A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE CITY OF MIAMI BEACH TO ACCEPT A DONATION FROM THE
MIAMI BEACH SENIOR HIGH SCHOOL PARENT TEACHER STUDENT
ASSOCIATION (PTSA) IN THE AMOUNT OF $8,000 TO BE USED AS
MATCHING FUNDS FOR THE PURCHASE OF MARCHING BAND
UNIFORMS FOR MIAMI BEACH SENIOR HIGH SCHOOL MARCHING
BAND FOR THE 2022-23 SCHOOL YEAR.
WHEREAS, the Education Compact reflects the desire of the Miami Beach
community to support excellence in education in the City's public schools and is an
investment in the overall enhancement of education for the City's residents; and
WHEREAS, at the February 9, 2022 City Commission meeting, the Mayor and City
Commission referred a discussion item to the Finance and Economic Resiliency
Committee (the "Committee") pertaining to providing funding to the Miami Beach Senior
High School Marching Band (the "Marching Band") for uniforms and equipment; and
WHEREAS, the total initial cost for uniforms and equipment was anticipated to be
$44,900 with the request for the City to provide up to $20,000 in matching funds; and
WHEREAS, at its March 30, 2022 meeting, the Committee recommended that the
City allocate matching funds in the amount of $20,000 to support the Marching Band
uniforms and equipment for the 2022-23 School Year; and
WHEREAS, at the May 10, 2022 City Commission meeting, the Mayor and City
Commission adopted Resolution No. 2022- 32138, accepting the Committee's
recommendation to provide up to $20,000 in matching funds for the purchase of marching
band uniforms for Miami Beach Senior High School in the 2022-23 school year; and
WHEREAS, per the City's Administrative Order P0.16.02, purchases under
Category 2 require city staff to obtain up to three quotes if the purchase is >$15K.; and
WHEREAS, City staff contacted multiple vendors and was able locate to a vendor
that was able to timely manufacture specific and detailed MBSH marching band uniforms,
with the total estimated cost for the purchase of 51 uniforms totaling $23,381.97, with an
estimated cost of$458.47 per uniform; and
WHEREAS, based on the above information, the Miami Beach Senior High School
Parent Teacher Student Association (PTSA) and MBSH Principal Al Torossian indicated
willingness to support the purchase of the marching band uniforms,with the City providing
up to $15,000 for 32 uniforms, the PTSA providing $8,000 for 17 uniforms, and Principal
Torossian providing $1,000 for the remaining 2 uniforms; and
WHEREAS, as the City's matching funds represent over 50% of the total cost
estimate, the City Administration recommends for the Mayor and City Commission to
authorize the City to accept a donation from the PTSA in the amount of $8,000 for the
purchase of the 50 uniforms needed to meet the needs of the Marching Band for years to
come.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the City of Miami Beach to accept a donation
from the Miami Beach Senior High School Parent Teacher Student Association (PTSA)
in the amount of$8,000 to be used as matching funds for the purchase of marching band
uniforms for Miami Beach Senior High School Marching Band for the 2022-23 School
Year.

RECOMMENDATION
Accept the donation from the Miami Beach Senior High School PTSA of $8,000 to purchase
marching band uniforms.
BACKGROUND/HISTORY
Commissioner David Richardson requested at the February 9, 2022 Commission meeting to
place an item for discussion on the Finance and Economic Resiliency Committee agenda to
discuss providing funding to the Miami Beach Senior High School Marching Band for uniforms.
At the March 30, 2022 Finance and Economic Resiliency Committee a motion was passed
recommending matching funds in the amount of $20,000 be allocated for the 2022-23 school
year to support Marching Band uniforms and equipment.
A marching band is a group of instrumental musicians who perform while marching, often for
entertainment or competition. Instrumentation typically includes brass, woodwind, and
percussion instruments. Most marching bands wear a uniform that includes an associated
organization's colors, name or symbol. Most high school marching bands, and some college
marching bands, are accompanied by a color guard, a group of performers who add a visual
interpretation to the music through the use of props, most often flags, rifles,and sabers.
Marching bands are generally categorized by function, size, age, instrumentation, marching
style, and type of show they perform. In addition to traditional parade performances, many
marching bands also perform field shows at sporting events and marching band competitions.
Increasingly, marching bands perform indoor concerts that implement many songs, traditions,
and flair from outside performances. In some cases, at higher level competitions, bands will be
placed into classes based on school size.

Per Miami Dade County Public Schools Office of Visual and Performing Arts, there are
currently 65 high schools in Miami-Dade County Public Schools. Of those, about half have
active marching bands that perform during athletic events like football games. In Spring, they
pivot to a concert band.
At the May 10,2022, Commission meeting, the recommendation of the Finance and Economic
Resiliency Committee was approved and $20,000 was provided as a match for the purchase of
marching band uniforms for Miami Beach Senior High School in the 2022-23 school year.
ANALYSIS
Per the City's Administrative Order P0.16.02, purchases under Category 2 require staff to
obtain up to three quotes if the purchase is >$15K. City Administration reached to multiple
vendors and obtained the following quotes based on the requested marching band uniform
selected by Miami Beach Senior High School marching band director, marching band students,
and school site administration:
• DeMoulin Bros &Co.-Email from Chris Ball, Regional Sales Manager/Florida, dated July
24, 2022 - "Upon further considerations, we will kindly provide you with a "no quote.".
Many factors contribute to this decision. We appreciate the opportunity to provide you with
a quote and wish you well in your pursuit of new uniforms for Miam Beach Sr. High
School."
• Ictus Limited - Email from Steve Tyree, Executive Director, dated August 2, 2022 -
"Thank you for sending me the images of your existing band uniforms and a request for
pricing. There is a lot of detail on this uniform and,although we used to specialize in this
style, trends have moved and an array of other styles exist today. Because of this a
refurbishment of some of the existing uniforms, you are going to be better suited to work
with the company that provided the original uniforms....At this time I do not believe our
production line could manufacture your order before the early part of next year and we
regretfully won't be bidding on this project."
• Green Uniform FL(Fruhauf Uniforms)- Email from Chris Green, Virtual Assistant Director,
dated September 8, 2022 - "At 50 uniforms and up: $255.06 Coat, $94.54 Bibbers,
$74.88 Shako, $32.04 Plume,. $1.95 Hanger. $458.47 is correct with the removal of the
garment bags....since you are ordering more than 50,there is no shipping cost."
Based on the above information, the Miami Beach Senior High School PTSA and Principal
have agreed to support the purchase of the marching band uniforms. At$458.47 per uniform,
the order will be placed as follows:
• City of Miami Beach$15,000-32 Uniforms at a total cost of$14,671.04
• Miami Beach Sr. High School PTSA$8,000 - 17 Uniforms at a total cost of$7,793.99
• Miami Beach Sr. High School Principal $1,000-2 Uniforms at a total cost of$916.94
Total cost for the purchase of 51 uniforms is$23,381.97. Acceptance of the donation from the
Miami Beach Sr. High PTSA of$8,000 will allow for the purchase of the 51 uniforms needed to
meet the needs of the Marching Band for years to come.
