MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, AT
ITS JULY 27, 2022 MEETING, SUPPORTING THE PROPOSED 1-95 EXPRESS
LANE RAMP CONNECTIONS TO/FROM I-195/JULIA TUTTLE CAUSEWAY,
AND THE PROPOSED ELEVATED BI-DIRECTIONAL SHARED-USE VIADUCT
FOR BICYCLISTS AND PEDESTRIANS ALONG THE JULIA TUTTLE
CAUSEWAY, AS RECOMMENDED IN THE PREFERRED ALTERNATIVE OF
THE FLORIDA DEPARTMENT OF TRANSPORTATION'S (FDOT) 1-195
CORRIDOR PLANNING STUDY, PROVIDED THAT FDOT INSTALL SAFE,
PROTECTED BICYCLE FACILITIES ON THE EAST AND WEST ENDS OF THE
JULIA TUTTLE CAUSEWAY IN THE CITIES OF MIAMI BEACH AND MIAMI,
RESPECTIVELY, FOR SAFE CONNECTIVITY AND CONTINUITY; AND
FURTHER DIRECTING THE ADMINISTRATION TO: (1) URGE MIAMI-DADE
COUNTY AND FDOT TO CONSIDER A SIMILAR ELEVATED SHARED-USE
VIADUCT ALONG THE MACARTHUR CAUSEWAY, TO CONNECT TO THE
EXISTING BAYWALKS IN THE CITIES OF MIAMI AND MIAMI BEACH,
RESPECTIVELY; AND (2) ENSURE THAT THE EXPRESS LANE AND
SHARED-USE VIADUCT ALTERNATIVES ALONG THE JULIA TUTTLE
CAUSEWAY, AS WELL AS A SIMILAR SHARED-USE VIADUCT CONCEPT
ALONG THE MACARTHUR CAUSEWAY,ARE INCLUDED IN THE CITY'S 2023
STATE LEGISLATIVE PRIORITIES.
WHEREAS, in the 2022 Resident Survey, 68% of residents expressed that traffic
congestion from tourism affects quality of life; 52.2% of residents want more walking/biking
friendly streets, greenways, and paths; 51.2% of households regularly ride a bicycle; and 44%
of residents feel unsafe riding their bicycles in Miami Beach; and
WHEREAS, the Florida Department of Transportation (FDOT) recently completed a
corridor planning study for the I-195/Julia Tuttle Causeway that evaluated various alternatives to
improve capacity, accessibility, and safety for all modes with preferred alternative to include a
proposed viaduct providing direct ramp connections between the 1-95 Express Lanes and I-
195/Julia Tuttle Causeway (the "Express Lane Alternative"), as well as a proposed elevated
viaduct along the Julia Tuttle Causeway, providing a bi-directional, shared-use path for bicycles
and pedestrians (the "Shared-Use Alternative"); and
WHEREAS, at the July 27, 2022 Public Safety and Neighborhood Quality of Life
Committee (PSNQLC) meeting, Transportation and Mobility Department staff presented the
Express Lane Alternative and the Shared-Use Alternative from FDOT's 1-195 Corridor Planning
Study; and
WHEREAS, the recommended alternatives will improve connectivity, safety, and
multimodal mobility to and from the existing 1-95 Express Lanes and the Julia Tuttle Causeway
for the City's residents, visitors, and workforce; and
WHEREAS, the Committee unanimously supported the proposed Express Lane
Alternative; and

WHEREAS, while the Committee supported the concept of a future Shared-Use
Alternative for cyclists and pedestrians along the Julia Tuttle Causeway, the Committee members
expressed a concern with the lack of protected bicycle facilities and safe connectivity at the east
and west ends of the causeway in the cities of Miami Beach and Miami, respectively; and
WHEREAS, the Committee also recommended that the Administration: (1) urge Miami-
Dade County and FDOT to consider a similar elevated shared-use viaduct along the MacArthur
Causeway; and (2) ensure that the City's 2023 State legislative priorities maintain the Express
Lane Alternative and the Shared-Use Alternative along the Julia Tuttle Causeway, as well as
include a similar elevated shared-use viaduct along the MacArthur Causeway, to connect the
existing baywalks in the cities of Miami and Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Neighborhood Quality
of Life Committee, at its July 27, 2022 meeting, supporting the proposed 1-95 Express Lane ramp
connections to/from I-195/Julia Tuttle Causeway, and the proposed elevated bi-directional
shared-use path for bicyclists and pedestrians along the Julia Tuttle Causeway, as recommended
in the preferred alternative of the Florida Department of Transportation's (FDOT) 1-195 Corridor
Planning Study, provided that FDOT install safe, protected bicycle facilities on the east and west
ends of the Julia Tuttle Causeway in the cities of Miami Beach and Miami, respectively, for safe
connectivity and continuity; and further direct the Administration to: (1) urge Miami-Dade County
and FDOT to consider a similar elevated shared-use path along the MacArthur Causeway, to
connect to the existing baywalks in the cities of Miami and Miami Beach, respectively; and (2)
ensure that the express lane and shared-use viaduct alternatives along the Julia Tuttle Causeway,
as well as a similar shared-use viaduct concept along the MacArthur Causeway, are include in
the City's 2023 state legislative priorities.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission adopt the Resolution.
BACKGROUND/HISTORY
At the April 6, 2022 City Commission meeting, Commissioner Steven Meiner referred a
discussion item to the Public Safety and Neighborhood Quality of Life Committee (PSNQLC)
regarding the viability of a potential express lane on 1-95 to and from Miami Beach.
This item was discussed at the July 27, 2022 PSNQLC meeting. At the meeting,.
Transportation and Mobility Department staff presented the recommended concepts and
preferred alternative from the Florida Department of Transportation's (FDOT) 1-195 Corridor
Planning Study, including proposed direct ramp connections between the existing 1-95 Express
Lanes and I-195/Julia Tuttle Causeway and a proposed elevated bicycle-pedestrian bi-
directional shared-use path along the north side of the Julia Tuttle Causeway. The Committee
unanimously supported the proposed 1-95 express lane ramps to and from the Julia Tuttle

Causeway. While the Committee supported the concept of a future elevated shared-use path
for cyclists and pedestrians along the Julia Tuttle Causeway, the Committee members
expressed a concern with the lack of bicycle facilities and safe connectivity at the east and west
ends of the causeway. Currently, there are dedicated bike lanes along the outside shoulders of
the Julia Tuttle Causeway in both directions extending from the mainland to Alton Road/41
Street; however, neither the existing bike lanes nor the future shared-use path are being
proposed to connect to future bicycle lanes at either end of the causeway at this time. Lastly,
the Committee expressed a desire for FDOT to construct a similar elevated bi-directional
shared-use path along the MacArthur Causeway to connect to the existing baywalks in the cities
of Miami and Miami Beach. City staff stated that it would include a proposal urging FDOT to
consider constructing a similar facility as part of the Citys 2023 State legislative priorities.
I-195/Julia Tuttle Causeway is a vital limited access facility in Miami-Dade County providing a
direct connection between Miami International Airport (via State Road (SR) 112), 1-95, and
Miami Beach. One of only two limited access facilities in Miami-Dade County connecting the
mainland to Miami Beach, SR 112/1-195 carries approximately 130,000 vehicles daily. The corridor
provides interchange access to Alton Road and Arthur Godfrey Road/41 Street in the City of Miami
Beach as well as to several neighborhoods recently experiencing significant growth including the
Design District, Midtown, and Wynwood in the City of Miami. Travel demand in this corridor is
expected to increase significantly over the next 30 years due to continued growth that is being
planned within both cities of Miami and Miami Beach. Opportunities for geometric expansion along
the corridor to address anticipated growth are constrained due to limited right-of-way.
In September 2017, the Florida Department of Transportation (FDOT) initiated the Interstate
195 (1-195)Corridor Planning Study from NW 12 Avenue to SR 907/Alton Road (Attachment A
depicts the project limits). The FDOT Planning Corridor Study was completed in September
2020 and evaluated the existing interchanges and corridor deficiencies in order to identify
improvements that will accommodate the future needs of all transport modes. Of importance to
the City of Miami Beach,the study evaluated the feasibility of providing a direct ramp connection
between the existing 1-95 Express Lanes and I-195/Julia Tuttle Causeway(in both directions)
as well as the feasibility of providing a protected and elevated bi-directional bicycle/pedestrian
shared-use path between the cities of Miami Beach and Miami via the south side of the Julia
Tuttle Causeway.
At the onset of the study, FDOT formed a Project Advisory Committee comprised of
stakeholders and representatives from various affected agencies, including City of Miami Beach
Transportation and Mobility Department. Several alternatives identified in the 1-195 Corridor
Planning Study are being further refined and developed as part of a Project Development and
Environment(PD&E)Study currently being undertaken by FDOT.
ANALYSIS
The FDOT 1-195 Corridor Planning Study evaluated various concept alternatives and their
respective impacts in order to identify a preferred alternative comprising three main elements
described below to address the study objectives and stakeholder interests.
• Base Improvements- Eight (8) base improvements identified to address mainline.
operational deficiencies as well as specific local issues raised by stakeholders during the public
outreach.
• System Improvements-These improvements are intended to address key study objectives

relative to improving access (i.e., better 1-95 Express Lanes connectivity and interchange
access) as well as systemwide performance. The preferred alternative identified in the study
includes a new viaduct that would be implemented in the center of 1-195 east of 1-95 to allow
traffic between 1-95 (general purpose and express lanes) and Miami Beach to bypass local
interchanges at N. Miami Avenue and at Biscayne Boulevard along the I-195/Julia Tuttle
Causeway(Attachment B).
Bicycle and Pedestrian Improvements- The bicycle and pedestrian improvements are
intended to address a key study objective of improving the non-motorized connections between
the City of Miami Beach and the City of Miami. The preferred alternative in the study proposes
a 14'wide shared-use path running parallel to the Julia Tuttle Causeway on the south side that
will cross open water areas within Biscayne Bay via separate bridge structures. The shared use
path would allow for two-way non-motorized traffic within the path(Attachment C).
FDOT has advanced the recommendations from the 1-195 Corridor Planning Study to the
PD&E phase of the project to further refine the alternatives and identify a locally preferred
alternative. The PD&E Study commenced in July 2022 and is expected to be competed in July
2024. Design is expected to begin in early 2027 and finish in late 2031. Construction is
expected to begin in early 2032 but is unfunded in the FDOT Five-Year Work Program at this
time.

CONCLUSION
FDOT recently completed a corridor planning study for the 1-195/Julia Tuttle Causeway that
evaluated various alternatives to improve capacity, accessibility, and safety for all.modes. The
preferred alternative identified in the planning study includes a proposed viaduct connecting the
1-95 Express Lanes and I-195/Julia Tuttle Causeway as well as a proposed bicycle/pedestrian
viaduct along the Julia Tuttle Causeway. The proposed improvements will improve connectivity,
safety, and multimodal mobility to and from the existing 1-95 Express Lanes and the Julia Tuttle
Causeway for the City's residents, visitors, and workforce. FDOT is currently in the project
development phase of this future project. The City's Transportation and Mobility Department
staff will continue to remain actively involved in this important regional mobility project.
Should the City Commission approve this Resolution, the Administration will work with FDOT to
ensure safe bicycle facilities are provided at both ends of the Julia Tuttle Causeway(i.e. Miami
Beach and the mainland)for connectivity and bicycle trip continuity. Furthermore, as part of the
City's 2023 State legislative priorities, the Administration will include a proposal urging FDOT to
consider an elevated shared-use path along the MacArthur Causeway, similar to the one FDOT
is proposing along the Julia Tuttle Causeway, to connect the existing baywalks in the cities of
Miami and Miami Beach.
