A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, URGING THE FLORIDA
DEPARTMENT OF TRANSPORTATION, MIAMI-DADE COUNTY AND
UTILITY COMPANIES (INCLUDING FLORIDA POWER AND LIGHT,
BREEZELINE, AT&T, AND OTHERS) TO CEASE THEIR ON-GOING
CONSTRUCTION ACTIVITY ON STATE OR COUNTY-OWNED HIGH
TRAFFIC CORRIDORS DURING ART BASEL WEEK (NOVEMBER 28,
2022 THROUGH DECEMBER 4, 2022), INCLUDING BUT NOT LIMITED
ON-GOING CONSTRUCTION WORK ON ALTON ROAD, 41ST STREET,
AND DADE BOULEVARD, IN AN EFFORT TO MITIGATE THE
ANTICIPATED INCREASE IN TRAFFIC CONGESTION THAT WILL
TAKE PLACE DURING ART BASEL 2022.
WHEREAS, world-renowned Art Basel Miami Beach, held annually at the newly
reimagined Miami Beach Convention Center, draws thousands of art dealers, artists,
collectors and aficionados to the City of Miami Beach during the fair held every December;
and
WHEREAS, this year's Art Basel is scheduled to take place on December 1
through December 3, 2022; and
WHEREAS, during Art Basel week, South Florida's leading arts institutions host
dozens of exhibitions and events, many of which take place in Miami Beach; and
WHEREAS, the City hosts thousands of visitors throughout Art Week, leading to
increased traffic congestion on the City's major streets and thoroughfares; and
WHEREAS, currently, Florida Department of Transportation ("FDOT"), Miami-
Dade County, and various utility companies have on-going projects on State-owned or
County-owned high traffic corridors such as Alton Road, 41st Street, and Dade Boulevard;
and
WHEREAS, while the City recognizes the importance of these on-going projects
and the jurisdiction of FDOT and the County over their roads, the Mayor and City
Commission nevertheless desire for our governmental and utility partners to assist the
City in alleviating traffic congestion during Art Basel week — a tourism event that is of
regional importance to South Florida -- by temporarily suspending work on high-traffic
corridors in the City; and
WHEREAS, in addition, as Art Basel coincides with the high tourist season in
South Florida, the Mayor and City Commission urge our partners, in scheduling
construction work on high traffic corridors, to be mindful of increased traffic congestion in •
the City during the high volume tourist season and take all steps possible to proceed with
such work in a manner that would mitigate traffic impacts to the fullest extent possible.
NOW, THEREFORE, BE, IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby urge the Florida Department of Transportation, Miami-Dade County
and utility companies (including Florida Power and Light, Breezeline, AT&T, and others)
to cease their on-going construction activity on state or County-owned high traffic
corridors during Art Basel Week (November 28, 2022 through December 4, 2022),
including but not limited on-going construction work on Alton Road, 41st Street, and Dade
Boulevard, in an effort to mitigate the anticipated increase in traffic congestion that will
take place during Art Basel 2022.
