A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING, BY 5/7THS VOTE, THE
ESTABLISHMENT OF A MEMORIAL PLAQUE LOCATED WITHIN THE CITY OF
MIAMI BEACH POLICE DEPARTMENT'S HEADQUARTERS, IN MEMORY OF
RABBI PHINEAS WEBERMAN, FOLLOWING A DULY NOTICED PUBLIC
HEARING PURSUANT TO SECTION 82-504 (A) OF THE CITY CODE.
WHEREAS, Rabbi Phineas Weberman founded the Ohev Shalom Congregation of Miami
Beach in 1960 and was the synagogue's head rabbi for over 54 years; and
WHEREAS, for decades, Rabbi Weberman was a source of wisdom and solace for both
officers and civilian personnel whilst serving as Police Chaplain with the Miami Beach Police
Department; and
WHEREAS, at the June 22, 2022 City Commission meeting, the Mayor and City
Commission referred a discussion regarding the installation of a memorial plaque recognizing the
contributions of Rabbi Phineas Weberman to the Public Safety and Neighborhood Quality of Life
Committee (the "Committee"); and
WHEREAS, at its September 21, 2022 meeting, the Committee discussed and
recommended the installation of a commemorative plaque within the City of Miami Beach Police
Department's Headquarters in Rabbi Phineas Weberman's honor; and
WHEREAS, pursuant to Section 82-504(a) of the City Code, establishing a memorial
requires a public hearing, with notice of the public hearing regarding the establishment of the
memorial plaque published at least ten days prior to the hearing in a newspaper of general
circulation in the City, and
WHEREAS, during the October 26, 2022 Commission meeting, the Mayor and the City
Commission accepted the recommendation of the Committee, approved the establishment of a
memorial plaque located within the Miami Beach Police Department's Headquarters, in memory
of Rabbi Phineas Weberman, and set a public hearing on November 16, 2022, pursuant to Section
82-504(a)(6) of the City Code, directing the City Clerk to provide public notice of the hearing.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve by 5/7ths vote, the establishment of a memorial plaque, located within the
City of Miami Beach Police Department's Headquarters, in memory of Rabbi Phineas Weberman,
following a duly noticed public hearing pursuant to Section 82-504(a) of the City Code.

RECOMMENDATION
The Administration recommends adopting the Resolution.
BACKGROUND/HISTORY
On June 22, 2022, at the request of Commissioner Kristen Rosen Gonzalez, the Mayor and
City Commission approved the referral of item C4 T, to the Public Safety and Neighborhood
Quality of Life Committee ("PSNQLC" or the "Committee"), to discuss installing a memorial
plaque recognizing the contributions of Rabbi Phineas Weberman to the Miami Beach Police
Department's Chaplain Program.
On September 21, 2022, the Committee discussed the item and recommended the installation
of a commemorative plaque within the City of Miami Beach Police Department's Headquarters
in Rabbi Phineas Weberman's honor.
ANALYSIS
During the October 26, 2022 Commission meeting, the Mayor and City Commission accepted
the recommendation from the September 21, 2022 Committee meeting, to approve the
establishment of a memorial plaque located within the Miami Beach Police Department's
Headquarters, in memory of Rabbi Phineas Weberman; setting a public hearing on November
16, 2022, pursuant to Section 82-504(a) of the City Code,to consider whether to approve the
proposed memorial by a 5/7ths vote; and directing the City Clerk to provide public notice of the
hearing consistent with the requirements of Section 82-504(a)(6)..
