SUBJECT: Assistant City Manager Appointment
I am proud to share with you the appointment of Rickelle Williams as the Assistant City
Manager, effective immediately.
Rickelle joined the City of Miami Beach team in September 2020, leading and facilitating the
strategic planning and development of initiatives and programs that attract and retain businesses
and entrepreneurs to and within our beautiful City. She has been responsible for strengthening
and diversifying Miami Beach's commercial character, promoting community development,
growing the pool of quality talent, and serving as a critical resource to local and regional
businesses.
With a focus on economic growth and diversification, Rickelle has provided leadership to a variety
of initiatives including, but not limited to, establishment of the North Beach Community
Redevelopment Agency; streetscape and planning studies including for the Art Deco Cultural
District; public private partnerships (P3s) to promote cultural activation, workforce housing, and
office development; incentives and services for targeted industries; marketing Miami Beach as a
business destination; small business grant and technical assistance programs; and serving as a
catalyst for economic investment and real estate development.
During Rickelle's short tenure with our City, she has demonstrated, to all of us , her strong
capabilities. experience, wisdom, professionalism and commitment to excellence. She is
thorough, thoughtful, and deliberate. I am particularly impressed with her leadership, ability
to motivate a team, and the consistent quality of her work product.
Prior to joining the City, Rickelle served as the Executive Director of the Dania Beach
Community Redevelopment Agency, where she played a key role advancing a multitude of
strategic initiatives including business attraction, housing and commercial development. In
addition, her experience on the Capital Improvement Project team, with the City of Miami
Gardens, gives her insight into how to maximize a multi-million dollar capital plan, knowledge
of the development process, and significant financial and budgetary management expertise.
As Assistant City Manager, Rickelle will be responsible for a portfolio of departments that
includes Economic Development, where she will continue to serve as Director until a
recruitment is completed, Housing & Community Services, Parking, Planning, and
Transportation & Mobility. I am confident this portfolio will promote a more integrated and
comprehensive approach to many of our economic development initiatives.
Rickelle will continue to provide leadership to the North Beach Community Redevelopment
Agency (CRA) and I have asked her to become a key contributor in the day-to-day strategic
relationship with the Greater Miami Convention and Visitors Bureau (GMCVB), as I believe
they are critical to our continued economic growth and development. I have also asked
Rickelle to manage the day-to-day contractual relationship with Oak View Group (OVG360),
our partner for the Miami Beach Convention Center (MBCC), a critical element of the Miami
Beach Redevelopment Agency (RDA) and our overall economy. The Tourism & Culture
Department and our Office of Marketing & Communications will continue to play an important
role in both relationships as we strive to ensure our priorities as a City are always aligned.
Rickelle holds a Master of Public Administration (MPA) and graduate certificate, in
Community Development, from Florida International University (FIU) and a Master of Arts
(MA) in Mass Communication from the University of Florida. She is also a member of the
inaugural class of the University of Miami's Community Scholars in Affordable Housing
Program. Rickelle is certified as a Florida Redevelopment Association Redevelopment
Administrator, Project Management Professional (PMP®), and LEED Accredited
Professional. Rickelle is a proud Miami-Dade County resident and enjoys spending time with
family and friends.
