A RESOLUTION OF THE,MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH,FLORIDA, DESIGNATING
NOVEMBER 20, 2022 AS TRANSGENDER DAY OF
REMEMBRANCE IN THE CITY OF MIAMI BEACH TO
HONOR AND MEMORIALIZE THE LIVES LOST TO ANTI-
TRANSGENDER VIOLENCE.
WHEREAS, Transgender Day of Remembrance was created following the 1998
killing of Rita Hester, a transgender woman of color, whose murder has yet to be solved;
and
WHEREAS, the following year on November 20, 1999, Gwendolyn Ann Smith
created the first Transgender Day of Remembrance in honor of Rita Hester and other
transgender people whose lives were lost due to violence; and
WHEREAS, Transgender Day of Remembrance is observed every November 20
to honor the memory of those lives tragically lost in acts of anti-transgender violence; and
WHEREAS, the United, States is currently experiencing an epidemic of violence
against transgender Americans, both physical violence and violence waged in state
legislative chambers across the country; and
WHEREAS, in 2020, 2021, and 2022, hundreds of anti-transgender bills in States
were proposed in states across the country, most of them targeting transgender kids, and
ranging from banning trans students and individuals from using bathrooms corresponding
to their gender identity, and prohibiting trans youth from competing on school sports
teams that align with their gender identities, to criminalizing supportive medical care for
transgender kids; and
WHEREAS, 2022 has seen the most anti-trans bills introduced in state legislatures
across the country with over 300 bills introduced across 36 states, which is great than the
151 bills considered for all of 2021, and more than double the 76 considered in 2020; and
WHEREAS, although many of the bills didn't get far in the legislative process,
2022 also already marked a record-breaking year for the number of measures that
went into effect: 21 anti-LGBTQ and anti-trans bills have been enacted into law
during the 2022 legislative session, according to the American Civil Liberties Union;
and
WHEREAS, this rising anti-trans rhetoric is reflected in societal trends and •
crimes committed against the transgender community; and
WHEREAS, 2021 was officially marked the deadliest year on record for hateful
violence against transgender Americans, including undocumented transgender

immigrants, with at least 47 transgender or gender nonconforming people violently killed
in the United States in 2021 and at least 375 worldwide, a number many believe to be
lower than the actual number of occurrences due to the prevalence of underreporting or
misreporting violence against the trans community; and
WHEREAS, as for September 2022, there have been at least 28 violent murders
of a transgender or gender non-conforming persons, majority of them black and/or Latino,
although the real number is estimated to be higher due to being deadnamed or
misgendered, or their deaths not reported at all; and
WHEREAS, many trans people die every year without recognition of the true
impact of discrimination they shouldered; and
WHEREAS, Trans Day of Remembrance is a day to honor and mourn trans lives
lost to violence and suicide, named and unnamed; and
WHEREAS, Trans Day of Remembrance is also observed as Trans Day of
Resilience, to celebrate the resilience and power of trans and gender non-conforming
people in life and not only in death; and
WHEREAS, the Mayor and City Commission of Miami Beach wish to designate
November 20, 2022 as Transgender Day of Remembrance.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby designating November 20, 2022 as Transgender Day of
Remembrance in the City of Miami Beach to honor and memorialize the lives lost to anti-
transgender violence.
