A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO EXPLORE THE BEST MOBILE
PARKING APPLICATION SERVICE FOR THE CITY'S PUBLIC
PARKING MOBILE PLATFORM, AND TO INCLUDE, AS PART "
OF THE EVALUATION CRITERIA FOR THE SELECTION OF A
FUTURE PARKING PLATFORM PROVIDER, CRITERIA THAT
APPROPRIATELY PRIORITIZES, AMONG OTHER RELEVANT
FACTORS, THE CONVENIENCE TO THE CUSTOMER AND
POTENTIAL BENEFITS TO THE CITY OF UTILIZING A MOBILE
PARKING PLATFORM USED BY A MAJORITY OF
NEIGHBORING JURISDICTIONS IN MIAMI-DADE COUNTY;
AND FURTHER DIRECTING THE CITY ADMINISTRATION TO
REVIEW OTHER COMPETITIVELY SOLICITED
PROCUREMENTS FOR MOBILE PARKING APPLICATIONS
AND DETERMINE WHETHER IT IS IN THE CITY'S INTEREST
TO "PIGGYBACK" AND UTILIZE ANY COMPETITIVELY
AWARDED CONTRACT FOR A PUBLIC PARKING MOBILE
PLATFORM.
WHEREAS, the City of Miami Beach (the "City') uses the ParkMobile application as its
public parking mobile platform throughout the City("Parking App"); and
WHEREAS, the City's contract with ParkMobile is set to expire on February 23, 2023;
and
WHEREAS, the majority of municipalities in Miami-Dade, Broward, and Palm Beach
Counties use different mobile parking platforms, leading visitors and residents to download and
register their vehicles, credit card information, and other data on multiple mobile parking apps;
and
WHEREAS, prior to the expiration of the agreement with the current Parking App
provider, the City Administration should explore the best mobile parking platform option for the
City prior to issuing a new competitive solicitation or entering into a new agreement with a
parking platform provider; and
WHEREAS, as part of the evaluation criteria for the selection of the future parking
platform provider, the criteria should prioritize, among other relevant factors, the convenience to
the customer and various potential benefits to the City (in terms of increase usage from
familiarity with a universal application, integrated data about customer behavior which may be
helpful to the City, and the like) associated with use of a mobile parking platform that is widely
used in neighboring jurisdictions
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
direct the City Administration to explore the best mobile parking application service for the City's
public parking mobile platform, and to include, as part of the evaluation criteria for the selection
of a future parking platform provider, criteria that appropriately prioritizes, among other relevant
factors, the convenience to the customer and potential benefits to the City of utilizing a mobile

parking platform used by a majority of neighboring jurisdictions in Miami-Dade County; and
further, direct the City Administration to review other competitively solicited procurements for
mobile parking applications and determine whether it is in the City's interest to "piggyback" and
utilize any competitively awarded contract for a public parking mobile platform.
