A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
PUBLIC SAFETY AND QUALITY OF LIFE COMMITTEE AT ITS OCTOBER 19,
2022 MEETING, AND AUTHORIZING THE ADMINISTRATION TO PROCEED
WITH A MODERN TRASH RECEPTACLE PILOT PROGRAM.
WHEREAS, at its April 6, 2022 meeting, the City Commission approved a referral to the
Public Safety and Neighborhood Quality of Life Committee ("PSQLC")to discuss the purchasing
of new and modern trash receptacles and to consider implementing a pilot program; and
WHEREAS, Commissioner Kristen Rosen Gonzalez, the sponsor of this item, proposed
that the City adopt certain trash receptacle designs featured in some European countries; and
WHEREAS, proposed designs include various vase-shaped liners or a donut-shaped ring
holding an exposed trash bag; and
WHEREAS, the City currently uses the green Victor Stanley receptacles; and , •
WHEREAS, at its October 19, 2022 PSQLC meeting, the Committee favorably
recommended that the City proceed with a proposed pilot program, which uses a donut-shaped
ring receptacle that holds an exposed trash bag.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Quality of Life
Committee at its October 19, 2022 meeting, and authorize the Administration to proceed with a
Modern Trash Receptacle Pilot Program.

The Administration recommends approving the Resolution.
BACKGROUND/HISTORY
At its April 6, 2022 meeting, the City Commission approved a referral to the Public Safety and
Neighborhood Quality of Life Committee (PS&QLC) to discuss the purchasing of new and modem
trash receptacles, and to consider implementing a pilot program.
The sponsoring Commissioner's vision is to adopt some of the receptacle designs featured in some
European countries. Proposed designs include various vase-shaped liners (Pictures A and C), or a
donut-shaped ring holding an exposed trash bag (Picture B). The City currently uses the green Victor
Stanley receptacles(Picture D).
At its October 19,, 2022 PS&QLC meeting, Committee members made a motion to proceed with the
proposed pilot program. As part of the pilot program, staff will install a modem trash receptacle in
Lummus Park, and another in Lincoln Road Mall for a three (3)month period. During that period, staff
will monitor the frequency of liner changes and the overall performance of the receptacles.
