A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT
NO. 1, TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY AND
RAZORBACK, LLC, ("RAZORBACK") FOR THE EXTERIOR REPAIR AND COATING OF
PRESTRESSED CONCRETE WATER TANKS PROJECT(THE"PROJECT"),IN THE NOT
TO EXCEED AMOUNT OF $389,000.00, FOR A TOTAL PROJECT BUDGET OF
$646,427.50, TO PROVIDE ADDITIONAL REHABILITATION SERVICES FOR THE
WATER TANKS ON THE 251."STREET PUBLIC WORKS YARD.
WHEREAS, at its June 6, 2022 Commission meeting, the Mayor and City Commission approved
the award of a contract to Razorback, LLC., pursuant to ITB-2022-178-ND for Exterior Repair and Coating
of Concrete Water Tanks, the lowest, responsive, responsible bidder; and
WHEREAS, in 2021 the City completed a condition assessment of the prestressed concrete
potable water storage tanks located at 75th Street and at 25th Street/Dade Boulevard; and
WHEREAS, the assessment indicated a need to repair the exterior surfaces of all four (4) tanks
including the dome roofs and proposed a new coat be applied to the entire surface of the prestressed
concrete tanks; and
WHEREAS, accordingly, the Procurement and Public Works Departments developed an ITB to
complete the necessary repairs addressed in the assessment; and ,
WHEREAS, Razorback, LLC has submitted a negotiated cost proposal in the not to exceed amount
of $389,000.00, for additional rehabilitative,services including (but not limited to) performing additional
surface preparation, applying resurface coating, applying prime coat, stripe coat and finish coat. All work
previously scoped was considered in the additional scope and fee; and
WHEREAS, the Public Works Department has reviewed the cost proposal and has determined it
to be fair and reasonable. This Amendment No. 1 will bring Razorback's contract in the total amount to
$646,427.50
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF.MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby, approve and
authorize the City Manager to execute Amendment no. 1, to the Professional Service Agreement between
the City and Razorback, LLC, ("Razorback")for the exterior repair and coating of prestressed concrete water
tanks project (the "Project"), in the not to exceed amount of $389,000.00, for a total project budget of
$646,427.50, to provide additional rehabilitation services for the water tanks on the 25th Street Public Works
Yard.

RECOMMENDATION
The Administration recommends approving the Resolution.
BACKGROUND/HISTORY
In 2021 the City completed a condition assessment of the prestressed concrete potable water
storage tanks located at 75th Street and at 25th Street/Dade Boulevard. The assessment
indicated a need to repair the exterior surfaces of all four(4)tanks including the dome roofs and
proposed a new coat be applied to the entire surface of the prestressed concrete tanks.
The four(4)water tanks are critical to the proper functionality of the City of Miami Beach potable
water distribution and transmission systems. They are also critical to ensure there are proper
firefighting capabilities throughout the City. Maintaining the integrity of these tanks is of utmost
importance to maintain the City's water system in good operating condition and extending the
useful life of the structures.
ANALYSIS
While preparing the 25th Street tank surfaces for the new coating at 451 Dade Blvd, it was
identified that the coating had lost adhesion strength and blistering was observed. The
contractor, Razorback, LLC, and the coating specialist, Tnemec, determined that coating the
tanks under the current conditions will not result in a proper installation and additional blistering
will develop. This will result in peeling and humidity in the wall of the tanks and the work under
these conditions cannot be guaranteed by the contractor. All the existing coating on these two
tanks will need to be removed in order to properly apply the new coating and avoid short term

failure. The work of removing the existing coating is significantly more labor intensive than
merely coating over the existing.
The City will also be procuring an artist for the beautification of these tanks. Not coating them
properly at this time may damage the art, as the blistering condition will occur over the artist's
work as well.
Razorback, LLC has submitted a negotiated cost proposal (ATTACHMENT) in the not to
exceed amount of $389,000.00 with an additional 60 calendar days, for additional rehabilitative
services including (but not limited to) performing additional surface preparation, applying
resurface coating, applying prime coat, stripe coat and finish coat for the two tanks at 25th
Street. All work previously scoped for these two tanks was considered in the additional scope
and fee.
The Public Works Department has reviewed the cost proposal and has determined it to be fair
and reasonable. This Amendment No. 1 will bring Razorback's contract in the total amount to
$646,427.50.
PROCUREMENT PROCESS AND CHANGE ORDER
The Procurement and Public Works Departments developed an ITB to complete the necessary
repairs addressed in the condition assessment. The scope of work included furnishing all
supervision, labor, material, equipment, scaffolding, and materials required to repair two (2)
4,000,000-gallon water storage tanks located at 75th Street next to Water Pump Station No. 2,
and two (2)3,000,000-gallon water storage tanks located at 451 Dade Boulevard next to Water
Pump Station No. 1.
During the procurement process, there were three responsive vendors (ATTACHMENT): Quick
Painting Group, Corp., Tadeos Engineering, LLC and Razorback, LLC. Quick Painting Group
Corp was disqualified because they are not a certified general contractor, only a painting
company. Tadeos Engineering, LLC was disqualified due to experience and requirements.
The third vendor, Razorback, LLC, is a certified general contractor, has bidding experience, and
met the qualifications required by the City.
At its June 6, 2022, the Mayor and City Commission approved the award of a contract to
Razorback, LLC., pursuant to ITB-2022-178-ND, and were authorized to complete the project
located at 75th Street and at 25th Street/Dade Boulevard.
During the preparation and initial cleaning phase of the work, the contractor Razorback, LLC
identified that the coating for the two tanks at 25th Street had lost adhesion strength and
blistering was observed. Due to this discovery, an additional scope of work was identified due to
the condition of these two tanks. Given that this discovery could have only been made after the
cleaning process started, this additional scope of work would have resulted in a change order
regardless of the contractor selected.
Razorback continues to be mobilized and has now completed the work at the two 75th Street
tanks. No additional work beyond the originally scope work was required at this location. The
only remaining work is completion of the 25th Street tanks which includes the expanded scope
of work. The Public Works Department has reviewed the cost proposal and has determined it

to be fair and reasonable. Once this work is completed, Tourism and Culture will authorize the
artwork for the tanks to be completed.
SUPPORTING SURVEY DATA
Results from the 2022 Resident Survey titled: Rating of City Services show 78.6% approval
related to the appearance and maintenance of the City's public buildings.

RE: Miami Beach Ground Storage Tanks
Dan,
This is a follow up to our site visit on Monday,September 20th with representatives of Miami Beach.We
visited the South Ground Storage Tanks and the North Pump Station Tanks.The purpose of this meeting
was to evaluate the current conditions of the coatings after a stripe coat of Tnemec Series 156
EnviroCrete was applied.
The two tanks were pressure cleaned and I didn't notice any chalking or contaminants.We walked the
two South Tanks and notice blistering and bubbles in multiple areas where the existing coatings were
not removed or identified during surface preparation.These areas were pressure cleaned and appeared
well adhered until a recent rain storm,then the coating lost adhesion strength and blistered.We noticed
that areas where the coating were previously removed to the original coating are well-adhered and not
suffering from adhesion loss.We peeled back a few spots and the mode of coating failure was
consistent between two light beige coats,however we didn't observe a clear sign of contamination
between these two coats,so the reason for failure was not determined.
I'm afraid if the scope of work remains on these two tanks,this problem will continue to occur even in
the short term.In my opinion,the only coarse of action for long term positive results is to remove all
existing coatings.When doing so,it's extremely difficult to remove the original coating without
damaging the concrete,so a coat of Tnemec Series 218 MortarClad is suggested to be applied to repair
the concrete at a minimum 1/8 inch. Finally,a stripe and prime coat of Tnemec Series 156 EnviroCrete
should be applied before the finish coat of Tnemec Series 1026 Enduratone.
These types of prestressed concrete tanks don't usually leak, but we observed two spots on the
southeast portion of the South tank with signs of active leaks,which I was told were identified on an
inspection reposrt.
We then visited the two North Tanks located at the Pump Station,which appear to be in better
condition with very little blistering with black paint underneath,which seems to be graffiti.Jeff
mentioned that he'll remove the black paint before overcoating.
It was also reported that the domes of all tanks are in great condition.
