underground utilities
will need to be rerouted.The Soft Digs will be used to identify existing locations of utilities along 6th
Street,Jefferson,or Meridian.

of Regulatory and Economic Resources(RER)Development Services Division and City of Miami Beach
Building requirements.Client to provide most recent Title Commitment at time of Notice to Proceed
(NTP)to include easements, conditions,restrictions, reservations,and limitations that may affect the
subject property.Consultant will assist in putting together the application package for the Tentative
Plat submittal with the City of Miami Beach. Consultant will attend any Plat Committee meetings
related to the T-Plat.
Task 1B-Tentative Plat Submittal to Miami-Dade County
Consultant will assist with the preparation of the Miami-Dade County application and submit along
with the T-Plat to Miami-Dade County Department of Regulatory and Economic Resources(RER)
Development Services Division.Consultant will meet with all agencies and their officials as required
regarding any platting questions.Consultant will attend all Plat Committee meetings.
Task 2A-Final Plat Submittal to the City of Miami Beach
Consultant will prepare the Final Plat as per Miami-Dade County,Department of Regulatory and
Economic Resources, Development Services Division and City of Miami Beach Building Department
requirements.Consultant will attend all Plat Committee meetings.
Task 2B-Final Plat Submittal to Miami-Dade County
Once the City of Miami Beach approves the Final Plat,Consultant will submit said Plat to Miami-Dade
County Department of Regulatory and Economic Resources(RER)Development Services Division for
final approval.Consultant will attend all Plat Committee meetings in regard to the Final Plat. In
addition,Consultant will set Permanent Reference Monuments(PRM's)in concrete for all property
corners and prepare the State Plane Coordinate Letter.

Consultant will coordinate with Client and all other stakeholders involved in removing all pending
items on the Miami-Dade County Punch List.Consultant will meet with agencies and staff members
involved in regard to survey matters to assist in the approval process for the Final Plat.
Application and other miscellaneous fees are not a part of this proposal and shall be paid directly by
the City or reimbursed to the Architect.
Includes management,coordination,administration,and meetings with consultant by WJA
Historic Preservation Board Approval
The original agreement assumed that the HPB process would include submission of the already
completed design,3-4 meetings,and response to the board's comments. Due to community efforts
to save the existing building, additional meetings with the City/HPB and multiple design package
submissions were required.
Additional architectural scope required for HPB Approval consists of:
• 3-4 meetings were included in the original contract.A significant number of additional
meetings were required.26 total external meetings were required for this process.See
attached Meeting breakdown.This does not include internal coordination meetings with the
design team and consultants.
• Design exploration to include incorporating the existing building into the design of the fire
station.
• Detailed measured drawings and photographic documentation of the significant architectural
features of the existing building including at a minimum,the concrete canopy features,
concrete planters and concrete block detail
• Revisions to previously completed 30%drawings to incorporate the existing building
components.
• Coordination and Redesign of the surrounding landscape.
• Renderings to show the new designs of the building/landscape and show the future
harmonization along the 3 fronts.
• WJA rendered and produced a fly through video of the proposed project to be used by the
City.This required the project building,site,and adjacent urban context to modeled for video
rendering.
Additional landscape scope required for HPB Approval consists of:
• Attendance at various meetings with City Staff to review architectural site resolution and its
impact on planting
• Attendance at various HPB/Urban Forestry presentation meetings
• Revisions to tree disposition plan,planting plans,calculations,waiver drafting and other
documents
Budget and Basic Services Scope Increase
The Basic Services fee (architectural, MEP, and structural) established in the original contract to
provide architectural services for Miami Beach Fire Station#1 accounted for a 17,000-20,000 square
foot building with a construction budget of$7,000,000. It is important to note that at the onset of
the project, a site had not been selected for the project. Our hours/fees were based on the effort
estimated to design a typical 17-20,000 sf building that could be done within the $7m all-inclusive
project budget.To accommodate the selected project site,the communities desire to reuse a portion

of the existing building, and the City's expanded program requirements/wants for the building; the
scope of design has increased in size and budget;therefore,the scope of design work for design team
has expanded proportionally.
Scope increases impacting Basic Services includes:
• The new design is 29,369 square feet.
• Building demolition of existing south shore community center-A new building was anticipated.
• Required covered parking level that is needed for the fire station personnel secure parking and
count.This is due to existing Public Parking P11 and access to Meridian CT alley that needs to be
maintained.Zoning code requirements for minimum green space and maximum building
footprint.This adds complexity and additional structural engineering,electrical engineering,
lighting,and security.
• Additional design and engineering complexity for the required apparatus bay access ramps,
elevated apparatus bay,design features as approved by HPB(floating concrete stairs,concrete
canopies,and details that harmonized with the historic architecture language that characterizes
the historic flamingo park neighborhood,and covered parking below apparatus bay
• New FPL vault for block power(existing vault in building must be maintain for primary and
backup power)
• Public parking P11—maintain parking for public use
• Meridian Ct access(alley)—site plan required the coordination to maintain vehicular access to
the alley for residents,deliveries,trash collection and rescue
• Future FEMA coordination(harmonization specific to the site conditions)
• Repurpose existing selected building planters,and 1 entry concrete canopy relocation to provide
a community pavilion,existing entry stair with elevated concrete decks that will be used for flag
display, bicycle parking, and for relocation of the existing concrete canopy and columns that will
be used for the proposed community pavilion.

Pursuant to your request regarding a fee estimate for Surveying,Mapping and SUE services for
the above-referenced project, Longitude Surveyors, LLC (LS) is pleased to submit the following proposal for your
consideration.
A.Scope of Work-Topographic Survey and SUE Quality Level"B"Designating:
> Longitude will collect aboveground improvements such as; sidewalks, edge of pavement, driveways, structures,
light poles,curbs,curb ramps and any other significant aboveground features within the Survey Limits
> Elevations will be collected based on a twenty-five (25) foot grid at essential points across each cross section.
Cross-sections shall define all grade breaks such as:
• The centerline of the roadway
• Edge of the pavement
• Gutter
• Top of the curb
• Back of the sidewalk
• Right-of-way line
• Low and high points
• Curb ramps
• Any abrupt changes in grades immediately beyond the limits of the project.
> Additional elevations will be collected at the right-of-way and centerline of the twenty(20) foot alley in the
center of the property.
> Elevations will be referenced to the National American Vertical Datum of 1988(NAVD88).
> LS will perform SUE to Quality Level"B"Standards according to the American Society of Civil Engineers' (ASCE).LS
will designate underground utility lines using Electromagnetic Induction and Ground Penetrating Radar(GPR),
scanning the survey limits to accurately mark the lines on the surface.The lines will be collected and shown on
our survey.NOTE:Factors such as soil composition and moisture,and the type and depth of the utilities,control
the effectiveness of the GPR.Saturated soils severely limit the effectiveness of the GPR signal.In addition,LS tries
to work around confined spaces,but confined or obstructed areas that restrict the scanning pattern can impede
the data collected and reduce the accuracy of the desired results. Designated utility lines shown on the survey
are within two (2) feet horizontally of either side of the depicted line.
B.*Opffonal*Scope of Work-SUE Quality Level"A"Soft-Dlgs:
• Longitude will provide Quality Level"A"SUE Soft-Dig services at twenty-five (25) locations,to be determined by
Client,which includes the horizontal position and elevation of the top of utility,size,type of material,direction,
along with pictures and completed Vacuum Excavation Reports.Longitude will locate Soft-Digs by GPS using the
horizontal datum NAD83/11 and the vertical datum NAVD88.
C.Survey Limits:

Task IA-Tentative Plat(T-Plat)Submittal to the City of Miami Beach
> Longitude will update the previous Boundary and Topographic Survey prepared for the above referenced property
and convert to a Tentative Plat (T-Plat) as per Miami-Dade County Department of Regulatory and Economic
Resources (RER) Development Services Division and City of Miami Beach Building requirements.Client to provide most
recent Title Commitment at time of Notice to Proceed (NTP) to include easements,conditions,restrictions,
reservations,and limitations that may affect the subject property.Longitude will assist in putting together the
application package for the Tentative Plat submittal with the City of Miami Beach.Longitude will attend any Plat
Committee meetings related to the T-Plat.
Task 1B-Tentative Plat Submittal to Miami-Dade County
➢ LS will assist with the preparation of the Miami-Dade County application and submit along with the T-Plat to
Miami-Dade County Department of Regulatory and Economic Resources (RER) Development Services Division.
Longitude will meet with all agencies and their officials as required regarding any platting questions. LS will attend
all Plat Committee meetings.
Task 2A- Final Plat Submittal to the City of Miami Beach
➢ Longitude will prepare the Final Plat as per Miami-Dade County, Department of Regulatory and Economic
Resources,Development Services Division and City of Miami Beach Building Department requirements. Longitude
will attend all Plat Committee meetings.
Task 2B-Final Plat Submittal to Miami-Dade County
> Once the City of Miami Beach approves the Final Plat LS will submit said Plat to Miami-Dade County Department of
Regulatory and Economic Resources (RER) Development Services Division for final approval.LS will attend all Plat
Committee meetings in regard to the Final Plat.In addition,LS will set Permanent Reference Monuments (PRM's) in
concrete for all property corners and prepare the State Plane Coordinate Letter.
Task 3-Final Plat(Weekly Management of Plat to Remove Punch List Items):
> Longitude will coordinate with Client and all other stakeholders involved in removing all pending items on the Miami-
Dade County Punch List.Longitude will meet with agencies and staff members involved in regard to survey matters to
assist in the approval process for the Final Plat.

driveways). This site plan will form the basis for our analyses unless otherwise instructed. The
subject project will consist of the following land uses:
Existing:
• Day care (33 children)
• Community Room— 2903 SF
• Church/Religious Services ---2790 SF/398 Seats
Proposed:
• Land Use 575: Fire and Rescue Station (27,000 SF)
A Gate Queuing Analysis will be prepared to evaluate the proposed vehicle queue at the
subject site's controlled entrance.
Although every effort has been made to prepare a scope of service consistent with agency
requirements, any additional data or analysis required that is not included herewith is the
responsibility of the Client and will be negotiated separately.
Scope of Services
RGA will prepare a Gate Queuing Analysis to evaluate the available vehicle stacking capacity
at the proposed ENTRY GATE at the Parking Garage of the subject project. The tasks will include

Queuing Analysis
• A Service Rate will be calculated using data provided from Manufacter or previous
data collection of our firm.
• Based on the results from the AM and PM peak hour trips will be determined and
utilized in the queuing analysis and evaluation, for entering traffic only.
• A Statistical Queue Analysis will be performed for the AM and PM peak hour.
• Based on the queue analysis, conclusions and recommendations will be made and
documented in a traffic report.
Deliverables
RGA will deliver to the Client three (3) originally Signed and Sealed Technical Memorandum.
Note, any comments will be addressed as Additional Services at the Hourly Rate below.
However, the City may require additional analysis after review of this analysis. Any additional
analysis will be addressed with the Client's approval as Additional Services.
The client recognizes and aarees that changes to the above land use and/or units may affect
the results of said study. Although every effort has been made to prepare a scope of service
consistent with agencies requirements, any additional data or analysis required that is not
included herewith is the responsibility of the Client and will be negotiated separately.
Fees& Payment
The fee for the services outlined herein shall be:
Gate Queuing Analysis (Lump Sum): $2,850.00
A retainer in the amount of$ 1,425 is requested to begin. The balance is due upon completion
and prior to submission. Additional meetings and services not included herewith will be
provided at the client's direction at an Hourly Rate of$175.00. Should you have any questions
