A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN
AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY
MANAGER, OR HER DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING,
EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE
FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE
FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) U.S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT, THROUGH MIAMI-DADE COUNTY
HOMELESS TRUST, SPECIALIZED UNSHELTERED HOMELESSNESS PROGRAM,
IN THE APPROXIMATE AMOUNT OF $2,180,000; 2) FIREHOUSE SUBS PUBLIC
SAFETY FOUNDATION, IN THE AMOUNT OF $26,200; 3) FLORIDA DEPARTMENT
OF ENVIRONMENTAL PROTECTION, COASTAL PARTNERSHIP INITIATIVE GRANT
PROGRAM, IN THE APPROXIMATE AMOUNT OF$40,000; 4) MIAMI-DADE COUNTY,
FISCAL YEAR 2022/23 EMERGENCY MEDICAL SERVICES COUNTY GRANT,
THROUGH FLORIDA DEPARTMENT OF HEALTH, IN THE APPROXIMATE AMOUNT
OF $6,800; AND, 5) UNITED STATES DEPARTMENT OF HOMELAND SECURITY,
THROUGH FLORIDA DIVISION OF EMERGENCY MANAGEMENT FOR THE STATE
AND LOCAL CYBERSECURITY GRANT PROGRAM, IN THE AMOUNT OF $498,000.
WHEREAS, the City Administration applies for grants and external funding from
outside organizations; and
WHEREAS, the City Administration requests approval to apply for two grants in
the approximate combined amount of from $2,180,000 from U.S. Department of Housing
and Urban Development, through Miami-Dade County Homeless Trust, Specialized
Unsheltered Homelessness Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution; including City matching funds in the
combined approximate amount of$668,200 from account numbers 011-0560-000111-23-
405-574-00-00-00, 011-0560-000349-23-405-575-00-00-00, and 011-0560-000349-23-
405-575-00-00-00; and
WHEREAS, the City Administration further requests approval to apply for a grant
in the approximate amount of from $26,200 from Firehouse Subs Public Safety
Foundation, the details of which are set forth in the Commission Memorandum
accompanying this Resolution; and
WHEREAS, the City Administration further requests approval to apply for a grant
in the approximate amount of $40,000 from Florida Department of Environmental
Protection, Coastal Partnership Initiative Grant Program, the details of which are set forth
in the Commission Memorandum accompanying this Resolution; including City matching
funds in the approximate amount of$40,000 from account number 178-6886-000312-21-
402-508-00-00-00; and
WHEREAS, the City Administration further requests approval to apply for a grant
in the approximate amount of $6,800 from Miami-Dade County, FY22-23 Emergency
Medical Services Grant Program through Florida Department of Health, the details of
which are set forth in the Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration further requests approval to apply for a grant
in the approximate amount of $498,000 from United States Department of Homeland
Security, through Florida Division of Emergency Management for the State and Local
Cybersecurity Grant Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution; including City matching funds in the
approximate amount of $55,300 from account numbers 550-0640-000325-14-413-582-
00-00-00 and 550-0640-000312-14-413-582-00-00-00.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively
approve and authorize) the City Manager, or her designee, to apply for, and accept
funding, execute any and all documents or agreements, and appropriate funding received
by the City of Miami Beach in connection with following grants, programs, and
agreements: 1) U.S. Department of Housing and Urban Development, through Miami-
Dade County Homeless Trust, Specialized Unsheltered Homelessness Program, in the
approximate amount of $2,180,000; 2) Firehouse Subs Public Safety Foundation, in the
amount of $26,200; 3) Florida Department of Environmental Protection, Coastal
Partnership Initiative Grant Program, in the approximate amount of $40,000; 4) Miami-
Dade County, Fiscal Year 2022/23 Emergency Medical Services County Grant, through
Florida Department of Health, in the approximate amount of $6,800; 5) United States
Department of Homeland Security, through Florida Division of Emergency Management
for the State and Local Cybersecurity Grant Program, in the/ amount of$498,000.

BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regarding the projects and funding sources is included
in the Analysis Section of this Agenda Item.
ANALYSIS
1. U.S. Department of Housing and Urban Development. through Miami-Dade County
Homeless Trust. Specialized Unsheltered Homelessness Program. in the approximate
amount of$2.180.000.

M- iami-Dade County, through the Miami-Dade County Homeless Trust has requested
applications for new projects to address unsheltered homelessness. The County is
seeking respondents to apply for new federal funding to provide housing, support
services, and other eligible activities benefiting persons experiencing homelessness.
The City Administration is applying for funding for the following two projects in the
approximate combined amount of $2,180,000 through the City's Department of Housing
and Community Services.
Nand-Up
The City's Hand-Up program will include Peer Specialists and a Support
Supervisor with a clinical background that will provide supportive services to
homeless persons that have limited access to resources. Grant funding will aid in
obtaining life-sustaining benefits that will support successful housing retention.
The City is requesting approximately $577,800 to help fund Hand-Up for three
years. Local matching funds in the total approximate amount of $158,900 are
available from account numbers 011-0560-000111-23-405-574-00-00-00 and
011-0560-000349-23-405-575-00-00-00.
MB Cares
The City's MB Cares program will be providing support services to unsheltered,
chronically homeless, highly vulnerable households without children. MB Cares
proposes to serve 50 referrals. Support Services using a multidisciplinary team
approach, including a Care Coordinator, Housing Specialist, Social Worker and
Peer Specialist are proposed for 50 households. The City is requesting
approximately$1,602,200 to help fund MB Cares for three years. Local matching
funds in the total approximate amount of $509,300 are available from account
number 011-0560-000349-23-405-575-00-00-00.
2. Firehouse Subs Public Safety Foundation. in the approximate amount of $26,200 for
Ocean Rescue Division Defibrillators.
F- irehouse Subs Public Safety Foundation was founded in 2005 in the aftermath of
Hurricane Katrina. The Foundation has awarded millions of dollars in lifesaving
equipment and resources to fire, police and public safety organizations across the
country.
The City Administration is applying for 18 Automated External Defibrillators (AED's) to
supply the Ocean Rescue Division inventory, valued at the approximate amount of
$26,200. These 18 new AED's will replace the 11 existing and outdated AED's that are
maintained by the Fire Department's Ocean Rescue Division. Matching funds are not
required for this grant donation.
3. Florida Department of Environmental Protection. Coastal Partnership Initiative Grant
Program. in the approximate amount of $40.000 for Ocean Terrace Dune Habitat
Restoration.
T- he Florida Department of Environmental Protection provides federal funding through
the Coastal Partnership Initiative, Florida Coastal Management Program, to Florida's 35
coastal counties and all municipalities within the counties' boundaries to promote the
protection and effective management of Florida's coastal resources.
The City Administration is applying for funding in the approximate amount of$40,000 for
dune habitat restoration in Ocean Terrace. The project proposes dune habitat
management through the strategic restoration of the dune system by targeting a

vulnerable area within a five-block section of the dune system to increase resilience,
provide storm surge protection to upland properties, resist sea level rise damage, and
reduce beach erosion. Local matching funds in the total approximate amount of$40,000
are available from account 178-6886-000312-21-402-508-00-00-00.
4. Miami-Dade County. FY22-23 Emergency Medical Services Grant Program through
Florida Department of Health, in the approximate amount of $6,800 for resuscitation
equipment.
The Florida Department of Health provides grants to Boards of County Commissioners
for the purpose of improving and expanding medical services. The Emergency Medical
Services (EMS) County Grant program provides emergency medical services providers,
first responder organizations, and other emergency medical service-related organizations
with funds for projects to acquire, repair, improve, or upgrade emergency medical
services systems,or equipment.
The City Administration is applying for grant funding as a County subrecipient in the
approximate amount of $6,800 for a pediatric resuscitation system proven to save lives
and reduce errors. This system is the leading platform designed to give clinical teams
rapid access to lifesaving dosing, equipment and drip information while documenting
every critical action accurately. Matching funds are not required by this grant.
5. United States Department of Homeland Security, through Florida Division of
Emergency Management for the State and Local Cybersecurity Grant Program._in the
approximate amount of$498,000 for Cybersecurity Enhancements,
Through the Infrastructure Investment and Jobs Act, the U.S. Department of Homeland
Security is providing $185 million to address cybersecurity risks and cybersecurity threats
to information systems owned or operated by, or on behalf of, state, local and territorial
governments.
The City Administration is applying for funding in the approximate amount of$498,000 for
a Cybersecurity Enhancement project. The project intent is to enhance the City's security
posture. It will increase internal control, ensuring that the IT security posture is within the
National Institute of Standards and Technology (NIST) Framework standards. Local
matching funds in the approximate amount of $55,300 are available from account
numbers 550-0640-000325-14-413-582-00-00-00- and 550-0640-000312-14-413-582-
00-00-00-. This is a Bipartisan Infrastructure Law grant.
SUPPORTING SURVEY DATA
In the 2019 Community Resident Survey, 69% of residents stated that they are either "very
satisfied" or"satisfied"with overall quality of City services.
In the 2019 Community Resident Survey, 62.5% of residents stated that they feel "very safe" in
neighborhoods during the day.
In the 2019 Business Survey, 79.6% of businesses stated that "Sustainability and Resiliency
are important to my business." The percentage of residents who would recommend the city as
a place to live increased 10%from 2016.
FINANCIAL INFORMATION
CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or
agreements in connection with these grants, award programs and funding requests.
